Modification to the recreational facilities requirement for
all residential uses related to ZMA 2016-0019
REASONS AND JUSTIFICATIONS BEHIND THE REQUEST
On behalf of Dickerson Ridge, LLC (the "Applicant") we respectfully request a Special Exception
to the Albemarle County Zoning Ordinance requirement for specific recreational amenities
described in Section 4.16. Willow Glen Phase 2 intends to provide amenity and recreational
facilities appropriate to multi -family dwelling residents. Within the development there are
expected to approximately 308 multi -family units. These units breakdown to (74) 1-bedroom,
(156) 2-bedroom and (78) 3-bedroom.
Minimum recreational facilities are outlined under Section 4.16.2.1-2. Extrapolating these
requirements with the number of proposed units equate to (3) Yz basketball courts and 14,000
s.f. over seven (7) tot lots.
The Applicant believes these minimum requirements aren't entirely compatible to what the
residents in this type of development want. Using empirical data from other similar apartment
projects, the Applicant has found residents are happier and content with alternatives such as a
pool, fitness/business center, outdoor grilling stations, walking trails and dog amenity programs
in addition to at least one playground.
These suggested activities would be located among the areas referenced as amenity spaces on
Sheet Z4, titled, Application Plan within our Rezoning Amendment Application. On both Sheet
Z5 & Z8 (titled Concept Plan and Open Space and Amenity Plan respectively) we have
illustrated more clearly where each of these activities could exist; quantified the areas and
shown their relationship with the trail network being proposed. Together, these programs will
offer an active and fulfilling lifestyle for the residents. So not to neglect the Phase 1 families, all
these facilities would be made available to them freely or through a membership (i.e. pool and
fitness center).
