STORMWATER MANAGEMENT: WATER QUALITY: TO ADDRESS RUNOFF QUALITY REQUIREMENTS SET FORTH IN 9VAC25-870-65, THE SITE LAND COVER INFORMATION WAS ENTERED INTO THE VRRM REDEVELOPMENT SPREADSHEET. THIS INCLUDED PRE -DEVELOPMENT AND POST -DEVELOPMENT LAND AREAS. THE VRRM SPREADSHEET, ATTACHED IN THIS PACKET, SHOWED THAT THE PROJECT REQUIRED A TOTAL PHOSPHOROUS (TP) REDUCTION OF 2.12 LB/YR. TO ACHIEVE REQUIRED TP REDUCTION, WE HAVE SELECTED A STORMTECH BMP WITH TWO ISOLATOR ROWS THAT ACHIEVES 40% TP REMOVAL TO TREAT A PORTION OF RUNOFF WHICH FLOWS THROUGH THE SITE. THE STORMTECH BMP WILL TREAT 1.15 LB/YR TP, WHICH IS EQUIVALENT TO REMOVAL OF 54.25% OF SITE. THE REMAINING 0.97 LB/YR TP REDUCTION WILL BE MET WITH A PURCHASE OF PHOSPHOROUS CREDITS FOR THAT AMOUNT. THUS, ALL RUNOFF QUALITY REQUIREMENTS FOR THIS DEVELOPMENT ARE ACHIEVED. WATER QUANTITY: THE SWM QUANTITY CALCULATIONS ANALYZE THE CONCENTRATED RUNOFF FROM THE DEVELOPMENT AT A POINT OF ANALYSIS (POA) AT THE NORTH WESTERN CORNER OF THE DEVELOPMENT PROPERTY. ALL CONCENTRATED RUNOFF FROM THE DEVELOPMENT WILL BE ROUTED TO TWO UNDERGROUND DETENTION FACILITIES AND THEN TO THE PDA. THE SITE WAS DIVIDED INTO TWO DRAINAGE AREAS (DA 1 & DA 2), EACH DRAINAGE AREA FLOWS INTO A DETENTION SYSTEM. THE FIRST DRAINAGE AREA, DA 1, IS 1.779 ACRES WHICH FLOWS INTO THE STORMTECH MC-3500 UNDERGROUND CHAMBER SYSTEM. THE SECOND DRAINAGE AREA, DA 2, IS 0.169 ACRES FLOWS INTO THE STORMTECH SC-310 UNDERGROUND CHAMBER SYSTEM. AFTER THE SITE RUNOFF FROM BOTH DA 1 & DA 2 HAS BEEN CONTAINED IN THE UNDERGROUND DETENTION SYSTEMS, BOTH DETENTION SYSTEMS RELEASE THE WATER OUT TO THE POINT OF ANALYSIS (POA) AT THE NORTH WESTERN CORNER OF THE DEVELOPMENT. THE POST-DEV RUNOFF (QPOST-DEV) FOR THE 1-YEAR STORM EXCEEDS THE MAXIMUM ALLOWABLE PEAK RUNOFF (QMAX) OF 0.13 CFS; HOWEVER, IT REMAINS APPROXIMATELY 50% BELOW THE PRE-DEV LEVEL AND WELL BELOW THE 1 CFS THRESHOLD THAT HAS BEEN CONSIDERED A POINT WHICH VARIANCES CAN BE CONSIDERED TO WAIVE THE ENERGY BALANCE REQUIREMENT. THUS, A VARIANCE REQUEST HAS BEEN SUBMITTED TO THE THE COUNTY OF ALBEMARLE ENGINEER FOR REVIEW. 9VAC25-870-66-C-2(A) REQUIRES THAT THE POINT OF DISCHARGE CONFINES THE POST -DEVELOPMENT PEAK FLOW RATE FROM THE 10-YEAR 24-HOUR STORM EVENT WITHIN THE STORMWATER CONVEYANCE SYSTEM TO AVOID THE LOCALIZED FLOODING. THIS CONDITION IS SATISFIED FOR THE 10-YEAR 24-HOUR STORM EVENT AS THE 10-YEAR RUNOFF IS CONTAINED WITHIN BOTH OF THE DETENTION SYSTEMS. PRE-DEV PEAK RUNOFF MAX. ALLOWED PEAK RUNOFF POST-DEV PEAK RUNOFF 1-YR 0.64 CFS OA4 CFS 0.28 CFS 10-YR 3.32 CFS 3.32 CFS 2.44 CFS ENVIRONMENTAL CONTROLS 1.CONTRACTOR SHALL PROVIDE AND MAINTAIN ALL ENVIRONMENTAL CONTROL MEASURES SO AS TO COMPLY WITH LOCAL ORDINANCES, STATE AND FEDERAL LAWS AND REGULATIONS APPLICABLE TO WATER POLLUTION IN WATERS OF THE STATE AND IN INTERSTATE WATERS. 2. CONTRACTOR SHALL MINIMIZE THE POTENTIAL FOR AIR POLLUTION BY THE USE OF EMISSION CONTROL EQUIPMENT ON CONTRACTOR OPERATED EQUIPMENT, SHUT -DOWN OF MOTORIZED EQUIPMENT WHEN NOT IN USE, AND ACTIVELY CONTROLLING DUST EMISSIONS THROUGHOUT THE PROJECT. 3.
