The County of Albemarle Planning Division will grant or recommend approval of the plat referenced above
once the following comments have been addressed: [Each comment is preceded by the applicable reference,
which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
1. [General Comment] This plat was submitted as four (4) separate plat documents that have since been
combined into one PDF that will be recorded as a single plat. Staff corresponded with the applicant
directly via email on 11/20/2020 and the applicant agreed to this. The combined plat PDF is attached to
this letter for reference purposes. Please make the following revisions:
a. [14-302 (A)(1)] Please provide a cover sheet with a revised plat title stating that this is an
easement plat creating (easement types) on Tax Map Parcels (insert TMP numbers). Rev. 1:
Comment addressed.
b. [14-302 (A)(2)] On the cover sheet, please provide a vicinity map at a scale of one (1) inch
equal to two thousand (2,000) feet showing the property and its relationship with adjoining land
and streets, its relationship with landmarks in the area and, if the subdivision is a phased
subdivision, all other phases of the subdivision for which a final plat has been approved, in
detail adequate to describe the location of the property without field review. Rev. 1: Comment
addressed.
c. [14-302 (A)(15)] On the cover sheet, provide notes listing each Tax Map Parcel (TMP) number
that is subject to this plat, and provide the owner names and addresses for each owner. Rev. 1:

d. [14-302 (B)(1)] On the cover sheet, provide an index listing sheet numbers and what is shown
on each sheet. Rev. 1: Comment addressed.
e. [14-302 (B)(2)] Provide the name of the person who prepared the plat on the cover sheet. Rev.
1: Comment addressed.
f. [14-302 (B)(4)] Provide a note on the cover sheet identifying whether there are any places of
burial on the TMPs subject to this plat. Rev. 1: Comment addressed.
g. 114-303 (D)] State the acreage of all parcels affected by this plat as a note on the cover sheet.

2. [14-302 (A)(4) & 14-302 (A)(5)] Please state identify whether each new easement is public or private in
the easement labels. Rev. 1: Please see En¢ineerina comments. SWM Facilities easements should
be labeled as public.
3. [14-302 (A)(4) & 14-302 (A)(5)] Across all applicable drawings, please revise the easement labels.
This plat is platting new easements, and currently new easements are shown on one sheet, and then they
are labeled as BSA on other sheets. Staff suggests revising the sheets so that each sheet shows new
easements by type. For example, sheet 2 shows new SWM facility and SWM access easements. Sheet 3
shows new drainage easements. Sheet 4 shows new ACSA easements, etc. Rev. 1: Comment
addressed.
4. [14-302 (A)(5)] Please state the deed book and page number of the recorded instrument for all existing
easements in the easement labels. Rev. 1: Comment addressed pending confirmation from ACSA
that no further revisions are needed.
5. [14-302 (B)(1)] Please add a date of last revision. Rev. 1: Comment stands.
6. [14-302 (B)(1)] Please revise the number of sheets listed on each sheet. In total, there are five sheets in
this plat. Rev. 1: Comment addressed.
7. [14-302 (B)(5)] Please provide a zoning classification note for each property subject to this plat on the
cover sheet.
a. Identify the primary zoning district and all applicable overlay districts for each property subject
to this plat. Rev. 1: Comment not fully addressed. The Zoning note on Sheet 1 only states
the primary zoning district that applies to each property and does not include the
applicable overlay zoning districts. According to Albemarle County GIS, the overlay
zoning districts that apply to each TMP are as follows:
TMP 32-20A1: AIA Airport Impact Area Overlay. EC Entrance Corridor Overlav, and
portions of the property are within the Managed Steep Slopes Overlay District.
TMP 32-20A2: AIA Airport Impact Area Overlay, EC Entrance Corridor Overlay, and
portions of the property are within the Managed Steep Slopes Overlay District.
TMP 32-23: AIA Airport Impact Area Overlay, EC Entrance Corridor Overlay, FH Flood
Hazard Overlav, and portions of the property are within the Managed and Preserved
Steep Slopes Overlav District.
TMP 32-23J: AIA Airport Impact Area Overlav, and portions of the DroDerty are within
the Managed Steep Slopes Overlay District.
b. Include references to any Zoning Map Amendments, Special Use Permits, and variances that
apply to each TMP in the note. Rev.I: Comment not fully addressed. Please revise the note
on Sheet 1 so that it states the applicable ZMAs and SPs that apply to each property. The
applicable ZMAs and Special Use Permits that apply to each parcel are as follows:
TMP 32-20A1: ZMA200000009, ZMA201300007, SP20020007.
TMP 32-20A2: ZMA200000009, ZMA201300007, SP20020007.
TMP 32-23: ZMA200000009, ZMA201300007, SP20020007, and SP201500003.
TMP 32-23J: ZMA200000009, ZMA201300007, SP20020007.
8. [14-302 (B)(7)] On the cover sheet, please provide a note indicating whether any of the properties
subject to this plat are located within an Albemarle County and/or City of Charlottesville water supply
watershed or an agricultural -forestal district. Rev. 1: Please revise the watershed note on Sheet 1,
these parcels are not located within a water supply watershed.
9. [14-302 (11)(9) Please address the following related to floodplains:
a. On the cover sheet, indicate whether any of the properties are located within the Flood Hazard
Overlay District. Identify the source used to make this determination. Rev. 1: Comment
addressed.
b. Show and label the limits of the Flood Hazard Overlay District on any applicable drawings.
Rev. 1: Comment addressed.
10. [14-302 (B)(10)] Show the location of any Water Protection Ordinance (WPO) stream buffers on all
applicable sheets. Rev. 1: Comment addressed.
a. Add a note to the cover sheet stating "The stream buffer(s) shown hereon shall be managed in
accordance with the Albemarle County Water Protection Ordinance." Rev. 1: Comment
addressed.
11. 114-303 (A)] Please provide a statement of consent to division on the cover sheet for each TMP subject
to this plat.
a. The statement of consent to division should be worded as follows: "The platting or dedication
of the following described land [insert a correct description of the land subdivided] is with the
free consent and in accordance with the desire of the undersigned owners, proprietors and
trustees, if any." Rev. 1: Comment addressed.
12. [14-303 (D)] Please clarify whether this plat is intending to dedicate the right-of-ways identified as
"Proposed Northside Drive" and "Cliffstone Boulevard" that are shown on the plat.
a. If this plat is not intending to dedicate the ROWS, staff suggests removing them from each
sheet. Rev. 1: Comment addressed, the ROWS in question will be dedicated with the final
subdivision plats for this phase. This plat is not dedicating or reserving these ROWS and
they are shown for context only.
13. [14-303 (D)] On the first sheet, there is a 0.11 acre area that is labeled "to be dedicated." Is this
intended to be dedicated to public use with recordation of this plat? If so, provide the existing and
proposed acreage of the TMP from which this area is being dedicated from. Rev. 1: Comment
addressed.
a. 114-302 (A)(14)] Revise the label for this area so that it states "hereby dedicated to public use."

14. [14-303 (L)] All new public drainage and SWM easements require a deed to be recorded with the plat.
See attached Engineering Division comments. Engineering Division staff will provide templates for
these deeds that must be completed and submitted with the revised plat, please contact the staff
Engineer listed below to obtain templates. Deeds will be sent to the County Attorney for review and
approval prior to approval of the plat. Rev. 1: Comment stands, see Engineering Division comments
for further information.
15. [14-303 (0)] On the cover sheet, please provide a signature panel for each property owner under the
statements of consent to division mentioned in comment # 11. Rev. 1: Comment addressed.
16. [14-303 (P)] On the cover sheet, please provide notary panels for the notary to acknowledge the
signature of the owner. Rev. 1: Comment addressed.

1. Since the SWM Facilities (and their access) are being used to meet DEQ requirements, they should be labelled as Public.
The SWM facilities and the pipes leading out can be shown as one easement (without the Public Drainage portion of the label)
and the Public Drainage label can be used for public drainage going into the facilities (this helps for how our deeds are set
up).
2. A Deed of Dedication will need to be signed and recorded for the public drainage easements. This will filled out by the
County and forwarded to the applicant when the plat is nearing approval.
3. A Deed of Dedication will need to be signed and recorded for the SWM facility easements. This will filled out by the County
and forwarded to the applicant when the plat is nearing approval.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plat as submitted by Townes Engineering, dated 9
February 2021, and find it to be generally acceptable.

A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process.
