The applicant provided field -certified topographic data, which is more accurate than County GIS data. The engineering analysis of the request follows: Description of critical slope area and proposed disturbance: The critical slopes proposed to be impacted were created during the construction of Interstate 64 and the construction of an access road through the parcel. The land cover is currently wooded, except for the existing access road. The applicant proposes critical slope impacts for an access road to the proposed tower. Areas Acres Total parcel 1.10 acres (47,916 sf) Project 3,900 sf 8.1%of parcel area Critical slopes in project 340 sf 8.7% of project area Critical slopes disturbed in project 340 sf 8.7% of project area 0.7% of parcel area Exemptions to critical slopes waivers for driveways, roads and utilities without reasonable alternative locations: The proposed disturbance is not exempt as defined in Section 4.2.6. Compliance with Zoning Ordinance 18-4.2: "movement of soil and rock" The existing slope is stabilized. Proper slope grading, control of drainage, ESC measures, and vegetative stabilization will minimize movement of soil. "excessive stormwater runoff' The proposed land cover (gravel) is semi -pervious and will allow stormwater to infiltrate so no additional post -development runoff is expected. "siltation" The disturbed area is below the County land disturbance threshold for permitting but the applicant stated ESC measures will be used throughout construction. Permanent stabilization and maintenance will ensure long term stability. "loss of aesthetic resource" This area will be screened from view by the existing trees. "septic effluent" There are no septic systems proposed with this unmanned facility. Based on the review above, there are no engineering concerns which prohibit the disturbance of the critical slopes as proposed. file_ SE202000006 Scrubs Critical Slope Waiver Revinc Letter 12-14-20 doc
