Please find our responses to the comments below in bold lettering. Albemarle County Planning Services — Planner — Andy Reitelbach: 1. [32.5.2(a)] General Information. a. Include the application number for this project on the cover sheet, which is S D P2020-00058. The application number has been included on Sheet C0.0. Comment addressed. b. Revise the title of the plan to state that it is a "Major Amendment," instead of a final site plan. The title of the plan has been revised on Sheet C0.0. Comment addressed. c. On the cover sheet, provide the SDP number for the site plan that this plan is proposing to amend. Most of the historic plans on County View do not have supporting documentation to help determine this. The best assumption that can be made is reference to which has been added to the cover sheet. If there is a different number that should be referenced is it possible to provide that information to us? Comment addressed. d. The Health Department and the ARB signature lines can be removed from the signature panel on the cover sheet. Signature lines have been removed as requested on Sheet C0.0. Comment addressed. e. Include the zoning overlay districts that are applicable to this plan on the cover sheet: Steep Slopes — Managed. Zoning overlays have been added to Sheet C0.0. ENGINEERING I DESIGN I TECHNOLOGY Comment addressed. f. Indicate on the cover sheet that a WPO stream buffer is located on the property and will be managed in accordance with the Albemarle County Water Protection Ordinance. A note has been added as requested on Sheet C0.0. Comment addressed. 2. [32.5.2(b)] Information regarding the proposed use. a. Include the proposed enclosed vestibule under the building height and square footage tables on the cover sheet. The proposed enclosed vestibule has been added to Sheet C0.0 as requested. Comment addressed. b. Label the mechanical addition on the site layout sheets. (I didn't see it; if it already is labelled, please point it out to me.) The mechanical addition has been removed from the project scope. Comment addressed. c. Include a summary of all proposed additions and uses on the cover sheet, including the basketball court, playground area, portable classroom, etc., including height and square footage of those features, as applicable, so that staff can have a full understanding of all the proposed additions to the site. A breakdown of the proposed additions and renovations is provided on Sheet C0.0. Comment addressed. d. Include all proposed parking spaces (including bus and overflow/special event) in the parking schedule on the cover sheet, broken out by each type so that staff can analyze the full amount of parking being provided. (See also comment #3 below for additional comments on parking.) All parking spaces have been broken out on Sheet C0.0. Comment addressed. e. Provide on the cover sheet the maximum amount of impervious cover on the site. The total 2.79 Acres of impervious area within the project extents has been reported on the cover sheet. Comment addressed. 3. [4.12.6] Provide a parking study for the Zoning Administrator that includes justification and calculations for the number of parking spaces proposed with this project, so that the required number of parking spaces can be determined by staff. A parking study in support of the proposed parking on site will be sent to the Zoning Administrator following the resubmission of this plan for concurrent review. In addition, on the cover sheet, include all proposed parking spaces, including the special event spaces and the bus parking spaces, although they can be broken out by type for easier analysis. All parking spaces have been broken out on Sheet C0.0. Submission of parking study has been received and forwarded to the Zoning division for review. The determination of the Zoning division regarding the number of parking spaces required will be provided to applicant upon receipt by Planning staff. Acknowledged. 4. [32.5.2(c)] Provide phase lines on the plan. It appears that there will be at least two phases, since the basketball court improvements will not occur until after the portable classroom has been removed. Provide a summary of the proposed timing of this phasing. The phasing plans from the Architectural plan set have been included for reference as sheets A004 and A005 at the end of the plan set. Comment addressed. 5. [32.5.2(d)] Topography. a. Remove note #1 (about critical slopes) on the cover sheet and instead indicate that the site includes managed steep slopes. Since this site is in the development areas, there are no critical slopes. Notes have been revised as requested on Sheet C0.0. Comment addressed. 6. [32.5.2(k)] Proposed sewer and drainage facilities. a. It appears that new ACSA easements are proposed for this project. An easement plat will need to be submitted, reviewed, and recorded prior to the approval of this site plan. No new ACSA easements are proposed with this project. There are only vertical adjustments proposed to the existing infrastructure within the existing easement. The new fire hydrant along Crozet Ave is within the right of way. Any reference to new ACSA easements that there may have been on the plans have been removed. Comment addressed. b. Are there any other new easements that are proposed with this project? If so, those easements should also be included on the easement plat for review and recordation. There are no new easements with this project. There are no changes to the existing ACSA easements and no new infrastructure requiring new ACSA easements. The property is county owned and as such does not need any maintenance or access type easements. Comment addressed. 7. [32.5.2(m)] Ingress and egress. a. Show the distance to the centerline of the nearest existing street intersection from the proposed ingresses and egresses. The distance to the centerline of the nearest existing street intersections have been shown from all proposed ingresses and egresses on Sheet C4.0. Comment addressed. 8. [32.5.2(n)] Existing and proposed improvements. a. Provide the square footage and height of the proposed enclosed vestibule. The square footage and heights have been provided and/or updated on Sheet C0.0. Comment addressed. b. Provide the square footage and height of the portable classroom. The portable classroom is no longer proposed with this project. Comment addressed. c. A sidewalk should be provided along the frontage of the parcel, parallel to Crozet Avenue. Per email dated 11/8/2020 from Andy Reitelbach, this comment has been withdrawn. Sidewalk no longer needs to be provided along the frontage of Crozet Avenue. However, it appears that the crosswalk from the western side of Crozet Avenue toward the school does not align with the location of the ramp that leads into the sidewalk that is provided for access to the parking lot and school. The ramp and crosswalk need to be more well aligned. Per email dated 2/1/2021 from Andy Reitelbach, a label identifying existing ramp to remain is sufficient to address this comment. This label has been added to Sheet C4.0. d. Identify the location of all outdoor lighting. (See also comment #9 below for additional comments on lighting). All outdoor lighting locations have been shown on sheets C4.0 and C4.1. Comment addressed. e. Why is the new sidewalk proposed adjacent to the new parking area in the southwest portion of the site (between Crozet Ave. and the school building) a different material than the rest of the sidewalk? It should all be concrete. The sidewalk material was stone dust to be less impactful on the tree roots however we have revisited and agree it should be concrete as it is the primary access route from the road. The sidewalk material is now proposed to be concrete. Comment addressed. f. Ramps should be provided at the two crosswalks on the north and south sides of the fire lane at the front fagade of the building, similar to how ramps are provided for the center crosswalk. It appears there are only existing ramps on the building side, and not on the parking lot side of those crosswalks. Existing ramps are located on both the building and parking lot sides. Labels have been updated on Sheet C4.0. Comment addressed. g. Indicate on the layout plan the line where the movement addition and the classroom addition are to be separated, so that staff can have a better understanding of the specific area of each. The additions are no longer separate. The square footage and building height statistics on Sheet C0.0 have been updated to reflect this. Comment addressed. h. What does the thick dashed line on the east side of the new courtyard represent? This line represents a trench drain; see Sheet C5.0 for additional information on the proposed drainage. Comment addressed. i. Provide more information on the courtyard. Is it stepped, or are the areas of exposed aggregate just separating portions of the concrete? See sheet L3.2 for a detail plan of the courtyard. The exposed aggregate are accent paving bands. Comment addressed. j. What is the 8-ft. dashed line between the ADA ramp and the landscaping retaining walls on the south side of the courtyard (perpendicular to the gate and fence)? This line also represents a trench drain; see Sheet C5.0 for additional information on the proposed drainage. Comment addressed. k. How tall is the proposed canopy adjacent to the bus lane and parking? The canopy adjacent to the bus lane and parking is no longer proposed with this project. Comment addressed. Provide the width of the concrete path going from the enclosed vestibule to the playground area. The width has been labeled on Sheet C4.1. Comment addressed. m. Provide the width of the concrete sidewalk and ramp going from the vestibule to the playground area. The width has been labeled on Sheet C4.1. Comment addressed. n. Provide more information on the play features and equipment that is proposed. See sheet L3.1 for more information on the proposed play features and equipment. Comment addressed. o. What is the thick solid line that is depicted diagonally across the asphalt path in the lower right-hand corner of Sheet C4.1? This line represented a culvert which has since been removed from the plan. See Sheet C5.0/C5.1 for additional information on the proposed drainage. The storm sewer has been adjusted slightly for more cover and to get the end section (structure 204) on the downstream side of the path to eliminate the need for the culvert. Structure 204 discharges into a swale to the basin/retention area of the existing level spreader. Comment addressed. p. Label the setback line on Sheet C4.2, so that staff can ensure the side setbacks are being met for the proposed portable classroom. The portable classroom is no longer being proposed with this project. Comment addressed. q. Provide the smallest width for the curvilinear parking spaces. They must be at least nine feet wide at their narrowest. The smallest width has been labeled on Sheet C4.0. Comment addressed. r. Accessible ramps should be provided on either end of the sidewalk located between the central parking area and the building. Existing ramps are located on both the building and parking lot sides of the drive aisle. Labels have been updated on Sheet C4.0. Comment addressed. 9. [4.17] Is outdoor lighting proposed with this project? It appears as if it may be. If outdoor lighting is proposed, provide a lighting plan that complies with the requirements of 18-4.17. A lighting plan has been included at the end of the plan set on sheet ES100. Cut sheets for the proposed light fixtures, including their type, design, and lumens, are required as a part of the lighting plan. In addition, the Light Loss Factor (LLF) for the lighting must be calculated from a factor of 1.0. Review 18-4.17 for more information and details on what is required as a part of the lighting plan. Provide a legend so that staff can analyze the lights shown on the lighting plan with the correct cut sheets and other information. Revised lighting plans have been provided, including cut sheets and other requested information. See Sheets ES100 — ES302. 10. [4.12.13; 4.12.19] The dumpster pad area needs to be shifted slightly so as not to impede the loading space. In addition, the concrete of the dumpster pad must extend at least eight (8) feet in front of the dumpsters. This concrete pad cannot interfere with or impede the required area for the loading space. The loading and dumpster areas have been revised and shifted slightly for a better layout of both. There is now a clear and unencumbered access to the dumpster for the trash vehicle even when the loading space is occupied. The entire loading space and dumpster area is heavy duty concrete and extents to the edge of travel way of the bus loop road which is greater than 8 feet in front of the dumpster enclosure. What are the two 4' dimensions identified adjacent to the proposed dumpsters? What are they supposed to be measure? These dimensions identify typical bollard spacing behind the proposed dumpsters. Comment addressed. 11. [4.12.19] Provide more information on the proposed screening and enclosure materials of the dumpster pad area. A detail has been added to sheet C1.3 for the dumpster enclosure. Comment addressed. 12. [32.5.1(c)] Show all existing utility easements on the drawings. Include a label or call out for each easement stating whether the easement is public or private, the owner of record and the recorded instrument number. All existing easements have been shown and labeled on Sheets C2.0/C2.1. Comment addressed. 13. [32.5.2(k)] Label all existing and proposed sewer and drainage easements by type and include a size/width measurement. For existing easements, state the deed book and page of the recorded instrument. All existing easements are labeled with recordation information. No new easements are proposed with this plan. See sheets C2.0/C2.1 Comment addressed. 14. [32.5.2(I)] Label all existing and proposed utility easements by type and include a size/width measurement. For existing easements, state the deed book and page of the recorded instrument. All existing easements are labeled with recordation information. No new easements are proposed with this plan. See sheets C2.0/C2.1 Comment addressed. 15. [32.7.9.41 Provide a conservation checklist for the trees and vegetation that are proposed to be preserved for this project. A copy of this signed checklist needs to be included on one of the landscaping plan sheets. Conservation checklist is provided on sheet L2.0 Comment addressed. 16. [32.7.9.5] Revise the street tree landscaping requirements. Street trees are required for the entire frontage (745 feet) — entrances cannot be subtracted from the total. Provide any additional trees that are needed based on the calculations. Street tree requirements and proposed plantings have been revised accordingly. See sheet L1.0. Comment addressed. 17. [32.7.9.5] Shrubs also need to be planted to screen the proposed curvilinear parking spaces. Additional shrubs have been added to screen the proposed curvilinear parking. See sheet 1-1.0. Comment addressed. 18. [32.7.9.6] Ensure the total area of paved parking area also includes the bus lane and special event parking. These areas have been included in our calculation. Comment addressed. 19. [32.7.9.61 Identify on the landscaping plan where the parking lot landscaping is being provided. Vegetation between the parking area and the building cannot be included in this calculation. See sheet 1-1.0 for inset map showing parking lot landscape areas. Comment addressed. 20. [32.7.9.7] The dumpster pads and loading area need to be screened on the east side (north of the building addition) and across the bus lane, screening the adjacent rural areas property. Additional evergreen trees have been included to screen the adjacent property to the north of the site. See sheet 1-1.0. Comment addressed. 21. [32.7.9.7] Provide additional screening along the north side of the bus lane, going toward the west to where it narrows to 24 feet, as the bus parking appears to extend that far. Additional evergreen trees have been included to screen the north side of the bus lane. See sheet 1-1.0. Comment addressed. 22. [32.7.9.8] Provide more information on where these canopy areas are located, including where the proposed 20,650 sq. ft. is coming from. Depending on the tree species used, the canopy could be different. The required amount of tree canopy is proposing to use a significant amount of existing tree canopy. Provide a conservation checklist in accordance with 32.7.9.4(b)2 in order to satisfy this requirement. Also, identify those trees and landscaped areas proposed to be preserved in order to meet this requirement. Canopy square footage is shown for the existing wooded areas and existing trees to remain on sheet 1-1.0. Comment addressed. ARB Albemarle County Architectural Review Board — Margaret Maliszewski Comments dated 10-25-2020 (No objections at this time; please see the comment below: 1. This parcel does not fall within the Entrance Corridor overlay. Acknowledged. Albemarle County Engineering Services —John Anderson — Requested Changes; See attached memo. Albemarle County Information Services — Brian Becker — No Objections at this time. Albemarle County Building Inspections — Michael Dellinger - Comments dated 01-15-2020: 1. Sheet C-1 General Notes: 27. Wrong code information, provide current code reference. Code information has been updated as requested on Sheet C1.0. 2. Replace Albemarle County Engineering General Construction Notes #11 with the following: Add the following note to the general notes page: Accessible parking spaces, access aisles, and accessible route shall be installed in accordance with ICC ANSI A117.1- 09 and the 2015 Virginia Construction Code. Note #11 has been replace as requested on Sheet C1.0. No objections at this time. Albemarle County Department of Fire -Rescue — Shawn Maddox — Comments dated 01-15-2021: 1. Thank you for addressing the previous comments. The fire flow provided is for the sprinkler system design. Please provide the ISO needed fire flow for the structure based on the size of the structure when the addition is completed. ISO needed fire flow for the structure has been provided on Sheet C1.0. 2. Provide a fire hydrant within 100' of the FDC that does not obstruct travel flow when in use. There is an existing fire hydrant within 100' of the FDC that does not obstruct travel flow. See Sheet C4.0. The existing hydrant is north of the existing building and east of the kitchen addition. 3. Provide the ISO needed fire flow calculation for the building. Needed fire flow and calculation from the project MEP (CMTA) is provided on sheet C1.0 along with the available fire flow. 4. Provide the available fire flow at the site. The available fire flow has been provided on Sheet C1.0. 5. If there is not a Knox Box on the existing structure please ensure one is added. A note is provided on Sheets C4.0 and C4.1 requiring a knox box for the proposed building addition. Albemarle Countv Service Authoritv (ACSA) — Richard Nelson — Reauested Changes: see the comments below: 1. Relocate proposed playground equipment outside existing ACSA easement. Proposed playground equipment has been relocated outside of the ACSA easement and has been noted that equipment foundations shall be located outside of the easement area on sheet 1-3.1. 2. Is it possible for the loading space next to the kitchen addition to be asphalt? ACSA does not desire the existing water main to be under heavy duty concrete. This area needs to remain concrete, as it will be used for both the dumpster/trash collection, as well as loading for the school. Per Sec. 4.12.19 dumpster pads shall be concrete and extend beyond the front of the dumpster. Also it is worth noting in the vicinity of this area the water easement has become less encumbered with the removal of the underground fuel storage tank. 3. Sheet C4.0 — Proposed water utilities are not shown All water connections to the proposed building additions will be handled internally. No additional external water utilities are proposed. a. Confirm if a second water meter is needed. Would the second meter be serving the new addition exclusively? A second water meter is not proposed with this project. b. Provide existing and proposed fixture counts to determine water meter size. Total fixture counts have been included on the cover sheet under Utility Demands. c. Parking spots on top of the ACSA water main should be standard asphalt. Parking spots on top of the ACSA water main are proposed to be standard asphalt. See Sheet C4.0. d. The is a proposed curbstop on top of the ACSA watermain. Confirm the rod for the curbstop is not on top of the water main. A note has been added to this effect on Sheet C4.0. e. Callout saddle for sanitary sewer lateral 10_9 and 16_15. Remove proposed manholes. The manhole used to tie to existing has been labeled as a doghouse manhole. See Sheet C7.3. A manhole is preferred for maintenance access. f. Show existing water main going to the meter vaults on the side of the school. Existing water main has been sketched into plans based on ACSA GIS information and easement location. See Sheet C2.0. g. Any water service connection for the proposed trailer should be made on the domestic service. ACSA records indicate the primary meter is the most east vault. A trailer is no longer proposed with this project. 4. Sheet C4.1 —Confirm the geothermal well supply line is a closed system and does not discharge into the sewer. Confirmed the geothermal system is closed loop and will not discharge any wastewater into the sewer. There will be a sump pump in the manifold vault to remove any incidental water accumulation from the lid or surrounding soils which will be discharged to the storm sewer. a. Relocate proposed storm sewer manhole away from existing ACSA sewer. Structure 218 has been relocated outside of the easement. b. Provide layout of proposed playground equipment. See sheet L3.1 c. Provide detail of seat well. See sheet L4.0 S. Sheet 1-1.0 — Provide detail of meadow plantings and rain garden. Meadow plantings seed mix and species mix for the rain garden is provided on sheet L2.0. a. Ensure proposed trees have a minimum separation of 10 feet from the water main entering the site from Crozet Avenue. Proposed trees are located with a minimum 10' separation from the water main. VDOT—Adam Moore —Requested changes see attached memo. VDH —Alan Mazurowski — No objections at this time, see attached memo. We have included PDF copies of the plans and calculations for your review.
