Brich, P.E. 1401 East Broad Street Commissioner Richmond, Virginia 23219 April 1, 2021 Frank Pohl County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 (804) 786-2701 Fax: (804) 786,2940 Re: SUB-2021-00046- Jarmans Gap Development TMP 55-77A1 - RP Dear Mr. Pohl: The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the above referenced Jarmans Gap Development TMP 55-77A1 — Road Plan, as submitted by Collins Engineering, dated March 3, 2021 and find the following: 1. The Secondary Street Acceptance Requirements (SSAR) call for a second connection for a development of this size. An approved connection, stub or approved waiver is required prior to plan approval. 2. Is Jarmans Gap prescriptive easement along project length? Easement should be dedicated to an acceptable width. 3. Please show the current posted speed limit on this section of Rte. 691, Jarmans Gap Road. 4. Please show the existing route numbers on the plan. 5. Please show the location of the CD-1 and EW-12 or alternative outlet structure on the plan view. 6. Sidewalk along Jarmans Gap should have a minimum 3' buffer strip. 7. Mill and overlay will need to extend a minimum 2' past the proposed work within the R/W. 8. The drainage manual states that pipe velocities in excess of 10 fps are to be avoided. We recommend that velocities be adjusted accordingly. VirginiaDOT.org WE KEEP VIRGINIA MOVING 9. Please verify calculations are correct. Some elevations do not appear to match the plan. 10.Please provide culvert headwater elevation on the plan view. I I.Invert in on culvert profile is mislabeled as outlet. 12.Please verify 18" culvert pipe is adequate for drainage area and outlet of existing 24" RCP without overtopping the proposed road near the cul-de-sac. Recommend upsizing culvert pipe to prevent overtopping of sidewalk. 13.Note that the final plan must show conformance with the VDOT Road Design Manual Appendices B(I) and F, as well as any other applicable standards, regulations or other requirements. A VDOT Land Use Permit will be required prior to any work within the right of way.
