Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. Pay the required remaining notices fee of $220. 2. Provide a signed Major Site Plan Amendment application. 3. [SP2002-23] Address the following comments in reference to the approved Special Use Permit SP2002-23: Address the following: a) Condition #1— "General Accord" i. Revise the "Building Heights:" part of the General Notes to include the maximum number of stories allowed for each of the proposed buildings as shown in the Concept Plan attached to the SP approval. Ensure the information is provided for each individual building since Pavilion VI has a different allowed number of stories than the other two pavilions. ii. Zoning has specified that the 34' building separation, between Pavilion VI and the existing building within TMP 60-25, is in general accord with the SP's Concept Plan. iii. Revise the dimension on sheet 4 showing the 34' separation between Pavilion VI and the existing building within TMP 60-25. This dimension should state that it is a minimum. iv. Revise the height at time of planting for the screening trees along the boundary with TMP 60-25. These must be a minimum height of 6 to 7 FT. The red cedars are not meeting that minimum. V. Provide additional evergreen screening trees at the south edge of the east side of Pavilion VI. The majority of the screening in this area is from trees shown to be on the adjoining property. Five evergreen screening trees were shown within the subject parcel on the concept plan in that area and only two have been proposed. b) Condition #3 — Show where this condition has been met on the site plan for the portion from Kemidge Park Road to the loop road. c) Condition #3 — Provide any existing documentation on the deferral of the installation of the sidewalk on one side of the entrance road (White Gable Lane) from Route 250 to the junction with Kemidge Park Road. This improvement was proposed with Phase II of the development, and therefore should be shown as was approved, but has not yet been built or bonded. d) Condition #4 - Provide any existing documentation on the deferral of the installation of the sidewalk on one side of the Kemidge Park Road to the east of White Gable Lane. This required improvement was proposed with Phase II of the development, and therefore should be shown as was approved, but has not yet been built or bonded. e) Condition #5 — Provide the correct deed book and page number references for the easements required to meet this condition, providing access for what was referred to as the "Kappa Sigma property" (what was TMP 60-27 & 27B). Both deed book and page number references appear to be for older easements that do not appear to meet the proffer requirements. f) Condition #6 — Revise the deed book and page reference to be correct. Although DB 2706 PG 168 appears to provide the correct recordation reference for the access easement for the adjoining property to the east (TMP 60-25) DB 2226 PG 218 does not appear to be associated with this parcel or the access easement. g) Condition #7 — Provide the required information on the proposed condominium units within each of the three proposed pavilions. The largest condominium unit in each building shall be at least thirty percent larger, based on floor area, than the smallest unit within the same pavilion. h) Condition #9 — Revise the site plan to provide a 10 FT shared use path within the right of way and along Ivy Road. 4. [32.6.2(i)] Parking and loading areas. Address the following: a) Revise the internal (subsurface) parking spaces to meet the minimum size requirements. Some of the spaces appear to not be 18' deep. Stacked parking spaces must be a total of 36' deep, since they provide two parking spaces. b) Revise the parallel parking spaces and drive aisle width in front of Pavilion II in order to meet both minimum standards. c) Revise the existing parking spaces to match those on the previously approved site plans. Although this is an amendment to SDP2003-34 other Major and Minor site plan amendments have taken place since that approval and have adjusted items in the site to be different from what is shown on SDP2003-34. Address the following: i. Ensure that all improvements shown on the other approved site plans since SDP2003-34 are accurately shown on the site plan. Of special note are the accessways, parking spaces, and sidewalks. ii. Revise your guest parking space count based upon the new layout. It appears there may be only 18 or 19 guest parking spaces provided in the layout once that revision is done. iii. Ensure the guest parking space requirements are met. d) Provide a note on the site plan that specifies that stacked parking spaces will be assigned to the same residential unit in the building. e) Provide typical parking space dimensions on both the internal (subsurface) and surface parking spaces. f) Provide a number showing the count of parking spaces in each row, for both subsurface and surface parking. g) Provide a dimension for the width of all of the drive aisles being added or revised. 132.5.1(c), 32.5.2(a) & 32.5.2(c)] Dimensions; General Information; Phase lines. Address the following: a) In the "required parking" calculation, remove the portion for the Commercial Office Building/House. This calculation was not part of the approved Final Site Plan. b) Revise the setbacks to be those specified on page 2 of the approved site plans and to meet the SP requirements and ensure the setbacks are correctly shown and labeled within the sheets. Remove reference to setbacks that do not match the approved setbacks shown in the approved site plans. The setbacks shown at the very front and back of the property appear to be setbacks prior to the approved SP, the approved site plans and the current zoning ordinance changes to setbacks in the CO zone. c) Revise the "Density:" section under the General Notes on the cover sheet. Include a density based upon the total number of units proposed and the total area of White Gables. Also, eliminate the second "Density:" area that states, "Not applicable with this site plan." d) In the "Proposed:" section of the General Notes it states that all three pavilions are proposed to have 14 dwelling units. Please note that Pavilion VI is only allowed to be 3 stories in height. If the other two buildings will be four stories then the number of units in Pavilion may need to be updated unless the units have a much smaller square footage. e) Provide all boundaries for the subject property. Some of the boundaries are missing. f) Provide Phasing information that specifies how this proposed site plan fits into the phasing of the other portions of the whole project. See page #2 of the previously approved site plans for previous phasing information that should be included and expand upon this for the current phase(s)/submission (see below). The Phase IVA site plan (SDP2007-85) has the most current version of the phasing plan. Utilize the existing phasing numbering system set up with the previous phases of the overall project. g) Expand upon the phasing information for the phases included in this site plan. Each phase of this site plan should be specified, listed, and graphically represented including labels and linework. The timing of these phases should also be specified in a phasing summary (for the whole white gable project) as mentioned above. Clear delineation of which phase each of the proposed improvements fall into is required. h) Revise the title to include the overall project phasing numbers. Utilize the phasing numbers started with the previous submissions. i) Revise the Site Plan Amendment number to be SDP2020-77 in the title. j) Provide all of the Site Plan Amendment numbers (SDP2003-34, SDP2004-96, SDP2005-74 & 2007-85) below the zoning area of the data on the coversheet. Although the correct plan is listed as what this site plan is amending, this site plan still builds upon the other approved site plan as well. k) There is an existing sidewalk to the south of Pavilion V that is not shown on the site plan. Ensure this improvement is shown. l) Revise the Land Area data and the Paved Parking and Circulation area value to match or clarify why they do not match. "Parking and Travelways" should be the same as "Paved Parking and Circulation Area". m) Revise the labels on the adjoining lots to include the zoning district. n) The parcel information for the adjoining parcel to the west is no longer accurate. Revise this information for the new parcels, the new TMPs, the new owners and the new uses. 6. 132.5.2(b), 32.5.2(n) & 32.6.2(1)] Information regarding the proposed uses; Existing and proposed improvements; Recreational Facilities. Address the following: a) Revise the recreation portion of the General Notes to provide information on the recreational facilities for the whole White Gable Development. Utilize the wording of the past approval(s) and specify that it was proposed as part of Phase I of the development. b) Provide any existing documentation on the deferral of the installation of the reflecting pond in Phase 1 of the development. c) After addressing the Fire Rescue comment on drive aisle width ensure that the recreational area in the middle of the loop road still meets the minimum requirements. d) Revise the Land Area information in the General Notes to include the "Common Open Space" area. 7. [32.5.2(h)] Floodplain and related information. Provide the FEMA floodmap information in the note on the cover sheet. 8. [32.5.2(i)] Streets, easements and tavelways. Revise the site plan to include the existing street names, route numbers, Right of Way widths and, if the travelway revised, also include the centerline radii and pavement widths. 9. [32.5.20), (k) & (1)]] Existing sewer and drainagefacilities; Private & public easements; Existing and proposed utilities. Address the following: a) Any required proposed easements must be part of a plat submitted to the County for review (separate application, fee and submission), approved, and recorded prior to the approval of the major amendment to the Site plan. b) For water and sewer work directly with ACSA. All proposed drainage and stormwater management easements will be reviewed by the County. 10. [32.5.2(n)] Existing and proposed improvements. Revise the "Building Heights:" part of the General Notes to: a) Revise the Maximum Height allowed to be 65 FT as specified in the previous site plans. b) Revise that area of the notes to include the maximum number of stories allowed for each of the proposed buildings. See the SP comment above for more detail. 11. [4.17, 32.5.2(n) & 32.6.2(k)] Outdoor lighting. In reference to the photometric plan address the following: a) Address the ARB comments on the Photometric plan. b) Revise the Luminaire Schedule to include a maintenance factor (LLF) value of 1.0 for all fixtures and ensure that the table is updated accordingly. c) Provide the quantity for each of the luminaries. The quantity column has no values entered. d) The Lumens specified in the chart for luminaire "D" does not match those shown in the specifications sheet. Ensure the information is correct and consistent. e) Specification sheets are shown for a "H" luminaire. However, it does not appear to be shown either in the Luminaire Schedule or the layout. Revise both to include all luminaires. Ensure "H" meets all ordinances. From the specification sheets it appears that it is over 3,000 Initial Lumens and therefore must be full -cut-off and this luminaire does not appear to be a full -cut-off design. f) Ensure the color temperature for the lamps for all luminaires is 3,000 or less. Two of the luminaires specify 4,200. 12. [32.5.2(p) & 32.7.91 Landscape Plan; Landscaping and Screening. Address the following in reference to the landscape plan: a) Ensure all trees to be preserved have tree protection fencing protecting them. There are two existing evergreens screening trees behind Pavilion VI that are not protected by fencing. b) The conservation checklist must be signed by the owner prior to major site plan amendment approval. c) Include in the existing conditions, grading and landscape sheets tree protection fencing around all existing trees that are to remain. d) See the SP conditions comments for additional landscape requirements. 13. [32.7.9.9(1)] Maintaining trees if site not under single awnership. Submit for review an instrument assuring the perpetual maintenance of the required landscaping. The instrument must be approved by the County and recorded prior to approval of the major amendment. If two or more different HOA's will be responsible for the maintenance of the landscaping then provide the instrument for each ensuring that they meet the minimum maintenance requirements. 14. [Comment] The fee paid for the Special Exception request that was withdrawn will be refunded. 15. [Comment] See the attached comments from the other SRC reviewers. All SRC reviewer comments must be fully addressed prior to final site plan approval. Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The Code is kept up to date by the County Attorney's office. The Code may be found on the County Attorney's website which may be found under "Departments" at Albemarle.org. In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to submit a revised final site plan to address all of the requirements within six (6) months after the date of this letter the application shall be deemed to have been voluntarily withdrawn by the developer. The following comments will need to be addressed before approval: 1. WPO Plan (WPO202000055) must be approved before site plan can be approved. 2. It appears the proposed retaining wall goes through managed slopes, therefore it must follow county code 18-30.7.5 - Design standards, which includes a maximum height of 6 ft. 3. Signed and sealed engineering plans for the retaining wall will be necessary before final site plan approval. 4. Please show all proposed easements, such as SWM facility easements. 5. Ensure all trees are at least 5ft. from storm drains. Shrubs are ok. 6. Please label and provide a detail for the curbing on the proposed drive aisles. If there is no curbing, please label the edge of pavement. 7. Please note that parking areas shall not exceed 5% grade in any direction. It is unclear on the grading sheet. 8. Travelway between Pay. II & IV should be a minimum 201 wide. 9. Ensure all parking spaces are delineated and labeled. Lines and labels appear to be missing NW of Pay. II. 10. Is there a proposed dumpster location? How tall will the structures be? Greater than 30' in height will require a 26' travel way on one contiguous side o building. 2. Show the fire department connection for each building. Each FDC must be within 100 feet of a hydrant. 3. Only one hydrant is shown. Hydrant spacing and FDC requirements will necessitate more than one hydrant. 4. A Knox Box will be required for each structure. A note can be added indicating the requirement - the location c can be coordinated with the fire marshal's office. 5. It appears the travel way in front of the structures is 15'. This must be a minimum of 20' unobstructed travel wii 26' depending on the building height. 6. Please provide the ISO needed fire flow for each structure. 7. The Board unanimously approved the request, pending staff administrative approval of the following conditions: 1. Consider adding detail to the south elevation of Pavilion VI to make it more consistent with the south elevation of Pavilion V. 2. Add the standard mechanical equipment note to the plan. "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." 3. Revise the lighting plan to note that the maintenance factor used to calculate the photometrics is 1.0 and revise photometrics if necessary. 4. Indicate on the lighting plan that the height of the post fixtures will match the height of existing post fixtures. 5. Add the standard lighting note to the plan. "Each outdoor Iuminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff Iuminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle." 6. Coordinate the H light fixture cut sheets with the lighting plan and schedule. 7. Show tree protection fencing on the grading and E&S plans. 8. Provide a perspective view from Rt. 250 clarifying the visibility of Pavilion VI. Please provide: 1. One set of revised drawings addressing each of these conditions. Include updated revision dates on each drawing. 2. A memo including detailed responses indicating how each condition has been satisfied. If changes other than those requested have been made, identify those changes in the memo also. Highlighting the changes in the drawing with "clouding" or by other means will facilitate review and approval. 3. The attached 'Revised Application Submittal' form. This form must be returned with your revisions to ensure proper tracking and distribution. When staffs review of this information indicates that all conditions of approval have been met, a Certificate of Appropriateness may be issued.
