This letter is intended to accompany the revised plans and serve as written response to the comment letter dated April 15, 2021. Planning (Kevin McCollum) 1. [32.5.2 (a)] According to Albemarle County GIS the property is located within the Airport Impact Area, Flood Hazard, and Steep Slopes - Managed and Preserved Overlay Districts. Please add these to the Zoning information on the Cover Sheet. Response: Information added to Sheet 1. 2. [32.2.2 (1), 4.12] The parking schedule indicates that 10 parking spaces will be provided for 10 employees. SDP201700067 shows two parking spaces adjacent to the existing building. This Minor amendment depicts one of these spaces being converted to a dumpster pad. Is the second space still available? If so, please add a label that clearly shows that space as an available parking space. Response: Since the remaining space in question is adequately sized for parking, it has labeled as a parking space and counted in the parking calculations now. 3. [32.5.2 (d)] Please correct the callouts to identify the slopes as Steep Slopes - Preserved and Steep Slopes - Managedinstead of "Critical Slopes." Response: Plan callouts revised. 4. [32.6.2 (k)] SDP201700067 provides some lighting information, but this plan does not. Are any new lights proposed?If so, a lighting plan will need to be provided, see comment 7 below. Response: No new lighting is proposed. The existing site lighting was approved with the original SDP2017-67 application. 5. [32.7.9(d)] Please provide the street tree calculation requirement on the landscaping Plan to ensure the appropriatenumber of street trees are provided. Response: Street tree calculation added to Sheet 4. The street tree requirement was met at the time of the SDP2015-40 application by planting Scarlet Oak trees along the Avon Street Extended frontage. There are currently 9 Scarlet Oaks along this street frontage which exceeds the requirement. 6. [32.7.4.1] Prior to approval of the minor amendment, a Water Protection Ordinance (WPO) application must be submitted, reviewed, and approved by the Engineering Division. See Engineering comments for further information. Response: WPO application to be submitted separately in early May 2021. [32.7.8 and 4.17] Please identify the proposed locations and types of any new outdoor lighting that will be installed as part of this project. The minor amendment should demonstrate compliance with all applicable site lighting requirements of the Zoning Ordinance. This may include a lighting/photometric plan that identifies footcandle measurements within the property and along the property lines. a. Provide a schedule of proposed outdoor luminaires that identifies the luminaire type, wattage, lumens, pole heights (if applicable), LLF (use 1.0 for calculations), etc. b. [4.17.4 (b)(1)] The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half (Y2) foot candle. A spillover shall be measured horizontally andvertically at the property line or edge of right- of-way or easement, whichever is closer to the light source. c. [4.17.4 (b)(2)] All outdoor lighting, regardless of the amount of lumens, shall be arranged or shielded to reflectlight away from adjoining residential districts and away from adjacent roads. d. [4.17.4 (a)] All outdoor luminaires emitting 3,000 lumens or greater shall be equipped with a full -cutoff fixture. e. If no new outdoor lighting is proposed (this includes pole lights as well as wall - mounted lights on anystructures), then state this in the project narrative on Sheet CO.0. Response: No new site or building lighting is proposed with this site plan amendment. A note has been added to the Project Data. Albemarle County Architectural Review Board (ARB) (Margaret Maliszewski) No Objections (4/5/2021) Response: No response required. Albemarle County Building Inspections (Betty Slough) 1. Reference the updated version of the ICC ANSI A117.1 Accessible and Usable Buildings and Facilities 2009. Response: Reference corrected on the Cover Sheet. 2. Add the following note to the general notes page: Retaining walls greater than 3 feet in height require a separate building permit. Walls exceeding 4 feet in height require a stamped engineered design also. Walls require inspections as outlined in the USBC. Response: Note added to the Cover Sheet. 3. Add the following note to the general notes page: Accessible parking spaces, access isles, and accessible route shall be installed in accordance with ICC ANSI A117.1-09 and the 2015 Virginia Construction Code. Response: Note added to the Cover Sheet. 4. Add the following note to the general notes page: ALL water lines, sewer lines, and fire lines from the main to the structure located on private property MUST have a visual inspection performed by the building department. Response: Note added to the Cover Sheet. 5. Add the following to the general notes page: All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks. Response: Note added to the Cover Sheet. 6. Add the following note to the general notes page: Buildings or structures built before January 1, 1985 must have an asbestos survey performed in order to apply for a demolition permit. Asbestos removal permits are required if positive for such from Albemarle County and VDOLI. Contact VDOLI for their additional requirements and permits for demolition projects at 540- 562-3580 x131. Response: Note added to the Cover Sheet. Albemarle County Engineering Services - Frank Pohl, PE 1. Please submit an amendment for WP0201500063 to show the removal of the level spreader and the addition of impervious area. How do these changes effect water quality/quantity requirements? Response: WPO application to be submitted separately in early May 2021. Additional nutrient credits will need to be purchased for the additional impervious areas. The proposed, revised storm outfall is an adequate channel adjacentto a small river so no quantity attenuation is anticipated. Albemarle County Fire -Rescue (ACFR) - Howard Lagomarsino No Objections (4/1/2021) Response: No response required. Albemarle County Service Authority (ACSA) - Richard Nelson Review Pending (4/15/2021) Response: No revisions anticipated because the plan does not require any changes to existing utilities.
