We have reviewed the above referenced plans and have the following comments:
Engineering (Emily Cox)
1. WPO202000053 Plan must be approved before road plan can be approved.
2. See attached letter dated 2/9/21 from Megan Nedostup. This plan cannot be approved until that
issue is resolved.
3. Will there be guardrail or protection on the northern end of Litchford Road or McComb St? There
is a steep 2:1 slope adjacent to the sidewalk.
4. Ensure all required no parking and speed limit signs are shown.
5. Ensure all slopes steeper than 3:1 have landscaping that can withstand steep slopes.
6. Street trees should be at least 5 ft from storm pipes and structures.
7. Ensure all proposed easements are properly shown and labeled (public storm drain, private storm
drain, SWM, wall maintenance, etc.) Some are shown and labeled, but not all. For example,
structure 38.
8. The proposed alley should have bollards at the end. Is the proposed alley intended to be a public
road when Phase III is completed?
9. Please show sight distance lines for the emergency access road.
10. What was the design speed used for the emergency access road. K value of 2.5 appears to exceed
the minimum.
11. Please specify that the concrete for the sidewalk is 4" concrete of 3000psi at 28 days, or stronger.
12. Ensure spread calculations meet VDOT requirements.

width are marked no parking on both sides with appropriate signage to allow for enforcement.

Critical Issues:
1. McComb Street is continuous with Cling Lane. In situations such as this, the road names
need to change at an intersection. Changing the road name from McComb St to Cling Ln at
Dunnagan Dr would put the change in the middle of a row of townhomes, therefore the change
should take place at Lexi Lane. Please update the plan to show McComb St. south of Lexi Lane
and Cling Lane north of Lexi Lane.
2. The site plan lists "Connector Road", which is not an acceptable road name. Rambling
Brook Ln was requested via email, please label this road with the approved road name. It would
appear from the provided site plan that Rambling Brook Ln is more in alignment with the
"Existing Alston St" then Alston St. This office suggests that Alston St. end at the roundabout
and that what is currently listed as "Connector Rd", "Existing Alston St" and "Proposed Alston
St" all be assigned the same road name of Rambling Brook Ln.
3. While it does not appear that the "Proposed Alley" will have any residences addressed off
of it in Phase II, it does appear that it will in Phase III. Please submit a road name for approval
for the" Proposed Alley".
Comments:
Please update the site plan to show the split between McComb St and Cling Ln at the intersection
with Dunnagan Dr. Please considering extending Rambling Brook Ln to include what is
currently listed as "Existing Alston St" and "Proposed Alston St". Finally, the "Proposed Alley"
will require a road name for addressing in Phase III. While not required for Phase II, providing a
road name for approval now will allow us to put your preferred road name on the Albemarle
County Reserved Road Name list.

RE: Pleasant Green Phase 2 Plans of Development
Mr. Swink,
Pursuant to Virginia State Code § 10.1-606.3, the Department of Conservation and Recreation (DCR) has
made the determination that Phase 2 will change the spillway design flood standards of the impounding
structure, see attached email correspondence.
Pursuant to the same section of the Virginia State Code, "If the Department determines that the plan of
development would change the spillway design flood standards of the impounding structure, the locality
shall not permit development as defined in §15.2-2201 or redevelopment in the dam break inundation
zone unless the developer or subdivider agrees to alter the plan of development so that it does not alter
the spillway design flood standard required of the impounding structure or he contributes payment to the
necessary upgrades to the affected impounding structure pursuant to § 15.2-2243.1 ...."
Therefore, the County cannot approve the following applications until this matter is resolved in
accordance with Virginia State Code § 15.2-2243.1.
1. WP0202000053 Pleasant Green Phase II —VSMP
2. SUB202000226 Pleasant Green Phase II —Road Plans
3. SUB201900058 Pleasant Green Connector Road Plan
Optional alternatives:
• Request that DCR reconsider its determination — DCR would need to determine not whether existing
development has changed the spillway design flood standards of the impounding structure, but
whether the pending plan of development would change the spillway design flood standards of the
impounding structure (Virginia Code § 15.2-2243.1(A)).
• Alter the plan of development so that it does not alter the spillway design flood standard required of
the impounding structure (Virginia Code § 10.1-606.3(A)) — DCR would again make any determination
of any altered plan(s) of development.

Required procedures if/when the above alternatives are exhausted:
1. Submit an engineering study to DCR to provide a contract -ready cost estimate for conducting the
upgrades to the impounding structure (Virginia Code § 15.2-2243.1(A)).
2. Contribute 50 percent of the contract -ready costs for necessary upgrades to the impounding structure
attributable to the development, together with administrative fees (Virginia Code § 15.2-2243.1(B)) --
Those amounts would be payable to Dam Safety, Flood Prevention and Protection Assistance Fund
held by the Virginia Resources Authority (County Code § 14-441(A) and § 18-32.8.6(a)).
Please note that the Virginia State Code outlines the order in which the study and payment occur. The
code states the following: "Following the completion of the engineering studies in accordance with
subsection A, and prior to any development within the dam break inundation zone, a locality shall require
that a developer or subdivider of land pay 50 percent of the contract -ready costs for necessary upgrades
to an impounding structure attributable to the development or subdivision, together with administrative
fees not to exceed one percent of the total amount of payment required or $1,000, whichever is less."

See the email chain below for the determination by DCR pursuant to State Code § 10.1-606.3 on Phase 2
of Pleasant Green. Under that same section, once DCR makes that determination, the County cannot
permit development in the DBIZ unless certain conditions are met. That section also outlines options for
the developer going forward. Here is the relevant excerpt:
If the Department determines that the plan of development would change the spillway design
flood standards of the impounding structure, the locality shall not permit development as
defined in § 15.2-2201 or redevelopment in the dam break inundation zone unless the
developer or subdivider agrees to alter the plan of development so that it does not alter the
spillway design flood standard required of the impounding structure or he contributes
payment to the necessary upgrades to the affected impounding structure pursuant to § 152-
2243.1.

Absent a new study demonstrating impacts of structures that now exist, the impact of fill on the
existing maps, and the proposed development, DCR cannot make any other determination. DCR
has recommended the locality obtain a new study to assess all risks related to this impounding
structure and to update the required emergency action plan to include all structures in the dam
break inundation zone.

The County of Albemarle Planning Division will grant or recommend approval of the Road Plan referenced above once the
following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the
Subdivision/Zoning Ordinances unless otherwise specified.]
1. [32.7.9.5(d)] Street Trees. Throughout the plan there are many street trees that appear to be planted over the
proposed drainage pipes. This is not advisable based on best practices nor does it meet landscape note #2, which
lists that there is a 5' minimum separation of plantings and drainpipes. There are conflicts between street trees and
drainage pipes along Alston Street, Dunnagan Drive, Mccomb Street, Litchford Road, and Lexi Lane. The
drainpipes shall either be relocated to make way for the trees. Or the trees shall be shifted to avoid these pipes.

Dear Ms. Gleason:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced Pleasant Green Phase II- Road Plans, as submitted by
Collins Engineering dated December 11, 2020 and find the following:
1) Sight lines location of eye do not appear to be per RDM F-40 Intersection Sight Distance
detail and table 2-5 and RDM B(1)19 Sight Distance. Eye location will be a minimum 14.5
feet from the edge of travel lane.
2) Landscaping plants and trees adjacent to the sight distance triangle will need to be
maintained in area between 2 and 7 feet above ground as a clear zone to preserve sight lines
and accommodate pedestrians.
3) Please show bump -outs for parking per AASHTO Green Book 2011 — 4.20 On -Street
Parking. McComb Street section detail shows on -street parking.
4) McComb Street center line does not appear to be depicted as shown in the Street section
detail.
5) CG-12 do not appear to be depicted correctly on the plan views. Truncated domes will need
to be per CG-12 details as shown in Section 200 of the road and bridge Standards. The
Detectable warning surface will begin at the back of curb line and extend a minimum 2' in
the direction of pedestrian travel.
6) Marked crosswalks do not appear to be warranted and should be removed.
7) Please note the waterline blow -off and valve at the Alston Street Cul-de-sac will not be
placed within the curb and gutter and should be placed behind the CG sufficiently to prevent
inclusion. Also, it's not shown in profile view across cul-de-sac.
8) Please show mill and overlay on plans in accordance with WP-2. Show limits of mill and
overlay to adjacent travel lane. Also, please add the WP-2 detail to the plans.

9) Please verify 10 year spreads for inlets and Curb & Gutter meet the requirements of VDOT
Drainage Manual.
A couple inlets spread appears to be over half the travelway and may need to be adjusted to
less than half the travelway per Drainage Manual Ch. 9.3.1— Design Frequency and Spread.
10) Please include a note stating that VDOT will only maintain within drainage easements to the
extent necessary to protect the roadway from flooding or damage.
11) Please provide a comment response letter with each submission after the initial.
A VDOT Land Use Permit will be required prior to any work within the right of way. The
owner/developer must contact the Charlottesville Residency land Use Section at (434) 422-9399
for information pertaining to this process.
