This letter contains responses to the action letter dated February 2, 2021. Our responses are as follows: 1. Adjust utilities to allow for large trees, 2.5" caliper at planting, along both sides the full length of the travelway located south of the Block B building. RESPONSE: The proposed storm pipe adjacent to the road will be 5-10' underground (see 21C8). Due to the depth of installation, we believe that large shade trees may be planted in the same planting strips without issue, as large shade trees tend to have shallow roots near the surface, with some roots extending only 3' underground. 2. Add the standard lighting note to the plan. "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle. RESPONSE: Comment received. Prior to any construction within any existing right-of-way, including connection to any existing road, a permit shall be obtained from the Virginia Department of Transit (VDOT). This plan as drawn may not accurately reflect the requirements of the permit.Where any discrepancies occur the requirements of the permit shall govern. 2. All materials and construction methods shall conform to the current specifications and standards of VDOT unless otherwise noted. 3. Erosion and siltation control measures shall be provided in accordance with the approved erosion control plan and shall be installed prior to any clearing, grading or other construction. 4. All slopes and disturbed areas are to be fertilized, seeded and mulched. 5. The maximum allowable slope is 2:1 (horizontal:vertical). Where reasonably obtainable, lesser slopes of 3:1 or better are to be acheived. 6. Work shall be subject to inspection by Albemarle County Service Authority inspectors. The Contractor will be responsible for notifying the proper service authority officials at the start of the work. 2. The location of existing utilities across the line of the proposed work are not necessarily shown on the plans and where shown, are only approximately correct. The contractors shall on his own initiative locate all underground lines and structures as necessary. 3. All materials and construction shall comply with the current edition of the general water and sewer construction specifications as adopted by the Albemarle County Service Authority. 4. All public water and sewer facilities shall be dedicated to the Albemarle County Service Authority. 12. Backflow prevention is required for all connections to the water main. When working adjacent to existing structures, poles, etc., the contractor shall use whatever methods that are necessary to protect structures from damage. Replacement of damaged structures shall be at the contractor's expense. 3. The contractor shall be responsible for protecting all existing site structures from damage and coordinating work so that the owner can make necessary arrangements to modify/protect existing structures from damages. 4. The contractor shall be responsible for notifying all utility owners, adjacent land owners whose property may be impacted and the Virginia Department of Transportation prior to completing any off -site work. 5. Contractor shall notify and coordinate all work involving existing utilities with utility owners, at least 72 hours prior to the start of construction. 6. All bare areas shall be scarified, limed, fertilized, seeded and mulched. 9. All trees, saplings, brush, etc. shall be removed from within the right of way and the drainage easements. 10. Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated. 11. Retaining walls require separate building permits. 12. All water service lines, sanitary laterals, and sprinkler lines must be visually inspected by the Albemarle County Building Department from the main to the structure. 13. Accessible parking spaces, access aisles, and accessible route shall be installed in accordance with ICC ANSI A117.1-09 and the 2015 Virginia Construction Code. 14. Where the flood level rims of plumbing fixtures are below the elevation of the manhole cover of the next upstream manhole in the public sewer, the fixtures shall be protected by a backwater valve installed in the building drain, branch of the building drain or horizontal branch serving such fixtures. Plumbing fixtures having flood level rims above the elevation of the manhole cover of the next upstream manhole in the public sewer shall not discharge through a backwater valve. 15. All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks. The light at the beginning of the barrier run and at the breakpoint where the barrier becomes parallel to the roadway shall be a Type B flashing light. Barrier delineators shall be installed along the traffic side of the concrete barriers. Barrier delinators shall be spaced on 20' centers along the transition or taper sections and spaced on 80' centers2in-between the barrier panels approximately 24 inches up from the roadway surface. The project site is opposite 5th St. Ext. from the 5th St. County Office Building which is characterized by a campus -style complex with uniform maturing landscape adjacent to the 5th St. corridor and a low-rise office building. Block 5 is anticipated to be the first building under construction within Albemarle Business Campus. The building will feature varied materials including brick, EIFS, and CMU. The east and west fagade corners will be anchored by commercial storefronts housing the storage leasing office and a commercial, office, or retail tenant. The fenestration rhythm and material patterns on the primary facades (South fagade primary, East and West facades secondary) breaks up the overall scale of the building and creates a more typical office appearance. A parapet wall will be constructed on the primary facades to screen roof top equipment. Fabric awnings will be provided at all main entry points for both the self -storage use and the future tenant entry. SHEET 2 OF 9 As the first building that is proposed in this master planned development, the self-storage/flex building in Block 5 will be the first visible structure within ABC to establish the overall program for the master planned development. The materials and tones of the self-storage/flex building complement the proposed future phases of Albemarle Business Campus. At full build -out, ABC will be anchored on the east side of Old Lynchburg Road by a Class A Office building and on the west side it will be anchored by a multi -family community. ABC will also be characterized by well-connected amenity areas including a central pocket park, dog park, robust pedestrian improvements, transit stop improvements, and a dynamic transport plaza that will take shape as each block builds -out in the future. PROJECT PROPOSAL 5th St. Forest LLC (the "applicant") proposes to develop a 103,500 gross square feet storage/flex building on an approximately 1.54 acre portion of tax map parcel 07600-00-00-046A0. This building is the first of several proposed for construction within a neighborhood model district planned development known as "Albemarle Business Campus" ("ABC"). The development site is located within Block 5 of ABC which is approximately 320' north of the intersection of Old Lynchburg Road and 5th Street Extended and is just south of the Region Ten Community Services property. The storage/flex building will feature approximately 98,935 square feet of self -storage use, which includes a 1,000 square foot self -storage leasing office, and 4,565 square feet of tenant space which may be occupied by a variety of users that are allowed by -right per the Code of Development approved with ZMA2019-00003. The scale of the building will be diminished by utilizing the existing grade and building two stories of the building entirely below the proposed grade into the existing low point in Block 5; a portion of the third story will be below grade and so from the 5th Street Entrance Corridor, the building will appear to be three stories along its eastern fagade and two stories along its western fagade. The maximum height above grade will be 42'-4". BLOCK 5 11 KEY PLAN The applicant has submitted an initial site plan, SDP2020-66, for review by the County. This initial site plan lays out the general development plan for the entirety of ABC and the applicant intends to move forward with final site development plans on a per block basis. The applicant requests a preliminary review of the initial site development plan, specifically for Block 5, by the Architectural Review Board. In addition to the storage/flex building, the development within Block 5 will feature the required landscape, amenity, and parking improvements per the approved Code of Development. A portion of the internal street will be constructed during the site development of Block 5 and this portion of the street will feature required sidewalk and landscape improvements on either side of the street.
