Existing Zoning: A-1 Agriculture
Requested: Special Permit to Operate a "Summer Camp" for Handicapped
Children

Property is situated at the terminus of Route 702 (Reservoir Road)
between Interstate 64 and land owned by the City of Charlottesville,
containing the City Reservoirs. (Ragged Mountain).
Character of Area
Rural in character, large parcel subdivision of land. The nearest
dwelling appeared to be in an area surrounded on three sides by
this facility.
Comprehensive Plan
The Comprehensive Plan indicates that the property is in an area
suggested for one acre development.
Applicants Proposal
On the preliminary Master Plan, prepared by Grigg, Wood, Browne &
Williams, dated December 19, 1972, the following facilities are in-
dicated:
1. Multi -use pavillion - 250 feet from nearest property line
2. Groupings of cabins totalling 12 in number.
3. Work Shop
4. An infirmary
5. A lake with beach facilities
6. Dinthg Hall
7. Craft Shop
8. Atheletic fields
9. Stable and riding area
10. Storage facilities
11. Lots of open space and natural environment with foot trails.
12. Possible animal farm and amphitheater
The facilities are being developed for year round use, however,
winter groups using the facilities are somewhat smaller than the
summer activity. The maximum capacity of the camp is expected to be
84 campers, 12 junior counselors, 24 senior counselors, and 6
administrative staff members. All facilities will be built to keep
these people in residence. Preference will be given to handicapped
children from Virginia, however, out of state children could be
accepted. The ratio of children (84) to acreage (70.86) is one
child per .84 of an acre.

Traffic volumes
Route 702 - 41 vehicles/day in 1972 and is classified as a light
surfaced road with a 30 foot right-of-way. It is expected that the
24 hour average vehicle trips a- day would reach - 100 trips/day
Sewer and Water
The staff assumes sanitary facilities will be septic tanks. Water
supply will be a well system.
Staff Comment
This type of facility is capatible in an A-1 zone provided it can
meet the guidelines as set forth in Article 11-13 of the Zoning
Ordinance. We reference thereto: the staff is of the opinion that:
a) The use will not substantially change the established pattern of
development in the area
b) The use, provided it is reasonably screened will be in harmony
with existing use and proposed use; that of large lot development
c) The area being zoned A-1 Agricultural, we see no loss of value
to adjacent property, provided it is reasonably screened.
The staff suggests that only that immediate ground cover needed for
the construction of the structure be disturbed ( We note that those
elements requiring large cleared areas have been located to eliminate
unnecessary cutting of Woodland; Health Departmnet approval for
sanitary systems. That there be a mini uny of 40 on site parking
spaces for employment and ten for ya=1�:parking and that the
access roads on site be dust proof and maintained as such, and that
the general site plan be adhered to relative to approximate location
of facilities from adjacent property lines.
