Project program includes a park entrance, parking area, and a boat slide launch. Comments/Attachments: This project will replace the existing, rustic boat slide launch under the Rt. 29 bridge. It also includes a new reconfigured park entrance on Rio Mills Road, a small parking area located outside of the floodway, a short boat launch access drive with wooden stair, and a boat slide launch. It's intended for the entrance to be asphalt and the parking area and access drives to be compacted gravel. Minor grading will result in an overall cut condition within the floodplain. Excess material will be removed from the site. The plans have been ANHOLDLA.COM revised to address Initial CDD Site Plan review comments as outlined in a letter from Mr. Padahno on January 31, 2020. Please note the sheet numbering system has changed since the Initial Site Plan submission. 1. [Z.O. Section 32.5.2(a)]: Note 5 in the "General Information' notes on the Cover Sheet (Sheet C-1) correctly identified the zoning as "RA Rural Areas." However, please revise this note to include reference to the following zoning overlays: "FH Flood Hazard," "EC Entrance Corridor," and "AIA Airport Impact Area." RESPONSE: The referenced zoning overlays were added to the note. 2. [Z.O. Section 32.5.2(d)]: Note 6 in the "General Information' notes on the Cover Sheet (Sheet C-1) includes multiple references to "Steep Slopes." Because this property is in the Rural Area, please revise those references to "Critical Slopes." (Note: "Steep Slopes" are a zoning overlay located only within the Development Areas.) Section 32.5.2(n)]: Please show the proposed location(s) of waste and/or recycling containers, if any are proposed. RESPONSE: Waste and recycling containers are located adjacent to the portable toilet and are shown on the Site Plan. 10. [Z.O. Section 32.5.2(n)]: Please show the proposed location(s) of outdoor lighting and provide a photometric plan and luminaire details, if any outdoor lighting is proposed; or add a note indicating that no outdoor lighting is proposed. Please note that a Lighting Plan that demonstrates compliance with Z.O. Sections 32.6.2.k and 4.17 is required with the Final Site Plan application, if any outdoor lighting involving luminaires emitting 3,000 or more lumens is proposed. Please note that County staff have been notified about a potential partnership opportunity that could help support a more robust landscape plan for this riverside planting area. Please contact Parks & Recreation staff to discuss this riparian landscaping opportunity. Additionally, because the subject property is within the Entrance Corridor Overlay District, this proposed project (including the Landscape Plan) is subject to review by the Architectural Review Board (ARB) and ARB staff, and approval/issuance of a Certificate of Appropriateness by the ARB is required. RESPONSE: A full landscape plan with planting schedule and meadow seeding schedule has been included in the plan. 12. MOT plan should be on a separate sheet and designed for this project, include the proposed the proposed mill and overlay, pavement marking, pavement removal, and curb/ gutter construction. RESPONSE: MOT Plans and Details are included with this submission. 2. Comment: Provide stopping sight distance and profiles. RESPONSE: Stopping site distances are shown on Sheet G-002 Site Context and sheet C-200 Site Plan. The profiles are shown on Sheet C- 200. Please note that while the Entrance Site Distance Right does not meet the 45-mph requirement, it is much improved over the existing entrance conditions. 3. Comment: Show all entrance geometry. This use will require a commercial entrance as shown in appendix F. RESPONSE: Entrance geometries are shown on Sheet C-200 Site Plan. 4. The plans have been revised to address your Initial Site Plan review comments from February 4, 2020. 1. General Comment: Applicant should be aware that the South Fork Rivanna Dam is located less than a half mile upstream of the proposed boat launch. RWSA may at times need to release water from the dam, so the boat ramp and other facilities should be designed with that in mind applicant shall not hold RWSA responsible for any damage incurred from periodic water level rises. RESPONSE: Acknowledged. 2. General Comment: Applicant should install signage warning park visitors of the upstream dam. RWSA can assist with the design and wording of the warning signs, but the signs should be furnished by the applicant. RESPONSE: A warning sign will be installed by County Parks. 1. Sheet C-3 Comment: RWSA has an existing water line on the east side of Seminole Trail that is accessed from the Brook Hill Park property by travelling under the bridge. In order to access this water line for utility locating and maintenance purposes, RWSA has a lock on the existing gate that is flagged for removal on this sheet. If at any point a new gate is to be installed, RWSA will need its own lock on the gate to maintain access. RESPONSE: Please note the project survey did not identify an easement for the water line access. County Parks will coordinate gate locks as required for RWSA access. Review Comment: Coordination is required with the Historic Preservation Committee on interpretive signage. RESPONSE: Acknowledged. In response to a 2/4/2020 email from Tim Padalino regarding Historic Preservation issues we offer the following responses: Signage can be addressed during future phases of Brook Hill River Park and it is noted in the Site Plan Cover Sheet under General Information. Locations for signage in future phases could be determined for signage once a property survey by a licensed surveyor is conducted. We anticipate that Parks & Rec could coordinate with Albemarle County Historic Preservation Committee on an interpretive signage effort during these future phases. VA-DHR identified historic resources locations have been removed from site context plan and appropriate note has been added indicating that no such identified historic resources are affected by the proposed phase 1 improvements. CDD ARB 2. Review Comment: ARB comment on the initial Site Plan are required. RESPONSE: It's our understanding that ARB did review the Initial Site Plan submission, however we did not receive any comments. ACSA 3. Review Comments: Brook Hill River Boat Launch is outside the ACSA jurisdictional area. There are no comments from ACSA. I would recommend confirming with RWSA and make sure there are no comments from them in regards to their neighboring property. ANHOLD ASSOCIATES Page 2 RESPONSE: Acknowledged. Review Comment: As requested, I've reviewed the Initial Site Plan, dated 12/20/19, for the proposed construction, referenced above, I don t see any aspects of the proposed construction that fall under VDH regulatory authority and therefore have no objection. RESPONSE: Acknowledged.
