HomeMy WebLinkAboutSP202100005 Correspondence 2021-02-15Fri, Feb 5, Margaret, After completing my review of your entrance for a low volume commercial entrance, I find that it meets VDOT's requirements on the stopping sight distance. However per our meeting\discussion, you'll need to clear cut all the sapling trees that fall within the sight line. These trees\underbrush will have to stay clear at all times. If I can be of further assistance please let me know. We are applying for expanding our special use permit on February 15 and would appreciate feedback from you about our facilities' suitability for a camp of fewer than 50 children. We currently have two well -constructed outhouses, each with two seats. I realize your time is limited and filled with Covid-19 responsibilities. I would be happy to send photographs of our outhouses for your review. You may contact me by phone if that is more convenient 434 996-3548. Day camps don't require permitting by VDH, except possibly for food if prepared on site, but there are a couple other aspects that I'd like to weigh in on. I'll try to provide some basic info with this email and then you can reply or call for further discussion, questions, etc. Water: From your location in the county, I think it's safe to assume water will be provided by either a private well, or you'll be using commercially bottled water. If possible, we recommend the bottled water, but if using a well, then the next question is whether you anticipate the water will be provided in any way (drinking or making ice, hand washing, arts & crafts, etc.) to 25 or more children/staff for at least 60 daystyear? If you will reach that threshold, then the well will be considered a public waterworks and would be regulated by the Office of Drinking Water. If your use will be below that threshold, then it's considered a private well and we simply recommend that you sample and test annually for coliform bacteria and nitrates. Sewage: You mentioned a couple of double -seat outhouses, which is sufficient for the number of day campers you're planning and for offering dedicated men's and women's. I would be interested in photos as you suggested, just in case I can make any suggestions. Even outhouses have certain sanitary standards such as self -closing doors, fly - proof vents, etc. I also recommend providing some means of hand washing or at least hand sanitizer. Are there any plumbed facilities such as flush toilets, sinks, or showers that will be made accessible to the campers? If so, I can review what you have for wastewater disposal to ensure sufficient capacity. https://mail.google.com/mail/u/0?ik=c8069d56ee&view=pt&search=...g-a%3Ar-6938638644907229653&simpl=msg-f%3A7691320191421032746 Page 1 of 2 Gmail - proposed camp 2/10/21, 5:57 PM Food: Will lunch and/or snacks be provided, or will campers be required to bring their own? If the camp will be preparing foods (cooking, reheating, making ice) you'll need to apply for a food service permit. Permitting will not be required if you'll only be offering commercially pre -packaged foods. If you'd like to give me a call, please feel free to use my cell number (434) 996-2075, as I'm often not in my office. For food permitting questions, please contact Eric Myers, Food Program Supervisor (cc'd on this). Yours appear to have latches on the outside and the whole point is that animals do not have easy access. Feel free to attach our emails to your SUP application, it does not appear that you'll need to be permitted by our department for any purpose including water, sewage, and food prep. You also own a separate and adjacent 24.06-acre property not subject to the terms of the CE known as Tax Parcel 85-3A 1. In December 2019, you asked TNC if the CE would permit the Living Earth School (LES), a nature -based wilderness school, to lease (and potentially purchase in the future) the Property for use as a nature camp and school. In an electronic letter dated January 31, 2020 (enclosed), TNC provided conditional approval in an interpretation letter. Please reference that letter for a complete summary of conditions. Due to the COVID-19 pandemic and other issues, LES did not move forward with using the Property as a nature camp in 2020. Nonetheless, on January 28, 2021, you informed TNC that LES wished to operate a temporary day -camp (9:00 a.m. to 4:00 p.m.) on the Property for up to 50 children five days a week for 45 days between June and August 2021 (proposed activity). No permanent changes or additions to the Property would be made to accommodate this proposed activity. After reviewing the January 28, 2021 proposal (enclosed), it is TNC's determination that this proposed activity is consistent with the terms of the CE and conforms with conditions set forth in TNC's January 31, 2020 interpretation letter. LES may operate a day -camp on the Property as long as the conditions set forth in the January 31, 2020 TNC interpretation letter are followed. TNC looks forward to working with you and LES. Please note that this letter constitutes TNC's interpretation of the CE and does not amend or in any way modify the terns of the CE.
