The County of Albemarle Planning Division will grant or recommend approval of the plat referenced above once
the following comments have been addressed: [Each comment is preceded by the applicable reference, which is
to the Subdivision/Zoning Ordinances unless otherwise specified.]
[General Comment] According to Albemarle County GIS, there is a parcel identified as TMP 56A1-01-
30A that is located between TMPs 56A1-01-26 and 56A1-05-A. The trail easement appears to overlap with
where the property boundaries of TMP 56A1-01-30A are shown in GIS. Based on the recorded instruments
in DB 5240 page 775 and DB 5264 page 297, this parcel still exists. Please provide documentation that
TMP 56A1-01-30A no longer exists. Otherwise, please address the following:
a. [14-302 (A)(1)] State the TMP number in the plat title.
b. [14-302 (A)(5)] Please update the deed of dedication for the public trail easements so that all
necessary references to TMP 56A1-01-30A are included.
c. [14-302 (A)(11)] State the instrument that created TMP 56A1-01-30A as a note on Sheet Vl.
d. [14-302 (A)(15)] State the owner name and address of TMP 56A1-01-30A.
e. [14-303 (A)] Add a statement of consent to division for TMP 56A1-01-30A.
f. [14-303 (C)] Show the boundary lines of TMP 56A1-01-30A with bearings in degrees, minutes,
and seconds. Curvilinear data shall include radius, central angle, arc length, and tangent distance.
All dimensions shall conform to the standards set forth in the Subdivision Ordinance.
g. [14-303 (D)] State the acreage of TMP 56A1-01-30A.
h. [14-303 (E)] Provide the dimensions for the proposed public trail easement on TMP 56A1-01-
30A.
i. [14-303 (0)] Provide a signature panel for TMP 56A1-01-30A.
2. [14-302 (A)(4), 14-302 (A)(5), and 14-303 (L)] Please show all existing easements and state their recorded
instrument number across each property affected by this plat. State the easement type, width, and whether
the easement is public or private.
a. Currently, there are easements shown on Sheet V2 that are labeled as "not yet recorded." If this
plat is approved prior to those easements being recorded, please remove those easements and their
labels.
3. [14-302 (A)(14)] Please state the acreage of all new public easements on each TMP as a note on Sheet VI.
4. [14-302 (A)(15] Please state the names and addresses of each owner of record and holders of any easements
affecting the property.
5. [14-302 (13)(1)] Please add a date of last revision.
6. [14-302 (B)(5)] Please revise Note 5 on Sheet VI so that it states the primary zoning district, overlay zoning
districts, special use permits, and Zoning Map Amendments that apply to each parcel.
a. 055CO-03-00-000AI is zoned R6 Residential. Portions of the property lie within the Preserved
Steep Slopes Overlay District. Property is subject to the conditions of SP201900002.
b. 055CO-03-00-000AO is zoned R6 Residential. Portions of the property lie within the FH Flood
Hazard Overlay District, and the Managed and Preserved Steep Slopes Overlay District.
c. 05600-00-00-00700 is zoned R6 Residential. Portions of the property lie within the Managed
Steep Slopes Overlay District.
d. 056A1-01-00-02600 is zoned R6 Residential. Portions of the property lie within the FH Flood
Hazard Overlay District.
e. 056A1-05-00-000AO is zoned R6 Residential. Portions of the property lie within the FH Flood
Hazard Overlay District.
f 056A1-01-00-030A0 is zoned R6 Residential. Portions of the property lie within the FH Flood
Hazard Overlay District. Property is subject to the conditions of SP201900002.
[14-302 (B)(8)] Please remove note 6 from Sheet V I. Setbacks do not need to be stated on easement plats.
8. [14-303 (E)] Please provide all linear, angular, and curvilinear dimensions for the public easements on each
lot. Measurements shall conform to the requirements set forth in 18 VAC 10-20- 370(C), a copy of which
shall be on file in the department of community development. Curvilinear data shall include radius, central
angle, arc length, and tangent distances and may be shown either directly on the corresponding boundary or
surveyed line or in table form.
9. [14-303 (1)] Please identify a definite bearing and distance tie between not less than two (2) permanent
monuments on the exterior boundary of each property and further tie to existing street intersection where
possible and reasonably convenient.
10. [14-303 (L)] Please identify the location and dimensions of each public utility, drainage and sight distance
easement outside of a street right-of-way; for each existing easement, include a note stating the deed book
and page number.

ACPR reviewed the easement plat with Stanley Martin on Monday, Feb 1 and provided initial review comments (below).
Additionally, two exhibits (showing requested revisions / additions to the proposed easement areas) were prepared in
accordance with that discussion with the applicant, and were provided directly to the applicant via email on 2/5.
1. Please revise the proposed greenway easement downstream from the new vehicular stream crossing, to be extended south
through the former Hunt property, to encompass the WPO stream buffer area (shown in pink on County GIS-Web), and to
flare out to the west near Jarman's Gap Road to ensure a direct connection to the existing fencegate and existing sidewalk on
Jarman's Gap Road.
2. Please revise the proposed "29 trail easement" upstream from the new vehicular stream crossing, to be a "greenway
easement," and to be widened so as to have frontage along Powells Creek (in all instances/sections where Powells Creek is
located on the subject property), and to be widened slightly in the other direction (away from the creek) in certain segments to
ensure adequate width for greenway maintenance, trail construction, long-term trail maintenance, etc.

Hello Jeremy and Gregg,
Thanks for meeting with me on Monday. That was a good conversation and I feel like we developed a really good
solution that will work well for Crozet and also be doable on your end.
I've attached two exhibits which are my attempts to graphically portray what we talked about in detail on Monday,
in terms of:
■ Revising to include a wider greenway easement area (with creek frontage in all possible sections)
upstream from the road crossing [note: this area is shown on exhibit 1 as a green area/polygon]; and
■ Revising to include a greenway easement area to the south, over portions of the former Hunt property
which are within the WPO stream buffer (with a flare -out near Jarman's Gap Road, to connect with the
existing curb cut and gate in your fence) [note: this area is shown on exhibit 2 with a green outline, so as to
show the underlying WPO buffer area more easily].
I'm also pasting in my notes from our meeting (below), which are more or less the same as the actual review
comments in CV. (Because of the timing of the review comment deadline, I'm putting P&R's review status as
"Requested Changes" and identifying the original review comments that we successfully hashed out during
Monday's meeting — even though we know there's already a general agreement about how to resolve them
through some plat revisions.)
Meeting Notes — 2/112021 (re: first submittal of SUB202100003)
1. Proposed greenway easement downstream from the new vehicular stream crossing will be revised to be extended
south through the former Hunt property, to encompass the WPO stream buffer area (shown in pink on County GIS-
Web), and to flare out to the west near Jarman's Gap Road to ensure a direct connection to the
existing fencegate and existing sidewalk on Jarman's Gap Road.
2. Proposed "20' trail easement" upstream from the new vehicular stream crossing will be revised to be a "greenway
easement" with frontage along Powells Creek (in all instances/sections where Powells Creek is located on the
subject property), and to be widened slightly in certain segments to ensure adequate width for greenway
maintenance, trail construction, long-term trail maintenance, etc.
3. Deed of easement for SUB202100003 will include an additional conveyance (by reference) of the existing, recorded
20' wide trail easement ROW that was previously platted and conveyed (either by The Vue or by West Glen?). This
existing 20' trail easement begins on the east side of Powells Creek near The Vue, and then crosses to the west side
of Powells Creek (in the vicinity of the new vehicular stream crossing), and then continues upstream / north.
I hope this is all clear, no surprises, and sounds good on your end. If not, we can do another call soon to discuss.
But otherwise, I'll keep an eye out for a revised plat — happy to do a quick informal look prior to resubmittal, if you
think that would be beneficial.
