RE: SDP 03-071: St. John's Baptist Church Site Plan Waiver
Dear Mr. Hawkins:
The Albemarle County Planning Commission, on its October 28,2003 consent agenda, unanimously
approved the above-noted request for a site plan waiver. Please note that this approval is subject to the
following conditions:
1. The applicant has suggested a 6" 21A Material for the surface of the travelway and parking lots without
providing any data to support this design. An analysis of the site was performed using the "Trip
Generation, 6th Edition" by the Institute of Transportation of Engineers. A gravel surface of 6" 21A
Material is not adequate for the amount of average daily vehicle trips produced by the site. A base of 6"
21A Material along with a surface of prime and double seal will provide an acceptable pavement design
of the entire site. The engineering depai tuient recommends a compromise. The applicant will provide a
pavement design of 6" 21A Material base along with a prime and double seal for the travelway from the
VDOT right-of-way at the entrance to State Route 640 for approximately 190' at a width of 24'. The
parking lot surface can be 6" 21A Material.
2. Submit a completed application and fee for erosion control and stormwater management. [17-203, 17-
303]
3. A drainage easement plat needs to be submitted by the applicant and reviewed.
4. The runoff from"the entire land development project area" appears to be over one acre for this site. The
applicant has requested a waiver from stormwater detention due to the assumption that the area is less
than one acre. The engineering depaitinent does not recommend a waiver of the stormwater detention
requirement. This needs to be addressed by the applicant.
5. Drainage computations need to be submitted by the applicant and reviewed.
6. Due to the total number of parking spaces,three spaces must be handicapped accessible. [2000 Virginia

7. Building Code; 1996 BOCA National Building Code, Section 1105.1]
8. [32.7.9] Submittal of a Landscape Plan per Section 32.7.9 of the Zoning Ordinance,including a tree
conservation plan,which meets those conditions of SP 03-041 which relate to landscaping and screening.
9. [32.5.6(a)] Reference SP 2003-41 and note all conditions on the plan.
10. [SP03-41, condition 6] Provide proof of legal recordation of the plat combining the subject parcels.
11. [32.5.6(n)] Show the location of all outdoor lighting on the plan.
12. [32.6.6(j)] Provide a description and photograph or diagram and show the location of each type of outdoor
luminaire that emits 3,000 or more initial lumens. Please be aware that installation of such luminaires in
the future that are not shown on this plan shall require an amendment to this plan.
13. [32.6.6(j)] Include a photometric plan on the site plan demonstrating that parking area luminaires are in
compliance with 4.17.4(b).
14. [4.17.4(b)1] Please note on the plan, "The spillover of lighting from outdoor luminaires onto public roads
and property in residential or rural areas zoning districts shall not exceed one-half(%) foot candle."
15. [4.17.4(a)][4.17.4(b)(2)]Please note on the plan: "All outdoor lighting,regardless of amount of lumens,
shall be arranged or shielded to reflect light away from adjoining residential district and away from
adjacent roads. All luminaires which emit 3,000 or more lumens shall be full cut-off luminaires."
Since that approval,you have submitted a plan which meets the above noted conditions,therefore,no
further approvals are necessary.
