Is the sidewalk going to be included within the public ROW? Some of the arrows indicate the public ROW will be expanded to include sidewalks, while others (e.g. 50' ROW on Pen Park Lane) show the ROW without the proposed ROW dedication area. Sidewalks and planting strips must be within the public ROW. Comment has been addressed. Please be aware that the future final plat that will be submitted to subdivide and create the new lots will need to include the proposed ROW dedication in order to be approved. 2. 14-410(D) Alleys. Show the limits of the proposed alleys on the road plan, to indicate where the alleys end and the ^ hi ROW begins. Comment has been addressed. 18-32.7.2.3 Sidewalks. Planning staff has contacted Transportation Planning staff to determine if sidewalks should be provided on the other side of Pen Park Lane, or if only having sidewalks on one side is acceptable. Follow up email sent to Staff on 3/11/2021, comment pending response. 4. 18-32.7.9 Landscaping and utilities. All utilities and easements need to be shown on the landscaping plan for review. Based on preliminary sheet comparison, it appears there may be several conflicts. Comment stands. No landscaping access and maintenance easements shown on Lots 13-20. Please identifv the easement location and dimensions to ensure that proposed landscaping is within easements. 5. 18-32.7.9.4 Conservation checklist. Include a signed conservation checklist, as existing landscaping is being preserved to count toward the street tree requirement. Comment has been addressed. 6. 18-32.7.9.5 Street trees. Clarify how many street trees are being preserved along Pen Park Lane in front of the townhouses. Some sheets indicate three (3) trees while others show four (4). Additionally, these trees need to be shown clearly on the landscaping plan and should be shown using the same scale/key as other street trees. Comment has been addressed. 7. 18-32.7.9.5 Street trees. Include a count of street trees on the landscaping plan. Include types of trees provided. The existing street trees need to be counted/included here as well. Comment not fully addressed. Currently, trees are provided along the proposed streets at irregular spacing intervals that do not meet Ordinance spacing requirements. For example, the October Glory Maple trees along Pen Park Lane Extended are spaced at approximately 40' on center (OC) intervals. October Glory trees qualify as "large" trees under the Albemarle County Recommended Plants List. Please revise tree spacing so that trees are spaced at regular 50' OC intervals (large trees) or 40' OC (medium trees). 8. 18-32.7.9.5 Street trees. On the site plan layout sheet, there is a `proposed street trees (typical)' label, and it is unclear what it is indicating. Comment has been addressed. 9. 18-32.7.9.5 Street trees. Additional street trees need to be provided along Sutherland Street, adjacent to Lot 9, to meet street tree spacing requirements. Comment has been addressed. Advisory Comments: No action needed 1. Advisory comment. Planning review of this Road Plan is for comments specific to Road Plan requirements only. Planning approval of the Road Plan does not constitute subdivision plat or site plan approval; Planning has not reviewed this Road Plan for other requirements such as setbacks, minimum lot size, open space, etc. 2. Advisory Comment/14-410(D)/l4-317 Private alley maintenance. Maintenance of the private alleys will need to be covered with a private maintenance agreement meeting the requirements of 14-317. This may be completed with the final plat. Comment addressed, applicant has acknowledged timing requirements for the maintenance agreement (will be included with the final subdivision plat application to be reviewed following final site plan approval).
