[General Comment] This plat was submitted as four (4) separate plat documents that have since been combined into one PDF that will be recorded as a single plat. Staff corresponded with the applicant directly via email on 11/20/2020 and the applicant agreed to this. The combined plat PDF is attached to this letter for reference purposes. Please make the following revisions: a. [14-302 (A)(1)] Please provide a cover sheet with a revised plat title stating that this is an easement plat creating (easement types) on Tax Map Parcels (insert TMP numbers). Rev. 1: Comment addressed. b. [14-302 (A)(2)] On the cover sheet, please provide a vicinity map at a scale of one (1) inch equal to two thousand (2,000) feet showing the property and its relationship with adjoining land and streets, its relationship with landmarks in the area and, if the subdivision is a phased subdivision, all other phases of the subdivision for which a final plat has been approved, in detail adequate to describe the location of the property without field review. [14-302 (A)(15)] On the cover sheet, provide notes listing each Tax Map Parcel (TMP) number that is subject to this plat, and provide the owner names and addresses for each owner. Rev. 1: Comment addressed. d. [14-302 (11)(1)] On the cover sheet, provide an index listing sheet numbers and what is shown on each sheet. Rev. 1: Comment addressed. e. [14-302 (11)(2)] Provide the name of the person who prepared the plat on the cover sheet. Rev. 1: Comment addressed. f. [14-302 (11)(4)] Provide a note on the cover sheet identifying whether there are any places of burial on the TMPs subject to this plat. Rev. 1: Comment addressed. g. [14-303 (D)] State the acreage of all parcels affected by this plat as a note on the cover sheet. Rev. 1: Comment addressed. 2. [14-302 (A)(4) & 14-302 (A)(5)] Please state identify whether each new easement is public or private in the easement labels. Rev. 1: Comment not fully addressed, please see Engineering Division comment #1. The variable Width SWM/BMP easement should be labelled as public. The easement for the pipe leading to it can be separated and labelled as just a public drainage easement. 3. [14-302 (A)(4) & 14-302 (A)(5)] Across all applicable drawings, please revise the easement labels. This plat is platting new easements, and currently new easements are shown on one sheet, and then they are labeled as BSA on other sheets. Staff suggests revising the sheets so that each sheet shows new easements by type. For example, sheet 2 shows new SWM facility and SWM access easements. Sheet 3 shows new drainage easements. Sheet 4 shows new ACSA easements, etc. Rev. 1: Comment addressed. 4. [14-302 (A)(5)] Please state the deed book and page number of the recorded instrument for all existing easements in the easement labels. Rev. 1: Comment addressed. 5. [14-302 (B)(1)] Please add a date of last revision. Rev. 1: Comment stands. 6. [14-302 (B)(1)] Please revise the number of sheets listed on each sheet. In total, there are six sheets in this plat. Rev. 1: Comment addressed. 7. [14-302 (13)(5)] Please provide a zoning classification note for each property subject to this plat on the cover sheet. a. Identify the primary zoning district and all applicable overlay districts for each property subject to this plat. Rev. 1: Comment not fully addressed. The property is subject to the following overlay zoning districts: EC Entrance Corridor Overlay, FH Flood Hazard Overlay, AIA Airport Impact Area Overlay, and the Managed Steep Slopes Overlay district. Add these overlays to the zoning note on Sheet 1. b. Include references to any Zoning Map Amendments, Special Use Permits, and variances that apply to each TMP in the note. TMP 32-20 is subject to ZNIA200000009 and ZMA201300007, the conditions of Special Use Permits SP200200072 and SP201500003, and variance VA198100008. Rev. 1: Comment addressed. 8. [14-302 (B)(7)] On the cover sheet, please provide a note indicating whether any of the properties subject to this plat are located within an Albemarle County and/or City of Charlottesville water supply watershed or an agricultural -forestal district. Rev. 1: Comment addressed. 9. [14-302 (B)(9) Please address the following related to floodplains: a. On the cover sheet, indicate whether any of the properties are located within the Flood Hazard Overlay District. Identify the source used to make this determination. Rev. 1: Comment not fully addressed. Portions of the property in zones AE are technically within the FH Flood Hazard Overlay District. Please update the zoning note on Sheet 1 so that it states portions of the property are within the FH Flood Hazard Overlay District. b. Show and label the limits of the Flood Hazard Overlay District on any applicable drawings. Rev. 1: Comment addressed. 10. [14-302 (B)(10)] Show the location of any Water Protection Ordinance (WPO) stream buffers on all applicable sheets. Rev. 1: Comment addressed. a. Add a note to the cover sheet stating "The stream buffer(s) shown hereon shall be managed in accordance with the Albemarle County Water Protection Ordinance." Rev. 1: Comment addressed. 11. [14-303 (A)] Please provide a statement of consent to division on the cover sheet for each TMP subject to this plat. a. The statement of consent to division should be worded as follows: "The platting or dedication of the following described land [insert a correct description of the land subdivided] is with the free consent and in accordance with the desire of the undersigned owners, proprietors and trustees, if any." Rev. 1: Comment addressed. 12. [14-303 (D)] Please clarify whether this plat is intending to dedicate the right-of-way identified as "Proposed Northside Drive" that is shown on the plat. Currently, different acreages are listed for the Northside Drive ROW (0.875 acres and 0.86 acres). Rev. 1: Comment not fully addressed. The revised plat is proposing to dedicate 0.875 acres of Northside Drive as public ROW, and an additional 0.019 acres of land alone Route 29 to public ROW. Please update sheet 1 so that it states "herby dedicated to public use" next to the proposed ROW dedication mentioned in the Sheet Index. Update Sheets 2-5 so that the labels for the Northside Dr ROW and the Route 29 ROW state "public right-of-way hereby dedicated to public use" instead of "to be dedicated." a. If this plat is not intending to dedicate that ROW, staff suggests removing it from each sheet. Rev. 1: Comment no longer applicable, the ROW is beine dedicated with this plat. 13. [14-303 (L)] All new public drainage and SWM easements require a deed to be recorded with the plat. See attached Engineering Division comments. Engineering Division staff will provide templates for these deeds that must be completed and submitted with the revised plat, please contact the staff Engineer listed below to obtain templates. Deeds will be sent to the County Attorney for review and approval prior to approval of the plat. Rev. 1: Comment stands. see Engineerine Division comments #2-3. 14. [14-303 (0)] On the cover sheet, please provide a signature panel for each property owner under the statements of consent to division mentioned in comment # 11. Rev. 1: Comment addressed. 15.
