The Albemarle County Department of Planning and Community Development will recommend approval
of the site plan waiver referenced above when the following items have been satisfactorily addressed:
[Each comment is preceded by the applicable reference.]
1. [32.5.6e] Show and label existing landscape features.
2. [32.7.9.6b,c] Large or medium street trees must_ be shown along the frontage or SR 640. It appears
that you are showing medium street trees. This is fine, however, you need 1 medium shade tree for
every 40 feet of frontage. Basically, you need 10 trees but are only showing 4. 1 understand that there
may not be enough room between the parking area and SR 640 because of utilities but you need to
increase the planting area (it's a minimum of 20') in order to accommodate the street trees. You could
place more trees along the front of the church and addition. It seems that you could fit as many as 7 or
8 trees.
3. [32.7.9.7b] 5% of parking and circulation areas must be landscaped so you need 1,208 s.f. of trees
within or immediately surrounding these areas. I count 50 s.f. for each medium to large tree. Street
trees and screening trees don't count. I only count 5 trees in the parking area @ 50 s.f. each = 250 s.f.
If you plant additional street trees in front of the parking lot along SR 640 then we can also count those
2 or 3 trees as well.
4. [32.7.9.9b] You need 10% of the total site in tree canopy. Once you've figured out how much existing
vegetation there is then we can see if you meet the 26,571 s.f. canopy requirement. In the meantime
you can start developing a table which lists each proposed tree and the amount of canopy it provides.
These numbers will then be added to the existing canopy to see if you meet the requirement.

1. [32.5.6(a)] Reference SP 2003-41 and note all conditions on the plan.
2. [SP03-41, condition 6] Provide proof of legal recordation of the plat combining the subject parcels.
3. [4.12.6] The plan states, "59 parking spaces provided" and only 58 delineated. Revise the plan to
state, "58 parking spaces provided."
4. [32.5.6(n)] The plan delineates outdoor lighting for this site. Lighting is not apart of the approval of
this plan. Please remove the outdoor lighting shown on the plan.
5. [4.17.4.(b)1] Please note on the plan, "The spillover of lighting from outdoor luminaires onto public
roads and property in residential or rural areas zoning districts shall not exceed one-half (%2) foot
candle."
6. [4.17.4(a)][4.17.4(b)(2)] Please note on the plan: "All outdoor lighting, regardless of amount of
lumens, shall be arranged or shielded to reflect light away from adjoining residential district. and away
from adjacent roads. All luminaires which emit 3,000 or more lumens shall be full cut-off luminaires."

Engineering Department recommends approval of the site plan waiver when the following conditions
have been satisfactorily addressed:
1. The runoff from "the entire land development project area" appears to be over one acre for this site.
The applicant has requested a waiver from stormwater detention due to the assumption that the area is
less than one acre. The engineering department does not recommend a waiver of the stormwater
detention requirement. This needs to be addressed by the applicant.
2. The applicant has suggested a 6" 21A Material for the surface of the travelway and parking lots
without providing any data to support this design. An analysis of the site was performed using the "Trip
Generation, 6th Edition" by the Institute of Transportation of Engineers. A gravel surface of 6" 21A
Material is not adequate for the amount of average daily vehicle trips produced by the site. A base of 6"
21A Material along with a surface of prime and double seal will provide an acceptable pavement design
of the entire site. The engineering department recommends a compromise. The applicant will provide
a pavement design of 6" 21 A Material base along with a prime and double seal for the travelway from
the VDOT right-of-way at the entrance to State Route 640 for approximately 190' at a width of 24'. The
parking lot surface can be 6" 21A Material.
3. We defer the marking or delineation of the parking spaces to the zoning department since they will
be the department that inspects the final layout of the spaces.
4. The applicant stated in their 06 October 2003 comment letter that the drainage computations will be
submitted under a separate cover. The drainage computations need to be submitted by the applicant
and reviewed.
5. Please submit a completed application and fee for erosion control and stormwater management. [17-

Committee. If 'you choose not to make the requested revisions, please submit in writing justification for not
incorporating such revisions. Submit. seven full size copies and one 11 "x 17" copy to the Department of
Planning and Community Development. Responses to the attached comments of the Site Review Committee
must be submitted by Monday, September 15, 2003. Failure to submit this information by this date will result
in suspension of the review schedule.

The Engineering Department will support the Site Plan Waiver request when the following items are
addressed:
1. ❑The scale denoted on the drawings is incorrect. Please revise. [32.5.5.]
2. ❑The boundary dimensions supplied on Sheet Al are missing several bearings and distances.
Please supply these omissions. [32.5.6a.]
3. ❑Proposed grading (maximum five-foot contours) shall be provided on the plans. [32.5.6d]
4.❑Indicate the available sight distances for the entrance. [Policy]
5.❑All parking areas consisting of four (4) or more spaces shall be surfaced. Please specify the
surface material for the new parking lot on the site plan. [18-4.12.15a.]
6.❑Parking spaces shall be delineated in a manner that identifies and preserves the required
dimensions by paint striping, signage, or by other means approved by the zoning administrator. [18-
4.12.16d.]
7.❑The proposed 18" CMP appears to carry off -site runoff through the site. Please provide a copy of a
recorded drainage easement for this drainage path and show it on the plans labeled by the deed book
and page number of the easement. [32.5.6j.]
8.❑Drainage computations are required. [18-32.7.4., Policy]
9. ❑The minimum sight distance for internal intersections of access aisles shall not be less than 100'.
The landscaping provided on the 8.4' islands located at the end of the parking area may present a
problem in maintaining minimum sight distance requirements. Please provide information regarding the
height of the landscaping proposed or reconfigure the parking area to meet minimum sight distance
requirements. [18-4.12.15.d.]
10.❑We offer the following comments regarding stormwater management (SWM) and erosion and
sediment control (ESC):
A. A stormwater management/BMP plan and computations shall be provided. Computations must
include water quality, and detention routing for the 2 yr. And 10 yr. Storms. If the proposed disturbance
is less than one acre, stormwater detention may be waived in accordance with 17-314. Stormwater

appropriate BMP(s) to meet target removal rates and provide a design on the plan. The proposed BMP

B. The proposed land disturbance appears to exceed 10,000 square feet; therefore, an erosion and
sediment control plan is required. [17-201 d]
C. Completed applications and fees shall be provided for the stormwater management and erosion and

The following are my comments regarding the development proposals for the August 29,
2003 site review committee meeting.
SDP-2003-058; Route: 649; TM 32, P 20D, 20E; Marshall Airport (Francis MacCall)
Parking Lot
The use of VDOT stormwater management facilities will not be permitted without an approved
stormwater management plan. Drainage computations are required.
The proposed right -in / right -out entrance should be closed. Access to the parking should be
provided via inter -parcel access easement to the entrance shown on TMP 32-40.
The applicant must obtain a permit from VDOT prior to conducting any work in the right-of-
way.
SDP-2003-069; Route: 614; TM 43, P 8; Olivet Presbyterian Church (Stephen Waller)
A 1.00' right turn taper is required at each entrance.
The, applicant must obtain a permit from VDOT prior to conducting any work in the right-of-

1. [32.5.6(a)] Under "Site Data" the tax map is noted as 76. The correct tax map is 66, revise the tax
map on the plan.
2. [32.5.6(a)] The owner of parcel 79 is labeled as Kenneth & Lillian Hawkins. The current owner of this
parcel is Jefferson Area Builders (DB) 2316-636, revise the owner on the plan.
3. [32.5.6(a)] Reference the following current information for tax map 66-76.

4. [32.5.6(a)] Provide the zoning (RA) for all adjacent parcels on the plan.

Please provide a scale on the plan to match the drawing.
7. [32.5.6(b)] The parking schedule states "provided: 58 spaces" the plan delineates 61 spaces. Revise
the parking schedule to state, 61 spaces provided.
8. [21.7.2] The proposed sanctuary porch encroaches greater than 4' into the front setback. Either
reduce the encroachment to less than 4' or obtain a variance from the BZA to allow the location as
delineated on the plan.
9. [SP03-41, condition 6] Provide proof of legal recordation of the plat combining the subject parcels.
10. [32.5.6(n)] Show the location of all outdoor lighting on the plan.
11. [32.6.60)] Provide a description and photograph or diagram and show the location of each type of
outdoor luminaire that emits 3,000 or more initial
lumens. Please be aware that installation of such luminaires in the future that are not shown on this
plan shall require an amendment to this plan.
