The County of Albemarle Planning Division will recommend approval of the plan referenced above once the following
comments have been satisfactorily addressed (The following comments are those that have been identified at this time.

i) Comment response letter states this will be addressed after plat is approved, which is appropriate.
However, the lines can be added to the labels ahead of time so that wording and location can be reviewed
and confirmed. "DB PG " (with blanks/underlines in place of the numbers) is usually added at
this stage.
j) The temporary construction easement and access easement have already been recorded (and submitted).
Therefore, that information is already available and should be added.
k) Rev. 2 [NEW COMMENT]: Revise the existing conditions sheet to label each easement that is to be vacated as
"To Be Vacated". Also, ensure all easements to be vacated are no longer shown on the proposed sheets.
7. 132.5.2(m) & 32.5.2.(i)] Ingress and egress; Streets, easements and travehvays. Address the following:
f) Rev. 1 [New Comments Revise the labels in the site plan, for all "proposed easements", to include the Deed Book
and Page number for all newly recorded easement plats prior to final site plan approval. Also, revise the labels to
say " New" instead of "Proposed.
Rev. 2: Comment not vet addressed. The access easement has already been recorded (and submitted). Therefore,
that information is already available and should be added.
8. [32.5.2(n)] Existing and proposed improvements. Address the following:
g) Show all streettaccessway signage on the plan, ensure it is shown on the layout and landscaping sheets, and ensure
there are no conflicts with landscaping.
FINAL: Comment not yet fully addressed. Please get any clarification on required signs from engineering. In
reference to this comment, show all existing and proposed signs in the Landscape Plan sheet and ensure that there
are not conflicts between the signage and the landscaping.
Rev. 1: Comment not yet addressed. Address comment. Comment response letter said this would be addressed
after ARB approval. Show all streettaccessway signage on the plan, ensure it is shown on the layout and
landscaping sheets, and ensure there are no conflicts with landscaping.
Rev. 2: Please clarify, will there be no stop signs placed at either entrance. If stop signs will be located at the
entrances, they should be shown on the site plan and all conflicts avoided
h) Rev. 2 [NEW COMMENT]: Please remove the monument sign, and the landscaping directly related to it from
the site plan. This comment was directed towards traffic signage although that may not have been clear.
Monument signs, and business signs on the building, are approved in a separate process and should not be shown
on this sit Plan.
9. 132.5.2.(e), 32.5.2.(p) & 32.6.2(j)] Landscape plan. A landscape plan is required in the final site plan that complies
with section 32.7.9. A landscape plan was submitted but requires additional information for the final site plan. Such
information should include, but is not limited to, the following:
g) Include in the site plan a filled out, signed, and dated conservation checklist.
FINAL: Comment not yet fully addressed. Ensure that the owner of the site also signs the Conservation Checklist.
Rev. 1: Comment not yet fully addressed. Once the ownership has transferred ensure that the owner of the site
also signs the Conservation Checklist in the appropriate location.

There is an existing water meter along Airport Acres Road that serves the existing 3500-3510 buildings to be
demolished. This meter will need to be abandoned. A water/sewer connection fee credit will be applied
appropriately. RWSA may require an inspector to be on site during this abandonment.
Please submit an updated PDF copy to me for review and approval.
Please submit water/sewer data sheets.

ACSA GENERAL WATER & SEWER CONDITIONS
1. WORK SHALL BE SUBJECT TO INSPECTION BY ALBEMARLE COUNTY
SERVICE AUTHORITY (ACSA) INSPECTORS. THE CONTRACTOR WILL BE
RESPONSIBLE FOR NOTIFYING THE PROPER ACSA OFFICIALS AT THE
START OF THE WORK.
2. THE ALBEMARLE COUNTY SERVICE AUTHORITY SHALL HAVE ACCESS TO
USE THE AIRSPACE ABOVE THE LOCATIONS OF CONSTRUCTION FOR THE
FLIGHT OF UNMANNED AERIAL VEHICLES FOR THE PURPOSE OF IMAGERY
COLLECTION.
3. THE LOCATION OF EXISTING UTILITIES ACROSS THE LINE OF THE
PROPOSED WORK ARE NOT NECESSARILY SHOWN ON THE PLANS AND
WHERE SHOWN ARE ONLY APPROXIMATELY CORRECT. THE CONTRACTOR
SHALL, ON HIS OWN INITIATIVE, LOCATE ALL UNDERGROUND LINES AND
STRUCTURES, AS NECESSARY.
4. ALL MATERIALS AND CONSTRUCTION SHALL COMPLY WITH THE CURRENT
EDITION OF THE GENERAL WATER AND SEWER CONSTRUCTION
SPECIFICATIONS, AS ADOPTED BY THE ACSA.
5. DATUM FOR ALL ELEVATIONS SHOWN IN NATIONAL GEODETIC SURVEY.
6. THE CONTRACTOR SHALL BE RESPONSIBLE FOR NOTIFYING MISS UTILITY
(1-800-552-7001).
7. ALL WATER AND SEWER PIPES SHALL HAVE A MINIMUM OF THREE AND A
HALF (3.5) FEET OF COVER MEASURED FROM THE TOP OF PIPE, OVER THE
CENTERLINE OF PIPE. THIS INCLUDES ALL FIRE HYDRANT LINES, SERVICE
LATERALS AND WATER LINES, ETC.
8. ALL WATER AND SEWER APPURTENANCES ARE TO BE LOCATED OUTSIDE
OF ROADSIDE DITCHES.
9. VALVES ON DEADEND LINES SHALL BE RODDED TO PROVIDE ADEQUATE
RESTRAINT FOR THE VALVE DURING A FUTURE EXTENSION OF THE LINE.
10. TREES ARE NOT PERMITTED IN THE ACSA EASEMENT.
11. THE CONTRACTOR SHALL BE RESPONSIBLE TO COMPLY WITH THE NO -
LEAD REGULATION REGARDING BRASS FITTINGS EFFECTIVE JANUARY 4,
2014 (SENATE BILL 3874 WHICH AMENDS THE SAFE DRINKING WATER ACT).
12. THE SEWER LATERAL BEYOND THE CONNECTION AT THE SEWER MAIN
SHALL BE PRIVATE. THE SEWER LATERAL STUB -OUT SHALL UNDERGO THE
ACSA LOW-PRESSURE AIR TEST TO SATISFY COUNTY TESTING
REQUIREMENTS. VISUAL INSPECTION OF THE SEWER LATERAL STUB -OUT
SHALL BE WITNESSED BY THE COUNTY BUILDING INSPECTIONS
DEPARTMENT. THIS INSPECTION SHALL OCCUR UNDER AN "OTHER
PLUMBING' PERMIT WHICH MUST BE OBTAINED BY THE CONTRACTOR.
13. THE SEWER LATERAL BEYOND THE CONNECTION AT A MANHOLE SHALL BE
PRIVATE. VISUAL INSPECTION AND PRESSURE TESTING OF THE SEWER
LATERAL SHALL BE WITNESSED BY THE COUNTY BUILDING INSPECTIONS
DEPARTMENT. THIS INSPECTION SHALL OCCUR UNDER AN "OTHER
PLUMBING' PERMIT WHICH MUST BE OBTAINED BY THE CONTRACTOR.
14. THE FIRE SPRINKLER MAIN DOWNSTREAM OF THE GATE VALVE IS PRIVATE.
VISUAL INSPECTION AND TESTING OF THE FIRE SPRINKLER MAIN
DOWNSTREAM OF THE GATE VALVE SHALL BE WITNESSED BY THE COUNTY
BUILDING INSPECTIONS DEPARTMENT. THIS INSPECTION SHALL OCCUR

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Line+Grade Civil Engineering,
dated February 5, 2021, and find it to be generally acceptable.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process.
