Engineering review comments:
1. Show locations of existing storm lines relative to proposed west entrance to facility.
2. Engineering advises against grading within Ex. 30' variable access easement recorded at DB 1064 P 533
without thorough subsurface examination to locate sanitary or storm facilities within easement, since:
a. Proposed grade appears to render storm /sanitary easements impassable to vehicles as proceed
north along easement,
b. Proposed grade at north comer of site appears to propose removal of 5'-6' of cover above utilities
that may exist at this location;
c. Unless vacated, deed at BK 1064 PG 0535 grants "for purposes of ingress and egress a non-
exclusive easement over Access Esmt. `B'"' to TMP 03200-00-00-036170, SJS Limited Company,
d. And coordination of existing easement issues is required with easement holders

3. Recommend provide (or revise proposed) retaining wall at north comer of site to preclude grading within
easement. Note: segmental block retaining wall /geogrid may require grading /removal of cover over
utilities. If so, excavation should proceed with utmost care.
4. 18-32.5.2.i.: Provide deed bk-pg. ref. for Ex. sewer main (Worth Crossing) and water main easements (Ex.
WL transits site).
5. Add `Ex.' as qualifying label description to any existing access, improvement, or utility.
6. 18-32.5.2.k.: Proposed storm drain design is inadequate. Provide plan /profile for storm pipes. Label inlets
and pipes. Provide calculations (LD-204, LD-229 inlet /design computations). Examine /report capacity of
downstream existing storm conveyance to ensure existing system has capacity sufficient to receive
additional runoff.
7. WPO Plan
a. Required for land disturbance > 10,000 SF.
b. An approved WPO plan is required prior to FSP approval.
c. Provide SWM design; i.e., on -site facilities or measure/s that ensure compliance with 9VAC25-
870-66, Water quantity, and on -/off -site (nutrient purchase, for example) strategies to ensure
compliance with 9VAC25-870-65 Water quality compliance.
d. As part of VSMP Application process please submit SWPPP, including new DEQ Registration
Statement form /Attached.
8. Block retaining wall Max. ht. exceeds 8% provide label indicating Max. ht. of retaining wall for comparison
with 18-4.3.3 (10' Max. ht.), as well as retaining wall design, building permit, and safety railing
requirements:
a. Safety railing is required for retaining wall ht. >4-ft.
b. A building permit is required for retaining wall ht. >_3-ft.
c. PE -sealed geotechnical retaining wall design is required for wall ht. >_4-ft.
9. With FSP:
a. Provide vicinity map that locates project relative to U.S. Rt. 29, scale <_ 1'=2,000'.
b. Coordinate site entrance on Worth Crossing with VDOT. Label entrance radii.
c. Coordinate proposed utility design and any utility easement issues with ACSA.
10. Albemarle County GIS is inadequate source of topography for physical improvements, though it may be
used to show existing contours. All physical improvements: paved surface, building, retaining wall, etc.,
must rely on field run survey, or LiDAR data with site plan design that relies on LiDAR data sealed by a
licensed surveyor. This is a state administrative code requirement. Engineering recommends field run
survey and requests FSP Note describing source of topography used as basis of FSP design.

11. While several comments above relate to recorded easements, deeds, etc., Engineering defers to Planning on
these topics.
