In addition, the community has requested a floodway be established within the study reach with this application. Per 44 CFR 72.5 this application is fee exempt as the proposed map changes are solely meant to improve upon that shown on the current effective flood map. It should be noted a manmade crossing exists within the reach studied and is included in the supplied model and maps. This manmade crossing is an existing bridge structure for Old Lynchburg Road which was constructed some time before 1994. See Appendix 1.1 for an annotated Flood Insurance Rate Map (F1RM) ofthe study area along unnamed tributary to Biscuit Run is shown on FEMA map panel #51003C0407D (effective date of February 2005) with a Zone A (approximate)floodplain. This study documents the study of both hydrologic and hydraulic conditions for the unnamed Tributary to Biscuit Run extending from just downstream of Ambrose Commons Drive to Biscuit Run in Albemarle County, Virginia. The 100-year (1% annual chance) & 500-year (02% annual chance) floodplains have been established. The riverine model also includes analysis of the 10- and 50-yr design storms. This flood study was completed to determine Base Flood Elevations (BFEs) along the unnamed Tributary to Biscuit Run and establish a floodway. See Appendix 12 for a floodplain warkmap showing the inundation limits, floodway and cross sections, as compared to the effective Zone A for both the 100- and 500-yr events. 2.0 Hydrologic Study Summary Frequency discharges for the 10-, 50-, 100-yeaz and 500-year storm events along the study reaches were determined. For this study, hydrology was developed using USGS Rural Regression Equations USGS Report 2011-5144 as described in the VDOT Drainage Manual. Regional regression equations are a commonly accepted method for estimating peak flows at ungauged sites or sites with insufficient historical data. lt is recommended that the regression equations be used for drainage areas greater than one square mile and where stream gauge data is unavailable. Regression equations have been developed for each of the five physiographic regions found in Virginia. For this study, the Blue Ridge equations were utilized, see Appendix 2. Drainage areas developed for this flood study were delineated based on 1-ft topography generated from a composite Digital Terrain Model (DTM), see Appendix 1.3. The DTM was developed using LiDAR taken from the VG1N server(dated 2014) and survey data provided by Roudabush Gale Associates (April 2020). All suroey data is in the vertical datum of NAVD 88 to match with the vertical datum of the current effective Albemade F1RM's and Flood Insurance Study. A one-dimensional, steady flow hydraulic analysis was developed the study reach using the U.S. Army Corps of Engineers' River Analysis System (HEC-RAS v.5.0.7). 3.1 Corrected Effective Model The Corrected Effective model has been developed to determine the water surface elevations and resulting floodplain for the study reach based on the existing topography, existing bridge geometry, and the hydrological analysis using USGS Rural Regression Equation methodology. Comprehensive HEGRAS model outputs are provided in Appendix 3. Floodplain cross sections were established along the study reach to accurately characterize the riverine corridor. Additional sections were established around the Old Lynchburg Rd stream crossing. Cross section geometry used in the models is based on a composite DTM built from a field survey (2017) within the study area and LiDAR data (2014)taken from VGIN for all other areas. A topographic field suroey was performed by Roudabush Gale Associates to collect accurate geometry data for the Lynchburg Rd bridge crossing. Additional field survey at the Old Lynchburg Rd. stream crossing was provided by Roudabush, Gale & Associates (dated April 2020). Key modeling parameters (low chord, rail elevation, abutment locations, etc), were determined based on the provided data and was entered into each HEGRAS model using the Bridge/Culvert Data Editor. lneffective flow areas on the upstream and downstream faces of the bridge were determined based on HEGRAS guidance. Expansion and contraction coefFcients were modified as appropriate on the bounding sections ofthe bridge. The bridge modeling approach selected in HEC-RAS is as follows: • Low Flow Methods: Energy & Momentum, using the Highest Energy Answer • High Flow Method: Pressure and/or Weir The Manning's n roughness coefficients for the floodplain overbanks and channel were determined based on land cover conditions at each cross section. Aerial photography streamed from ArcGIS and field pictures ofthe stream were used to inform the Manning's n-value determination. The following n values were assigned to the HEC- RAS cross sections for the existing conditions: 0.08-0.1 for forested areas within the floodplain, 0.05-0.06 for grassy/vegetated areas within the floodplain, 0.03-0.055 for residential areas, and 0.02-0.05 for the main channel. Peak flows from the USGS Rural Regression Equations (see Section 2.0 ofthis report) were inputted into the Steady Flow Data editor for the 10-, 50-, 100-, and 500-yr design storm events. Flow change locations in the hydraulic model correspond with locations of POAs, see Appendix 12. The normal depth option was selected for the reach boundary condition and the slope ofthe downstream channel was entered. A floodway has been included in the model and maps per request by Albemarle County as part of their Community Acknowledgement review and signature process. The floodway has been established along the entire reach of this study and ties into the effective floodway of Biscuit Run at the downstream confluence. Encroachments were created using method 4 with equal conveyance and variable target increases to yield a floodway model generating BFE increases less than one foot. The method 4 encroachments were then imported to method 1 to capture their station values in the model. Table 2 provides a side by side comparison of the 100-yr floodplain and floodway base flood elevations to demonstrate no encroachment created more than one foot of increase. 3 Table 2. There are areas of increase and decrease in SFHA along the reach, See the Workmap located in Appendix 12. 4.0 Conclusions The findings of this hydraulic analysis have been made on the basis of best available data including the provided survey data and field inspections made by qualified personnel. The prepared hydraulic models supporting this flood study were reviewed within CheckRAS to provide increased confidence in the model inputa The 100-yr floodplain elevations and boundaries reflected in this report have been determined in accordance with standard hydraulic modeling techniques. As such, this study accurately and reasonably represents the Flood Hazard Areas along the studied reach of the unnamed tributary to Biscuit Run far the modeled storm events. The floodplain elevations reflected in this repart were determined in accordance with standard hydrologic and hydraulic modeling techniques.
