Response Letter
Dear Ms. Langille:
We have reviewed your comments from December 9, 2020 and made the necessary revisions.
Please find our responses to the comments below in bold lettering.
Albemarle Countv Plannine Services (Planner) — Cameron Langille (Required chanties orior to
initial site plan approval):
1. [32.4.2.1 (f)] County records show that the $435.00 required for mailed notices has not
been submitted. Prior to initial site plan approval, the $435.00 fee must be paid.
Payment must be received prior to Wednesday, December 23, 2020.
Payment has been submitted to the County as requested.
(Required changes prior to final site plan approval):
2. [4.2, 4.2.3, 4.2.5, 33.44] The current design relies on critical slope disturbance
throughout the site. Prior to final site plan approval, the Board of Supervisors shall act
on this special exception to permit the disturbance requested.
a. An Application for a Special Exception will need to be submitted during review of
or with the final site plan application. The Special Exception request will need to
identify how the request is consistent with at least one of the findings identified
in Section 4.2.5 (a)(3).
A Special Exception application will be submitted to the County for critical slopes
disturbance.
3. [32.5.2 (d) & 32.5.2 (r)] The existing conditions drawings contain a legend that contains
a symbology type used to identify areas of critical slopes. However, the symbology is not
used in all areas that contain critical slopes, per Albemarle County GIS. The existing
conditions, site layout, grading, and landscaping drawings will all need to identify areas
of critical slopes using symbology and callouts/labels prior to final site plan approval.
Symbology has been corrected to reflect areas of critical slopes on all sheets.
ENGINEERING I DESIGN I TECHNOLOGY
4. [32.5.2(e)] Landscape features. Identify the types and sizes of the existing landscape
features as described in Section 32.7.9.4(c).
Existing landscape features have been identified on Sheet 1-1.0.
5. [32.5.2(e)] Landscape features. On all plan view sheets provide labels identifying
whether the existing wooded areas are composed of evergreen, deciduous or a mix of
types of trees.
Existing wooded areas have been identified on Sheet 1-1.0.
6. [32.5.2(f)] Please indicate whether the site is located within the watershed of a public
water supply reservoir.
Watershed has been listed on Sheet C0.0.
7. [32.5.2(i)] Please state the width of Lambs Lane.
The width of Lambs Lane has been labeled at various points. See Sheets C2.1— C2.2.
8. [32.5.2(m)] Ingress and egress. Show the distance to the centerline of the nearest
existing street intersection from the propped ingress and egress.
The distance to centerline has been measured and shown on Sheet C4.0.
9. [32.5.2(I)] Depict, label, and dimension all utility easements.
Utilities have been located based on survey. No utility easements have been identified on the
subject portion of the property.
10. [32.5.2(k)] Please show all proposed water, sewer, drainage, and stormwater easements
on the final site plan and state the easement type and width.
All proposed easements have been shown on Sheets C4.1— C4.2 and C5.0 — C5.1.
a. Prior to final site plan approval, an Easement Plat Application must be
submitted, reviewed and recorded. Once recorded, the final site plan will need
to be updated so that all new easement labels indicate the recorded instrument
number of the plat (deed book and page).
Acknowledged. An easement plat will be provided with a future submission.
11. [32.5.2(I)] Provide the location and width of any existing or proposed utilities and utility
easements including telephone, cable, electric and gas. Indicate the deed book and page
reference for all exiting utility easements located on the property.
Existing utilities have been located and shown on all applicable sheets; no existing easements
have been located on the subject portion of the property. Proposed easements and utilities
have been shown on Sheets C4.1— C4.2 and C5.0 — C5.1.
12. [32.5.2(j)] Provide the deed book and page references for all existing water, sewer,
wastewater or storm drainage systems easements that are located on the property.
No existing easements have been located on the subject portion of the property.
13. [32.5.2(n)] Indicate the surface materials of the following improvements:
a. Outdoor courts.
Outdoor courts will be asphalt. See Sheets C4.1— C4.2.
b. Outdoor fields.
The outdoor field will be grass; this has been labeled on Sheet C4.1 as well as L3.1.
14. [32.5.2(n)] Provide a construction detail for the proposed dumpster enclosure. The
detail needs to be plan and profile view and indicate the types and dimensions of all
construction materials used for the enclosure.
A detail has been provided on Sheet C3.1.
15. [32.5.2(n) and 4.12.19] Please show dimensions for the dumpster pad. Please be aware
that dumpster pads must be concrete, and the pad must extend a minimum of 8'
beyond the front of the dumpster.
The proposed dumpster pad has been sized as required and dimensioned on Sheet C4.2.
16. [32.5.2(n)] Please label the proposed drop off aisle along Lambs Lane.
The drop-off has been labeled on Sheet C4.2.
17. [32.6] The final site plan will need to demonstrate compliance with all applicable
requirements of Section 32.6 prior to approval.
Acknowledged.
18. [32.5.2(p), 32.7.2.1] The proposed entrances shall be designed and constructed as
required by the standards of the Virginia Department of Transportation. VDOT approval
of the proposed entrances to the site shall be required prior to final site plan approval.
Acknowledged.
19. [32.5.2(n)] Any proposed outdoor lighting must be shown on the site plan. A
photometric plan and lighting cut sheets must be provided with the final site plan.
Proposed lighting must comply with requirements of Sections 32.7.8 & Section 4.17 of
the Zoning Ordinance. In addition to meeting all lighting requirements a standard
lighting note will be required.
An outdoor lighting plan has been provided with this submission. See Sheets ES3.0 — ES1.3.
20. [32.7.9] Please provide a landscaping plan that complies with all requirements of
Section 32.7.9 on the final site plan. This includes the following:
a. [32.7.9.4 (c)] Existing landscape features as described in this Code section.
b. [32.7.9.5] Street trees 50 feet on center along Lambs Lane.
c. [32.7.9.5] Shrubs along Lambs Lane in front of the parking area next to the
proposed building.
d. [32.7.9.6] Minimum 5%of overall parking area landscaping, including one tree
per every 10 parking spaces proposed. Please provide a calculation on the
landscaping plan identifying the percentage and sq. ft. of required and proposed
parking area landscaping.
e. [32.7.9.8] Minimum 10%total landscaping canopy for the site area. Site area is
calculated as described in Section 32.7.9.8 (c). Please provide a calculation the
landscaping plan identifying the percentage and sq. ft. of required and proposed
canopy area.
f. All proposed landscaping must be species identified on the Albemarle County
Approved Plants List.
g. Canopy areas for specific tree and shrub species can be obtained from the Plant
Canopy Calculations table.
A landscape plan meeting County Ordinance requirements has been provided. See Sheets
1-1.0 — 1-3.0.
Albemarle County Architectural Review (ARB) — Margaret Maliszewski:
1. This building isn't expected to be visible from the EC, so ARB review/comment is not
needed.

Albemarle County Building Inspections— Betty Slough:
1. Add the following note to the general notes page:
a. Retaining walls greater than 3 feet in height require a separate building permit.
Walls exceeding 4 feet in height require a stamped engineered design also. Walls
require inspections as outlined in the USBC.
This note is located on Sheet C3.0 (note #34 under the General Notes heading).
2. Add the following note to the general notes page:
a. Accessible parking spaces, access isles, and accessible route shall be installed in
accordance with ICC ANSI A117.1-09 and the 2015 Virginia Construction Code.

a. All water lines, sewer lines, and fire lines from the main to the structure located

Albemarle Countv of Fire Rescue — Shawn Maddox:
1. A knox box will be required. Please place a note indicating this requirement on the plan.
The location can be coordinated with the fire marshal's office.
A note regarding the knox box requirement is located on Sheets C4.1— C4.2.
2. Please provide the ISO needed fire flow for the structure.
Per the MEP, the fire flow demand for the structure is 350 GPM.
3. Please provide a recent ACSA available fire flow test.
A fire flow test has been provided on Sheet C3.0.
Albemarle County Service Authority— Richard Nelson:
1. Submit 3 copies of the utility plan to ACSA for review and approval.
3 copies of the plan will be sent to ACSA with this submission.
2. Provide fixture counts to determine meter size.
Fixture counts are not yet final, but a preliminary list has been included with this submission.
3. Confirm if the original Boys and Girls Club proposed near this site is being relocated to
this site.
Yes, the original facility is to be relocated to this site.
4. Confirm the existing private pump station has adequate capacity.
The existing pump station is to be relocated and upgraded to serve the proposed building.
Plans for these changes have been provided on Sheets C8.0 — C8.1.

Dear Mr. Anderson:
We have reviewed your comments from December 10, 2020 and made the necessary revisions.
Please find our responses to the comments below in bold lettering.
1. VSMP-WPO plan must be approved prior to FSP approval. WP0202000051 is under
review.
Acknowledged.
2. C5.0, C5.1: Label underground detention systems in plan/profile view, to correlate or
distinguish systems from one another.
Underground detention systems have been labeled on Sheets C5.0—05.1.
3. C7.0:
a. Str. 106, 15" basin / vertical structure is proposed with 24" DIA upstream /
downstream pipes. Confirm this riser / pipe diameter combination works.
Per comment 3b, this comment is no longer relevant.
b. Comment 3.a. irrelevant, since: Ensure all structures (pipes, inlets, grates, risers,
MHs) within public drainage easement/s conform with VDOT R&B standards.
VDOT Std. for Nyloplast dome grates / risers may not exist, though HDPE pipe is
permissible. Replace Nyloplast risers with VDOT Std. MH wherever they exist
within public drainage easement, i.e., receive runoff from a public road or are
located downstream of a SWIM facility (detention, for example, Str. 106, for
example).
Structures within the public drainage easement have been replaced to meet VDOT
standards. See plan on Sheets C5.0 — C5.1 and profiles on Sheets C7.0 — C7.1.
c. Nyloplast (in -line v. terminal) risers may represent near -term savings, but for
storm conveyance requiring up to 24" DIA pipe-up/downstream of Nyloplast
risers, Std. VDOT MH structures with VDOT Std. grates appear a more cost -

balanced approach, in the long term. Nyloplast risers are likely less durable for
systems with pipe diameter in the 18"-24" DIA range. Also, it is important to
provide storm conveyance system access via MH lid / frame, w/ steps.
Per response to 3b above, structures within the public drainage easement have been
replaced to meet VDOT standards. In doing so, the larger -diameter Nyloplast
structures have been removed.
d. Provide and label %" steel plate in MH floors if vertical interval (INV IN/OUT) >4'
(Str. 106, for example). Ref. VDOT Drainage Manual, pg. 9-38.
Storm pipes have been modified due to layout and grading changes; however, this
label has been provided as requested where vertical interval is larger than 4'. See
Sheet C7.0.
4. C7.0, C7.1: Please label SWM detention systems to distinguish one from the other.
SWM detention systems are labeled on Sheets C7.0 — C7.1.
5. CO.O: Include reference to VSMP / WPO202000051.
Reference has been added to Sheet CO.0.
6. CO.0 Recommend include ref. to SDP202000069.
Reference has been added to Sheet CO.0.
7. C4.1: Recommend a low -profile wall (1.5'-2' ht.) between 5' walk and 24' w drive aisle
adjacent to grass seating area. Spectators may occupy walk, at times, as non -
pedestrians. Patrons / guests may congregate / stand on the walk to watch events.
Immediate proximity of passing cars with no separation, and of vehicles reversing from
spaces, and an uncertain mix of young drivers -youthful spectators/club patrons (often
distracted) at this location, gives pause. Recommend provide a barrier.
Sidewalk width has been increased to 6 feet in order to provide more walking space and
separation from the drive aisle.
8. C4.2: Engineering expresses reservation with crosswalk proposed at an angle since
detectable surfaces may misdirect visually -impaired pedestrians to a curb, or parking
space rather than to a CG-12 receiving ramp.
The crosswalk location has been modified so that it is no longer angled and is safer for
crossing pedestrians.
9. C4.2, C5.1: Revise CG-2 to CG-6 where runoff concentrates against curb; for example,
drop-off lane that connects with Lambs Lane in front of the building.
CG-6 has been added where runoff concentrates. See Sheets C4.1— C4.2 and C5.0 — C5.1.
10. C5.0: With WPO, provide additional details for discharge from pipe 301. Ultimate
discharge from this portion of site is unclear. Also, revise storm pipe profile, C7.1, at this
location to clarify whether pipe 301 discharges above or below grade. Any existing
storm system element/s relied upon for this development must be evaluated for fitness
and capacity to limits of analysis, including, at a minimum, visual check on integrity and
condition of any existing pipes. Image below appears to indicate inverts inaccessible.
Pipe 301 discharges below grade, tying into the existing manhole structure. The profile has
been updated to remove end section label and clarify intent at this location. Additionally, a
label has been added requiring contractor to field verify condition and invert of structure prior
to construction.
11. C5.0: With WPO, provide overview (large-scale inset) to show graphically how this
portion of the site discharges to slopes below Ivy Creek School Main Building. Evaluate
these sections of existing storm conveyance for integrity and fitness.
This portion of the site is tying into the existing manhole, as shown on Sheet C5.0.
Downstream pipes have been evaluated, and calculations are provided within the design
calculations, provided with the WPO submission.
12. C5.1:
a. Ensure parking conforms with an available option listed at ACDSM, p. 17 (i.e.,
may require bumper blocks).
A 6'-wide sidewalk is provided adjacent to parking. This has been labeled on Sheets
C4.1— C4.2. Therefore, bumper blocks are not required.
b. With WPO plan, evaluate potential for erosion along channel formed by existing -
proposed contours; ensure velocity is non -erodible. Provide typ. Channel section
at blue line location, below.
Channel sections and ditch calculations have been provided on Sheet C5.0 for all
proposed drainage ditches.
c. Revise angle of entry of pipe 215 into Str. 204, since angle is acute. Change in
direction in flow through a MH structure should be >90-deg to limit potential for
obstruction.
The storm pipe layout has been revised; no acute angles are proposed. See Sheets
C5.0 — C5.1.
d. Handrails are required for tiered retaining walls (C5.0, C5.1) for safety, and to
discourage trespass.
Tiered retaining walls are no longer proposed with this project. However, handrail has
been provided with retaining walls where required to provide visual and physical
barrier. See Sheets C5.0—05.1.
e. Recommend handrail at building exterior, NW corner of narrow main level west
wing. At this location, an esplanade abuts a steep graded slope that falls to
tiered retaining walls.
Handrail has been provided where suggested. See Sheet C5.1.
f. Reference and incorporate grading standards at 18-4.3.3 into design; please
especially note requirements at 18-4.3.3.B.1, concerning rounding off. [Eff.
7/15/20].
County grading standards have been incorporated into design.
g. Ensure runoff from inclined paved access to 4 wooden sheds does not enter
proposed dumpster enclosure, but instead reaches Str. 208.
The proposed dumpster enclosure has been relocated per owner recommendations.
This comment is no longer applicable.
h. Resolve inlet Str. 206-sidewalk conflict.
Conflict has been resolved. See Sheet C4.2.
i. Additional FSP review comment possible.

Response Letter
Dear Mr. Moore:
We have reviewed your comments from December 1, 2020 and made the necessary revisions.
Please find our responses to the comments below in bold lettering.
1. Sheet C4.1: Three out of the four radii on the two proposed entrances are smaller than
recommended by Table 4-3 of Appendix F of the Roadway Design Manual. I recommend
you evaluate the ability of the design vehicle to effectively navigate these corners.
Entrance radii have been evaluated. Because this lot will be used to serve the proposed field,
we are only anticipating passenger vehicles. No conflicts have been identified with the
entrance radii as shown.
2. Sheet C4.2: The radii of the proposed north entrance to the proposed main building
parking lot are smaller than recommended by Table 4-3 of Appendix F of the Roadway
Design Manual. I recommend you evaluate the ability of the design vehicle to effectively
navigate these corners.
Entrance radii have been evaluated and widened where necessary. See Sheet C4.2.
3. Sheet C4.2: Recommend Lambs Ln be milled and overlaid to the centerline at least from
the intersection with Lambs Ln/Mary Carr Greer Elementary School entrance to the far
edge of the southwest proposed entrance to the proposed drop-off/pick-up area in
order to eliminate the longitudinal joint in pavement that will result from the
construction of the drop-off/pick-up area.
Mill and overlay has been shown to the centerline as recommended. See Sheet C4.2.
ENGINEERING I DESIGN I TECHNOLOGY
4. Sheet C4.2: The proposed north entrance to the proposed main building parking lot is
very close to the intersection between Lambs Ln and Lambs Ln/Mary Carr Greer
Elementary School entrance. I recommend you evaluate this for potential conflicts
between vehicles exiting the parking lot and vehicles already using the road.
Conflicts have been evaluated. Due to site constraints, we believe the current site layout
represents the best option for vehicles utilizing the site.
