HomeMy WebLinkAboutSUB200600417 Correspondence 2021-03-08L I N E + G R A D E C I V I L E N G I N E E R I N G EXCEPTION REQUEST TO: Frank Pohl, PE, CFM 401 McIntire Rd, North Wing Charlottesville, VA 22902 FROM: Daniel Hyer, PE Line and Grade DATE: 03/02/2021 RE: Bundoran Farm (Winsome Orchard Lane) Private Road Slope Exception Request Mr. Pohl, On behalf of NA Bundoran Farm, LLC, we request an exception to Section 14-412(A)(2)(a) for a portion of Winsome Orchard Lane. The code states that the grade of the street shall not exceed sixteen (16) percent calculated over a distance of fifty (50) feet. It is acknowledged that the original plans (SUB-2006-00417) specified a maximum grade of 16% in accordance with the zoning ordinance. However, approximately 370 linear feet of Winsome Orchard Lane was built in excess of 16%, with a maximum grade of 16.80%. As such, we would like to formally request an exception to this code for the following stated reasons: 1) Though the grade is beyond that allowed by County code the excess is largely de minimis in terms of functionality of this low -volume rural road. Should rebuilding be required, material resources and the embodied energy of this roadway would be wasted and would disturb an area which has already reached a substantial degree of stabilization. 2) In order to bring this portion of road into compliance, nearly 600 linear feet of L I N E roadway would need to be removed and rebuilt. The degree of re -work is GRADE disproportionate to the non -compliant longitudinal slope of the roadway. Should the County permit this exception request we acknowledge that additional CIVIL ENGINEERING compromises could be provided, specifically, the wearing course of this rural roadway could be improved to that of an asphalt wearing course instead of the prime and seal 11341h St. NE; STE 100 CHARLOTTESVILLE, VA 22902 course currently In place. TEL: (434) 262-0169 LINE-GRADE.COM Bundoran Farm (Winsome Orchard Lane) Private Road Slope Exception Request March 02, 20211 Page 2 It is noteworthy to express that County code does permit the county engineer and fire marshal the latitude to authorize a street to have a grade that exceeds sixteen (16) percent if the subdivider can demonstrate that public safety would not be compromised as a result. For the reasons mentioned herein and the willingness to improve the wearing course it is our professional recommendation that the current longitudinal slope be preserved but that that the wearing course be improved to provide additional traction for the portion of roadway currently beyond the allowed slopes.
