The following are responses to the items in your letter: Final Site Plan Comments Planning 1. The side setback note has been revised to 5', see the cover sheet. 2. The sidewalk shall be in the public ROW along all streets. The ROW shall be bumped out at Pen Park Lane in front of Lots 13-20 to create a widened planting strip that will save the existing mature trees, see note sheet 2. 3. The entire Phase IV boundary with open space areas are provided on sheet 2. The open spaces are labeled and the square footages are provided and summed. 4. The notes throughout the site plan stating no open space provided are removed. 5. The site area is now updated to include a future boundary line adjustment to provide 4.5 acre total site area. 6. Lots 13-20 have been shifted to avoid the easement conflict on Lot 20. 7. See below: a. The owners for the adjacent parcels are now provided on the cover. b. The present use, and zoning districts of adjacent parcels are now provided on a new existing conditions plan, sheet 2A. c. An existing sheet/demolition plan that shows existing conditions without the proposed lots for the site plan is now provided on sheet 2A. d. The ingress/egress roadway distance to the nearest existing intersection is now provided on sheet 3. 8. The applicant acknowledges this comment. 9. See below: a. All easements are now labeled. b. The easements shown on the plan now match the final plat. The sight distance easements are now shown. The full dimensions of the private sanitary lateral easement are now shown. The full dimensions of the drainage easements are now shown, see sheet 3 Site and Utility Plan. 10. See below: a. All easements are now shown on the landscaping plan. b. A signed conservation checklist is now provided as required. 11. See below: a. The existing street trees (3) to be preserved are now correctly labeled. b. The existing trees meet the 32.7.9.5 street tree requirements. c. The existing caliper and species of the trees to be saved are now included in the tree canopy table. 12. The applicant shall submit a final easement plat, road plan, and VSMP for this set. Engineering 1. The VSMP plan will be submitted prior to FSP approval. 2. The applicant acknowledges this requirement. 3. The applicant acknowledges this requirement. 4. The seals are now signed and dated. 5. A waiver is provided with this resubmittal for the dead-end alley. 6. Sheets 3 & 4 a. A 25' radius is now provided for the cul-de-sac fillet. b. The curbing shown at driveway aprons is now removed. c. The entrance aprons are now provided for the alleyway lots. d. The curb and entrance apron types are provided for the alleyways. e. A street sign is called out for Ellison Alley (now Ellie Alley). f. Roof drains are now provided and tied into proposed storm structures. g. Drainage easements are now provided over the alleyway storm pipes. h. The sight distance easement is now shown for Lots 4 & 20. i. The drainage structure, type, pipe diameter, length, slope and material are provided in the drainage summary table. VDOT 1. The mill and overlay areas are now provided in accordance with WP-2 on the Site Plan, sheet 4. The WP-2 detail has been added to the Notes and Details, sheet 8. 2. The MOT plan is now included in the set. 3. The landscaping plants within the sight distance triangle note is now provided on the Landscaping Plan sheet 16. 4. The pipes have been modified to reduce velocities below 10 fps. 5. The parking bump -outs have been added at the intersections for the on -street parking. 6. The intersection of Lochlyn Hill Drive and Sutherland Street is now a 4-way stop. 7. Acknowledged. ACSA General 1. Water data sheet is provided. Only laterals are proposed for the sanitary sewer, so there is no applicable data for the sewer data sheet. 2. An original PE stamp and signature are now provided. 3. The projected sewer flows and anticipated construction start and final buildout timing is now provided. 4. The applicant acknowledges this requirement. Sheet 5 1. The existing water meter for the parcel adjacent to Lot 22 is now shown and indicated to remain. 2. The existing water services shall be abandoned where noted and sewer services to the property shall all be abandoned. 3. The 2" ACSA waterline is called out to be abandoned on the Existing Conditions plan. 4. The existing 6" sewer main behind Lots 9-12 is now replaced with an 8" line. 5. The proposed storm sewer structure is now shifted from the 6" sewer between Lots 10 and 11. 6. The proposed meters are shifted to the road side of the sidewalk. 7. The hydrant in front of Lot 8 has been shifted to the comer of Evans Alley. A BOA is placed near the old location, with space from the storm structure. 8. The water main is now reduced to 4" after the hydrant. 9. The 10" ACSA water main has been correctly located on the plans with updated survey. The line is no longer located under the proposed sidewalk along Pen Park Lane. 10. The city ownership of sewer below EX MH28A is now called out. Sheet 10 1. The Pen Park Lane road profile now clarifies the ACSA and RWSA ownership of the waterlines. A new sanitary sewer profile is provided for the upgrade of the 6" TCP line and is included on sheet 12. The ACSA and City ownership are called out. RWSA 1. The applicant acknowledges this comment. 2. Sheet 4: a. The gate valve on the 18" DI waterline is now included. The cover over the gate valve is maintained and the roadway is now in fill over the RWSA waterline. b. The proposed grading for Pen Park Lane has been raised to provide cover over the 18" RWSA waterline. Inspections 1. - Fire/Rescue 1. Per email confirmation from Shawn Maddox, a note is added to the plan requiring that all homes are addressed on the public roads they front, not the alleys. See note number six, on sheet 4. E911 1. The proposed road names are revised with this plan. Ellison Alley is now Ellie Alley. Evans Alley is now Evanson Alley. 2. The alleys have been renamed. 3. The new proposed road names do not duplicate existing or reserved road names within the County or City. 4. The proposed alley names were checked in the database. 5. Acknowledged. Road Plan Comments Planning 1. The sidewalk and planting strip shall be within the proposed ROW dedication. The notes indicating the ROW width have been corrected. 2. The proposed public ROW now extends across the proposed alleys. 3. The applicant acknowledges this comment. 4. All utilities and easements are now shown on the landscaping plan and tree conflicts have been revised. 5. The signed conservation checklist is now provided. 6. Three street trees shall be preserved, the tree save references have been updated. The existing trees are now shown to scale. 7. The street tree count is now provided on the landscaping plan and includes the existing trees to be preserved. The types of trees are provided. 8. The label is removed. 9. Additional street trees are now provided in an easement within Lot 9 along Sutherland Street. Engineering 1. The seal is signed and dated. 2. A waiver request is submitted for the dead end alley. 3. A 25' radius is provided on the cul-de-sac curb return. 4. Sheet 4/5 a. The curbing shown at driveway aprons is now removed. b. The entrance aprons are now provided for the alleyway lots. c. The curb and entrance apron types are provided for the alleyways. d. A street sign is called out for Ellison Alley (now Ellie Alley). e. The townhome roof drains now connect to the yard drain system and tie into a proposed storm structure. f The driveway lengths are now labeled. g. The SDL for Sutherland Street and the Pen Park Lane intersection is provided with an easement. h. The SDR at Evans Alley/Lochlyn Hill Drive intersection is 220' because the intersection is now a four-way stop per VDOT comment. i. The pipes are now provided flow arrows. j. A drainage easement is now provided for each pipe outside of the public ROW. 5. The approach grade has been revised for the alley intersection and the Lochlyn Hill Drive/Evanson Alley intersection. 6. A 6" VDOT 2 1 A stone base is provided under the CG-6 in the detail. 7. The drainage area to STR 240 has been revised. 8. The HGL is provided in the profiles. 9. The trees along Lochlyn Hill Drive and Pen Park Lane that conflict with proposed drainage and easements have been shifted. 10.
