36 Turn Lane Narrative
Dear Mr. Moore,
The proposed Clifton Inn & Collina Farm special use permit and zoning map amendment request
is located on the eastern side of Route 729 (North Milton Road) at the intersection of Route 250
(Richmond Road). According to 2019 VDOT AADT data, Route 729 experiences 6,900 daily trips, with
635 trips occurring in the peak hour. Of the 635 trips, 430 trips travel southbound on Route 729, towards
the site. Current operations of The Clifton include a 52-seat restaurant, 15 hotel rooms, and 200-person
special events; this request would allow for an additional 25 rooms, for a total of 40 rooms, 75-person
special events, and the existing 52-seat restaurant to operate on the Clifton Inn property, and 300-person
special events to occur on the Collina Farm property. See table below for trips generated by the expansion
on the Clifton property:

The addition of 25 rooms could add 1 PM peak hour trip and possibly 1 additional left turn.
While the expansion of the hotel use and the existing restaurant use have low PM peak hour trips, special
events that occur on a weekday night would likely necessitate transportation improvements due to the
high volume of existing background traffic. In its existing business operations, The Clifton facilitates
guests of special events to park at Stone -Robinson Elementary School and shuttles guests to the Clifton
property, as The Clifton and Stone -Robinson have had an established, informal parking agreement for
many years. Stone -Robinson Elementary School has existing right -turn and left -turn lanes, for adequate
movement of 450 students throughout the week. As this infrastructure is present and being effectively
utilized, the Owner requests that any weeknight special event with a start time before 6:30 P.M., with
more than 60 guests will park off -site at Stone -Robinson Elementary School to limit left turn movements
into the site as a condition of special use permit approval.

The above table is the VDOT 2019 traffic data which was used to determine peak hour trips on
Route 729 N Milton Road. For the turn lane warrant analysis, it is assumed peak hour direction A
travels in the northern direction in the morning and in the southern direction in the evenings.
2. Trip Generation
Although ITE Trip Generation is typically used for determining new trips created by proposed
uses, special events are not a studied use of the Trip Generation Manual. Additionally, there are
no comparable uses for special events that could be substituted. The anticipated trip generation
numbers below are informed by the Albemarle County Zoning Ordinance of required parking for
special events. Please refer to the Traffic Impact Narrative Supplement provided with the special
use permit and zoning map amendment request. For 60 guests and 6 employees, there would be a
total of 30 trips into the site [(60/2.5) + 6 = 30].

3. Warrant Analysis Exhibit
For the following turn lane warrant analyses, the evening scenario was analyzed, as weekday
special events will likely occur in the evening.
With 6 right turns into the site and 211 advancing trips, a right turn lane is not warranted for a
special event of 60 guests.

For the left turn lane in the evening scenario, there would be 454 advancing trips, with 211
opposing trips. The 24 left turns into the site would consist of only 5% of trips on the roadway
and would not warrant a left turn lane.
