Comments reflect information available at the time the development proposal was reviewed, and should
not be considered final. However, the Site Review Committee has attempted to identify all issues that
will be required to be resolved prior to Final Site Plan approval. The applicant shall request the project be

prior to preliminary plat approval:
1. [14-218] Total fees for the preliminary plat include $1,236.00 review fee + $75.00 Fire Rescue fee +
$303/48 mailed notice fee = $1,614.48 total. County records show that $1,311.00 has been paid for this
application. Please submit payment for the remaining $303.48.
2. [14-302 (A)(12)] The preliminary plat does not show proposed grading, but this is a requirement for
preliminary plats. See Engineering Division comments below, and contact the staff engineer for further
information on topography requirements.
3. [14-302 (A)(13)] Please show the location of all stormwater an drainage facilities. See Engineering
Division comments below, and contact the staff engineer for further information on topography
requirements.
Comment to be addressed prior to final plat approval:
4. [14-302 (A)(4)] Please show the location and dimensions of all existing and proposed private easements.
Existing easements shall be labeled with the deed book and page number and the name of the owner of
record.
5. [14-302 (A)(5)] Please show the location and dimensions of all existing and proposed public easements outside
of a street right-of-way. Existing easements shall be labeled with the deed book and page number and the name
of the public owner of record.
a. Proposed easements shall be labeled as "hereby dedicated to public use." See Engineering Division
comments for specific easements that must be public.
b. Any public easements that will be dedicated in Phase 5B will need to include a deed of easement.
Consult with the Engineering Division to obtain templates for public drainage and stormwater deed of
easement templates.
6. [14-302 (13)(5)] Please add a note to Sheet 1 identifying what type of development this is. The minimum lot size
for conventional subdivisions in the R4 District is 10,890 sq. ft. The lots proposed measure as small as 0.171
acres (7448 sq. ft.). This means that the development must meet the criteria for Standard Level Cluster
Development, Bonus Level Conventional Development, or Bonus Level Cluster Development. See Section 18-
15.3 of the Zoning Ordinance for further information.
a. [14-400] Depending on which development type this is, provide notes sating minimum lot size
permitted, and minimum lot size proposed.
b. [14-403] Provide notes stating minimum lot frontage required, and proposed.
c. If this is either Standard Level Cluster or Bonus Level Cluster, a minimum of 25% of open space is
required. Add a note stating the minimum open space required and open space proposed.
d. [14-302 (13)(5) and 14-400] Add a note stating the maximum density permitted and proposed.
7. [14-302 (A)(11)] If any portions of Belvedere Phase 5A get subdivided prior to approval of the final plat of
Phase 513, please state the TMP numbers and recorded instruments for the lots adjacent to Phase 5B.
8. [14-302 (A)(14)] Identify the acreage of public right-of-way that will be dedicated to public use. Add a note
stating "public street right-of-ways hereby dedicated to public use."
9. [14-302 (A)(15)] Please state the names and addresses of any easement holders that affect the properties as a
note on the final plat.
10. [14-303 (A)] On the final plat, please add a statement of consent to division as follows: "The platting or
dedication of the following described land [insert a correct description of the land subdivided] is with the free
consent and in accordance with the desire of the undersigned owners, proprietors and trustees, if any."
11. [14-303 (C)] Provide the exterior boundary lines of the property with bearings in degrees, minutes and seconds.
Curvilinear data shall include radius, central angle, are length, and tangent distance. All dimensions shall
conform to the standards set forth in this chapter.
12. [14-303 (D)] Clearly state the total acreage/ sq. footage of each existing lot and each proposed lot.
13. [14-303 (E)] All linear, angular, and curvilinear dimensions of lots, streets, alleys, public easements and private
easements and shared driveways shall conform to the requirements set forth in 8 VAC 10-20-370(C), a copy of
which shall be on file in the department of community development. Curvilinear data shall include radius, central
angle, arc length, and tangent distances and may be shown either directly on the corresponding boundary or
surveyed line or in table form. Easements shown for private streets, alleys and shared driveways shall be labeled
as "private street easement', "alley easement' or "shared driveway easement." The easement holder(s) shall be
identified on the plat. If shared driveways are shown, a note shall be added to the plat stating that maintenance
shall be by the owners of the lots affected by the shared driveway easement, not by the Virginia Department of
Transportation or the county.
14. [14-303 (G)] Please state who will own all common areas (private open space, private streets, etc.).
15. [14-303 (H)] Identify the location and material of all permanent reference monuments.
16. [14-303 (1)] Provide a definite bearing and distance tie between not less than two (2) permanent monuments on
the exterior boundary of the property and further tie to existing street intersection where possible and reasonably
convenient.
17. [14-303 (L)] Identify the location and dimensions of each public utility, drainage and sight distance easement
outside of a street right-of-way; for each existing easement, include a note stating the deed book/page number.
18. [14-303 (11)] The name of each proposed street, which names shall be subject to approval by the agent.
See E911 comments for more information.
19. [14-303 (0)] On the first sheet, add signature panels for each owner and for the agent or his designee. The
signature panel for the owner shall be located immediately below the statement required by Section 14-303 (A)
20. [14-303 (P)] Add notary panels for the notary to acknowledge the signature of the owner.
21. [14-303 (Q)] Add a note stating that the properties will be served by the public water and sewer system.
22. [14-303 (S)] Provide at least four (4) control points, evenly distributed across the property and located at survey
property comers, and shown on each sheet depicting the property.
23. [14-311] A road plan application will need to be submitted, reviewed, and approved prior to final plat approval.
See VDOT comments below for additional information on street design.
a. [14-410,14-411, 14-422] All public streets must meet the requirements specified in these Code sections.
This information must be provided on the road plans.
b. [14-428] Public street right-of-ways, including sidewalks and planting strips within the right-of-way,
must be dedicated to public use.
24. [14-316] VDOT approval of entrances onto existing public streets will be required prior to final plat approval.
25. [14-317] Prior to final plat approval, an instrument evidencing maintenance of all require improvements (private
easements, open space, etc.) must be submitted and reviewed to ensure compliance all applicable sub -sections
of Section 14-317.
26. 114-434, 14-4351 Prior to final plat approval, all proposed streets must be built or bonded.

stamped engineered design also. Walls require inspections as outlined in the USBC.

ALL water lines, sewer lines, and fire lines from the main to the structure located on private property MUST have a visual
inspection performed by the building department.

Where the flood level rims of plumbing fixtures are below the elevation of the manhole cover of the next upstream manhole in
the public sewer, the fixtures shall be protected by a backwater valve installed in the building drain, branch of the building drain
or horizontal branch serving such fixtures. Plumbing fixtures having flood level rims above the elevation of the manhole cover of
the next upstream manhole in the public sewer shall not discharge through a backwater valve.

No Objection to Plat, however to help in your planning future steps/reviews of this project here are pointsACFR uses and apply
as appropriate:
1) To accommodate emergency vehicle access, emergency vehicle access road(s)/route(s) may be required
2) Emergency vehicle access road(s)/route(s) needs to provide access to all buildings/structures to allow access of all sides of
the ground level within 150 feet from the emergency apparatus
3) An emergency vehicle access road/route needs to provide a suitable service to sustain the weight of emergency apparatus
weighing up to 80,000 lbs.
4) An emergency vehicle access road/route needs to provide an unobstructed travel way width of 20 ft. if buildings/structures
are under 30 feet tall and 26 ft. if over 30 feet tall
5) To ensure that parking does not obstruct the emergency apparatus travel way as described above, no parking signs may be
required in appropriate areas
6) Any dead-end longer than 150 ft requires an approved turn around for emergency apparatus
7) May need to provide a note of the required ISO fire calculation for the buildings
8) If within the ACSW service area, may need to indicate the latest ACSW flow test to ensure adequate fire flow per calculation

Dear Mr. Langille:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced - Belvedere Phase 5B — Preliminary Plat, as submitted
by Roudabush, Gale & Assoc. Inc., dated February 22, 2021 and find the following:
1) Approved road plans meeting SSAR, and in compliance with the VDOT Road Design
Manual are required prior to plat approval.
2) A turn around should be provided on any temporary or stub street longer than 150'.
3) Fowler Street has a 58' R/W. Why is the R/W reduced to 50' ?
A VDOT Land Use Permit will be required prior to any work within the right of way. The
owner/developer must contact the Charlottesville Residency land Use Section at (434) 422-9399
for information pertaining to this process.
