RE: SUB202000174 Woolen Mills Light Industrial Easement Plat
Dear Cameron Langille,
Below are responses to the letter addressed February 5, 2020.
Planning
1. [14-302 (A)(3)] Please state the deed book and page number for the recorded instrument that
created the rights -of -way for Franklin Street and Broadway Street in the street labels across all
applicable drawings.
a. State the widths of each road in their labels across all applicable drawings. Rev. 1:
Comment addressed.
b. Revise the label for Broadway Street. Per recorded plat in DB 4893, pages 401-405,
Broadway Street is a 56' wide public access easement, not a private ROW. Show the
limits of the easement across all applicable drawings. See attached email correspondence
with VDOT staff for reference. Rev. 1: Comment not fully addressed. Please show the
limits of the public access easement for Broadway Street on all applicable sheets. See
Engineering comment #8.

2. [14-302 (A)(4),14302 (A)(5), and 14-303 (L)] Please show all existing easements and state their
recorded instrument number. State the easement type, width, and whether the easement is public
or private. Rev. 1: Comment not fully addressed. Labels for existing easements do not state
recorded instrument numbers on Sheet 2, please revise.

3. [14-302 (A)(11)] Please revise the "Recorded Deeds" note on Sheet 1 so that it states "Recorded
Instruments". Rev. 1: Comment not addressed. The Recorded Instruments note has been
removed from Sheet 1, please add this back.

a. Please revise the instrument state in the property labels. The plat states that the most
recent recorded instrument is DB 4796 page 325. However, the most recent instrument is
DB 5256 page 213 according to Albemarle County GIS. Rev. 1: Comment addressed.
4. [14-302 (A)(14)] Please state the acreage of all new public easements. Rev. 1: Comment
addressed.
5. [14-302 (A)(15)] Please state the names and addresses of each owner of record and holders of any
easements affecting the property. Rev. 1: Comment not addressed. Applicant comment
response letter states that this information was added to the Recorded Instruments table.
However, that table was removed from the plat (see comment #3 above). Please add the
table back and include this information.

6. [14-302 (B)(1)] Please add a date of last revision. Rev. 1: Comment stands.

8. [14-303 (E)] Please provide all linear, angular, and curvilinear dimensions of lots, streets, alleys,
public easements and provide easements and shard driveways shall conform to the requirements
set forth in 18 VAC 10-20- 370(C), a copy of which shall be on file in the department of
community development. Curvilinear data shall include radius, central angle, arc length, and
tangent distances and may be shown either directly on the corresponding boundary or surveyed
line or in table form. Rev. 1: Comment not fully addressed. All linear, angular, and
curvilinear dimensions of the parcel boundaries have been removed, but these were shown
on the first plat. Please add this information across all applicable drawings.

9. [14-305 (H)] Please identify and label the location and material of all permanent reference

10. [14-303 (I)] Please identify a definite bearing and distance tie between not less than (2)
permanent monuments on the exterior boundary of the property and further tie to existing street
intersection where possible and reasonably convenient. Rev. 1: Comment addressed.
11. [14-303 (L)] Please identify the location and dimensions of each public utility, drainage and sight
distance easement outside of a street right-of-way; for each existing easement, include a note
stating the deed book and page number. Rev. 1: Comment addressed.

1. Provide the line length & bearing information. Acknowledged.
2. Sheet P3:
a. Please clarify — Is this an existing (provide deed reference) or proposed (label as new and
use similar hatching) easement? Addressed.
b. Provide tie-in to property comer for the new easement. Addressed. Hatching fixed, ties
to property corner.

3. Sheet P5:
a. Provide line length and bearing information. Addressed.
4. Sheet P7: Provide SF, acreage of forest and open space (F/OS) easement areas to be vacated.

5. The vacation of F/OS easement will require an amendment to WPO201600072 — with the current
amendment [WPO#4 under review]. The WPO amendment will need to be approved prior to
SUB202000174 approval. Comment still valid.
6. Deed vacating drainage easements and F/OS easements will need to be submitted and reviewed
prior to SUB202000174 approval. Comment still valid.
7. SWM deed of dedication & easement will need to be reviewed/approved prior to SLTB202000174
approval. Comment still valid.
8. Sheet P6: Show the 56' ROW line. SWM facility easement should not be in the public
easement/ROW.
