QUESTION: Shall Albemarle County be authorized to levy a food and beverage
tax of no more than four percent on food and beverage sold for human consump-
tion by restaurants and on prepared sandwiches and single-meal platters sold
by grocery stores and convenience stores at delicatessen counters, not to
exceed eight and one-half percent when added to the State and local general
sales and use tax?
