[32.5.6e] Show and label existing landscape features. 2. [32.7.9.6b,c] Large or medium street trees must_ be shown along the frontage or SR 640. It appears that you are showing medium street trees. This is fine, however, you need 1 medium shade tree for every 40 feet of frontage. Basically, you need 10 trees but are only showing 4. 1 understand that there may not be enough room between the parking area and SR 640 because of utilities but you need to increase the planting area (it's a minimum of 20') in order to accommodate the street trees. You could place more trees along the front of the church and addition. It seems that you could fit as many as 7 or 8 trees. 3. [32.7.9.7b] 5% of parking and circulation areas must be landscaped so you need 1,208 s.f. of trees within or immediately surrounding these areas. I count 50 s.f. for each medium to large tree. Street trees and screening trees don't count. I only count 5 trees in the parking area @ 50 s.f. each = 250 s.f. If you plant additional street trees in front of the parking lot along SR 640 then we can also count those 2 or 3 trees as well. 4. [32.7.9.9b] You need 10% of the total site in tree canopy. Once you've figured out how much existing vegetation there is then we can see if you meet the 26,571 s.f. canopy requirement. In the meantime you can start developing a table which lists each proposed tree and the amount of canopy it provides. The applicant has suggested a 6" 21A Material for the surface of the travelway and parking lots without providing any data to support this design. An analysis of the site was performed using the "Trip Generation, 6th Edition" by the Institute of Transportation of Engineers. A gravel surface of 6" 21A Material is not adequate for the amount of average daily vehicle trips produced by the site. A base of 6" 21A Material along with a surface of prime and double seal will provide an acceptable pavement design of the entire site. The engineering department recommends a compromise. The applicant will provide a pavement design of 6" 21 A Material base along with a prime and double seal for the travelway from the VDOT right-of-way at the entrance to State Route 640 for approximately 190' at a width of 24'. The parking lot surface can be 6" 21A Material. 3. We defer the marking or delineation of the parking spaces to the zoning department since they will be the department that inspects the final layout of the spaces. 4. The applicant stated in their 06 October 2003 comment letter that the drainage computations will be submitted under a separate cover. Drainage computations are required. The proposed right -in / right -out entrance should be closed. Access to the parking should be provided via inter -parcel access easement to the entrance shown on TMP 32-40. The applicant must obtain a permit from VDOT prior to conducting any work in the right-of- way.
