We have reviewed the above referenced plans and have the following comments:
Engineering (Emily Cox)
1. WPO Plan must be approved before road plan can be approved. Rev. 1: Comment not
addressed. Rev. 2: Comment not addressed. WPO201900027 must be approved before this
road plan can be approved. Rev. 3: Comment still applies.
2. WPO Plan must include a mitigation plan for the disturbance in the buffer. Rev. 1: Comment not
addressed. Rev. 2: Comment addressed.
3. Provide all permits required for work in the floodplain and Powell's Creek. Rev. 1: Comment
not addressed. Rev. 2: Comment will be addressed with WPO Plan. Rev. 3: Comment still
applies.
4. Ensure the professional seal is signed and dated .Rev. 1: Comment addressed.
5. Ensure horizontal curve information is labeled on the plan view. Rev. 1: Comment addressed.
6. Ensure all pavement markings and street signs are shown. Stop Bar, speed limit, etc. Rev. 1:
Comment addressed.
7. It appears sight distance easement may be necessary on Orchard Drive (in front of the Ludwig
property?) Rev. 1: Comment addressed.
8. Please revise slopes to be 3:1 maximum. Rev. 1: Comment addressed.
9. Please identify the type of entrance proposed at Orchard Drive on the plan view. Rev. 1:

1. Transportation Recommendations:
Connect the proposed 8' multi -use concrete sidewalk from Pleasant Green Connector Rd with a
5' concrete sidewalk north on Orchard Dr to the end of the property line of TMP 055C0-03-00-
000ALurrently under review. Please do not make any revisions before receiving planning
comments. Rev. 1: No objection.
Planning (Megan Nedostup)
1. See attached comment letter dated 5/28/19. Rev. 1: See attached comment letter dated
10/23/20. Rev. 2: No objection. Rev. 3: No objection pending DBIZ study and DCR
determination on the limits of the DBIZ.
VDOT (Adam Moore)

Fire Rescue (Shawn Maddox)
1. The connector road shall be marked no parking on both sides due to the clear travel width. Rev.

1. Add a note that vacant water meters along Orchard Drive are to be abandoned per ACSA
construction details. Rev. 1: Still under review. Rev. 2: No objection per email dated
12/15/20. Rev. 3: No objection per email dated 2/10/21.
GIS (Andrew Slack Rev. 1: Brian Becker Rev. 3: Elise Kiewra)
1. The applicant should contact this office with a list of three (3) proposed road names to replace
`Connector Road'. That road name is not available to be used. Please contact this office with any
questions.

Comments: Per Part I, Section 4-a of the County's Road Naming and Property Numbering
Manual (page 6 of PDF):
"A proposed road name which duplicates an existing or reserved road name in Albemarle
County or the City of Charlottesville shall not be approved. An exception may be made for
cul-de-sacs which have the same name as the road from which they originate (example:
"Amberfield Court" which originates from "Amberfield Drive")."
A new road name will need to be submitted.
We recommend providing three (3) candidate names to our office for review, in case your
first choices are not acceptable.

Re: SUB-2019-00058- Pleasant Green Connector Road
Review #4
Dear Ms. Cox:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced Pleasant Green Connector Road, as submitted by
Collins Engineering, dated January 27, 2021 and find the following:
1. The design plans for the proposed triple box culvert have been forward to the Culpeper
District Structure & Bridge Section, as well as the Hydraulics Section. The following
comments will need to be addressed:
a. Please confirm that Albemarle County has approved a CLOMR for the proposed
floodplain alteration.
b. Please confirm that Albemarle County has initiated the floodplain alteration process.
HEC-RAS analysis report indicates that the proposed connector road will be
adequately protected from flooding and that 100 year regulatory floodplain elevations
will be increased by 2.59 ft.
Additional comments from S&B to be addressed prior to acceptance into the State inventory:
Comments regarding some of the plan details described below.
2. Box culvert shop drawings show a cast in place headwall. Details for the construction of the
headwall section will need to be added to the plan.
3. Geotechnical report in accordance with Chapter 3 of the Manual of Instructions is under
review.

A VDOT Land Use Permit will be required prior to any work within the right of way. A Traffic
Maintenance Plan (TMP) may be required to obtain a permit to work within VDOT Right of
Way. The TMP preparer shall possess an Advanced Work Zone certification, verification
number is required on the TMP submittal. The owner/developer must contact the Charlottesville
Residency land Use Section at (434) 422-9399 for information pertaining to this process.
