APPEAL: The Appellant is appealing the Zoning Administrator's Official Determination, dated January
10, 2020, that under Albemarle County Code § 18-30.3.11: (i) pedestrian trails are a by -right use in
the FHOD only provided that they "will serve one dwelling unit that could not be accessed by other
means'; and (ii) no primary or accessory structures (such as bridges) are permitted under a
recreational uses classification.
