Thank you for your comments dated February 9, 2021 on the above referenced project. Below are our responses to the remaining
comments on the road plans.
Engineering:
1. Comment acknowledged.
2. Comment acknowledged.
3. The slopes adjacent to the northern end of Litchford Road and McComb Street are on an incline away from the
roadway/sidewalk, no guardrails necessary in these areas. Contour labels have been added in these areas for clarity.
4. "No parking' and speed limit signs have been shown and labeled on the layout plan sheets (Sheets 5-7).
5. Proposed slopes steeper than 3:1 have been highlighted and a steep slope planting note has been shown on the grading &
drainage sheets (Sheets 8-10).
6. Per the Planning Director, street trees can be planted on top of storm sewer pipes installed at a depth of 6' or greater, and
10' horizontally from the center of the manhole structure associated with the road Dls. Planting notes have been updated
on the landscaping plan to reflect this information.
7. Proposed drainage and utility easements have been shown and labeled on the plan sheets.
8. The alley will be extended with Phase III development but will remain private. Bollards have been shown and labeled on
Sheet5.
9. Sight distance lines have been shown and labeled for the emergency access road on Sheet 7.
10. The emergency access road profile has been designed to a 25mph standard. The k-value of 2.5 occurs at the entrance of
the emergency access road onto Alston Street. This method of entrance is a VDOT standard in a stopping condition with a
10' vertical curve starting at the edge of the travel lane to preserve the curb drain line. A max grade change of 4%, -2%to
2%, is maintained for a minimum of 40' before beginning of the next vertical curve along the roadway, which then needs
to meet minimum design speed standards for vertical curve k-values.
11. Concrete sidewalk detail on Sheet 11 has been revised to specify concrete that is 3,000 psi at 28 days, or stronger.
12. Inlet spreads have been highlighted and the maximum allowable spreads for each inlet have been included on the 4 in/hr
intensity drainage inlet charts on Sheet 20.
Planning (Chris Perez):
1. Per the Planning Director, street trees can be planted on top of storm sewer pipes installed at a depth of 6' or greater, and
10' horizontally from the center of the manhole structure associated with the road Dls. Planting notes have been updated
on the landscaping plan to reflect this information.
VDOT (Max Greene):
1. Intersection sight lines have been revised to be a minimum of 14.5' from the edge of travel lane.
2. Note #4 the landscaping plan (Sheets 23-24) specifies the clear zone to preserve sight lines at intersections.
3. McComb Street section was approved in Phase I with informal parking, delineated with no parking signs. No parking signs
have been shown and labeled on the site plan (Sheets 5-7).
4. Detail on Sheet 11 has been revised to depict the existing and proposed McComb Street section as shown on the site plan.
5. CG-12 have been revised to begin at the back of curb line and extend a minimum of 2' in the direction of pedestrian travel.
6. Marked crosswalks have been removed from the Phase II site plan.
7. Waterline blow -off and valve at the Alson Street cul-de-sac have been relocated outside of the curb line and replaced with
a fire hydrant per ACSA comment. Alston Street road profile has been revised to depict this change.
8. Mill and overlay has been shown and labeled on the site plan (Sheets 5-7). WP-2 detail has been added to Sheet 11.
9. Inlet spreads have been highlighted and the maximum allowable spreads for each inlet have been included on the 4 in/hr
intensity drainage inlet charts on Sheet 20.
10. A note has been included on the grading and drainage plan (Sheets 8-10) stating that VDOT will only maintain within
drainage easements to the extent necessary to protect the roadway from flooding or damage.

Fire Rescue (Shawn Maddox):
1. No parking signs have been shown and labeled on both sides of proposed roads with travel lanes less than 28' of clear
width on the site plan (Sheets 5-7).
GIS (Shawn Maddox):
1. The site plan has been revised to show a road change name from McComb Street to Cling Lane at the intersection with Lexi
Lane.
2. "Connector Road" has been replaced with "Rambling Brook Lane' on the site plan.
3. Road name will be submitted for the private alley prior to Phase III approval.
