December 311t, 2020. Responses are in bold italic text below each comment. Please
note: comments have been renumbered. Original numbers are in parentheses.
References to comment numbers refer to the new numbers unless otherwise noted.

General
1. (Original Comment #6) Record any offsite easements prior to the start of
construction.
Rev. 1: Acknowledged; please show these recorded easements on the existing
conditions sheet, C1.0.
An easement plat has been submitted and is currently under review. The plan
will be updated once the plat has been approved and recorded.
2. (7.) Rev. 1: Submit an easement plat for the SWM facilities & access easements.
These will need to be recorded prior to VSMP plan approval.
See response above.
3. (8.) Rev. 1: Record the SWM Maintenance Agreement prior to VSMP plan
approval. Please contact Ana Kilmer (akilmer@albemarle.org) about SWM
nutrient credit purchase and Maintenance Agreement.
Acknowledged. The maintenance agreement and nutrient credit purchase
coordination are underway.

4. (1.) Registration Statement
a. (d.) Rev. 1: Sec. IV.D. —The land disturbance is 2.59 Ac according to the
plan; Please correct.

This section of the registration statement has been revised to show the correct
disturbance area.
Pollution Prevention Plan
5. (1.) Show where any fueling/fuel storage, chemical storage locations are on the
PPP. Also, show locations where concentrated stormwater discharges (Ex.
Spillway from VDOT basin, X-7, X-2).
Rev. 1: Partially addressed. Please show all E&S controls on the PPP. You may
want to use a legend with symbols for some PPP items where the locations are
not currently known —that way the RLD can mark them up later in the SWPPP.
PPP should be separate from the WPO plan but part of the SWPPP.
All E&S controls are now shown on the SWPPP. The plan now shows both a PPP
legend and the E&S legend. See revised SWPPP sheet.
SWMP
6. (5.) Bioretention setbacks:
(c.) Rev. 1: Please confirm that wash water from the car wash will not
enter the bioretention area. (Sec. Hotspot Land Uses)
Confirmed. All wash water from the car wash building will be captured by floor
drains in the entrance and exit to the car wash and conveyed to the
reclamation tanks. No wash water will enter the bioretention filter.
(6.) C8.1—The landscape plan shows a hatched area for the bioretentions, but
does not indicate what plants or bio-seed mix is used there. -75% (min) plant
surface coverage needed within 2 years.
Rev. 1: I'm not able to find/locate what the hatched area has for plantings.
Sheet C8.1 has been revised to specify plantings for the hatched areas in the
bioretention. See specification at the top of the sheet.
8. (10.) Provide list of material and cost estimate for the LID system.
The applicant has obtained a cost estimate of the system from the contractor
who will be performing the work. It is attached as a separate document within
this submission package. The pricing for the underground stormwater system is
based on the latest plan set and can be seen on page 4 of the document
(system cost = $177,292).
9. (15.) Rev. 1: Increase SWM facility easement width of the LID system. You will
need a 10' width for equipment landing. You may have to move trees so that
they area out of the easement.
The easement has been widened by 10 feet to allow for an equipment landing
during the event that the system required excavation. See revised sheet C4.0.
