On behalf of Airport Plaza, LLC we offer the following responses to comments dated
March 51h, 2021. Responses are in bold italic text below each comment. Please note:
comments have been renumbered. Original numbers are in parentheses. References to
comment numbers refer to the new numbers unless otherwise noted.
VSMP — David James
General
1. (Original Comment #6) Record any offsite easements prior to the start of
construction. (Rev. 1) Acknowledged; please show these recorded easements on
the existing conditions sheet, C1.0. (Rev. 2) Not addressed.
The offsite construction and access easements have been recorded. See these
easements and their deed book and page numbers on revised sheet C1.0.
2. (#7) (Rev.1) Submit an easement plat for the SWM facilities & access easements.
These will need to be recorded prior to VSMP plan approval. (Rev.2) Plat under
review. Not recorded yet.
An easement plat has been submitted, and all comments have been resolved.
Approval is pending review of deeds, which are being submitted for review
separately from this submission. Once drafts are approved and deed is
recorded, WPO plan will be updated with deed book/page numbers on the
signature submission set.

3. (#8) (Rev.1) Record the SWM Maintenance Agreement prior to VSMP plan
approval. Please contact Ana Kilmer akilmer@albemarle.org about SWM nutrient

credit (NC) purchase and Maintenance Agreement. (Rev.2) Agreement & NC
purchase required prior to plan approval. -Currently, 1.40 Ib/yr TP NC required.

of Sale has been provided in place of the letter of availability on revised sheet
C7.2.
Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17-405. A
SWPPP must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures
necessary.
4. (#2) (Rev.2) Complete latest version of Registration Statement. -attached
The SWPPP has been updated with the latest version of the registration
statement. See updated SWPPP accompanying this submission.
5. (#3) (Rev.2) Cover- Please sign & date seal.
The cover and all applicable pages of the SWPPP have been signed and dated in
original ink. See attached.
Stormwater Management Plan (SWMP)
VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or
disapprove a SWMP. This plan is disapproved, and the reasons are provided in the
comments below. The stormwater management plan content requirements can be
found in County Code section 17-403.
6. (#16) (Rev.2) Adjust angle of outlet & OP to BMP.
Per email with County staff on 3118121, the angle of the pipe has not been
changed. Instead, the riprap outlet protection apron and gravel diaphragm has
been expanded to aid in dissipating flows evenly into the BMP. Additional spot
shots within the apron have been added to C7.5 to ensure the apron is
constructed as designed. See revised sheet C7.5.
7. (#17) (Rev.2) Sheet 7.7 —Add a trash rack/screen to orifice at weir bottom.
A trash rack has been added to protect the control structure orifice. See new
detail and updated detail on revised sheet C7.7.
8. (#18) (Rev.2) Re-sign & date seal of stormwater report.
The report has been signed and dated to match the plan date of this
submission. See attached.
