Committee Action Letter
Dear Mr. Anhold:
The Agent for the Board of Supervisors hereby grants conditional administrative approval to the above
referenced site plan. All comments contained in the attached comment letter dated April 23, 2021 must be
addressed prior to final site plan approval.
This approval shall be valid for a period of five (5) years from the date of this letter, provided that the
developer submits a final site plan for all or a portion of the site within one (1) year after the date of this
letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter
diligently pursues approval of the final site plan.
In accordance with Chapter 18 Section 32.4.2.8 Early or Mass Grading may be permitted after the
following approvals are received:
1. Engineering approval of a VSMP plan meeting the requirements of Chapter 17 of the Code of the
County of Albemarle.
2. Approval of all easements for facilities for stormwater management and drainage control.
The final site plan will not be considered to have been officially submitted until the following items are
received:
1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code.
2. Applicable fee.
Please submit 12 copies of the final plans to the Community Development Department. The assigned
Lead Reviewer will then distribute the plans to all reviewing agencies. Once you receive the first set of
comments on the final site plan, please work with each reviewer individually to satisfy their requirements.
The Department of Community Development shall not accept submittal of the final site plan for signature
until tentative approvals for the attached conditions from the following agencies/reviewers have been
obtained:

1. [32.5.2(a)] Please correct the title to reflect the Initial Site Plan Number: SDP202100015.
2. [32.5.2(a)] Please include the Flood Hazard Overlay in General Information Note 8 on the Cover Sheet.
3. [32.5.2(a)] Monticello Viewshed is not an official Overlay Zoning District in the County's Zoning Ordinance.
Please remove reference to this in Note 8 on the Cover Sheet and add it as a separate note.
4. [32.5.2(a)] Please provide the total number of sheets at the bottom of the Sheet List Table on the Cover Sheet.
5. [32.5.2(a)] For any adjacent parcels visible on the drawings, please show the property lines and include a label
stating the owner name, TMP number, zoning districts, and present uses.
6. [32.5.2(b), 4.12.61 Please provide a parking study to be reviewed by the Zoning Administrator to confirm the
proposed parking requirements. Pleas be aware that if the Zoning Administrator determines that more parking is
needed, the site plan will need to be revised accordingly to add additional spaces.
7. [32.5.2(e), 32.7.9.4] Please provide additional information on the existing vegetation on site. Is this a mix of
deciduous, evergreen, or other plant material? Are there trees and shrubs? Please provide general caliper sizes
of existing trees at their diameter at breast height (DBH) where possible. Staff suggests providing these additional
info on the existing conditions and/or landscaping plans.
8. [32.5.2(e), 32.7.9.4, 32.7.91 Please update the plant schedule to include the botanical name, common name, size,
and quantity of all existing and proposed landscaping features.
a. Please provide the canopy area per plant for each species type, and then state the total canopy per species
type based on the amount of trees/shrubs provided. Canopy calculations can be found here:

9. [32.7.9.5] Please provide street trees along Scottsville Rd. Street trees shall be planted with even spacing in a
row within the public street right-of-way or adjacent to the public street right-of-way if not permitted therein by
the Virginia Department of Transportation, and within the private street right-of-way. One large street tree shall
be required for every 50 feet of street frontage, or portion thereof, if 25 feet or more. Where permitted, one
medium shade tree shall be required for every 40 feet of road frontage, or portion thereof, if 20 feet or more. If
required street trees cannot be planted within the parking setback or within ten feet of the street right-of-way due
to sight distance, utility easements or other conflicting requirements, then the planting strip shall be enlarged to
accommodate the trees.
10. [32.5.2 (k)(1), 32.6.2(g)] Any new easements required for water, sewer, drainage facilities, or any
proposed utilities will need to be reviewed, approved, and recorded prior to final site plan approval.
Please submit an easement plat application the County for review. The final site plan will need to be
updated so that all easements are shown and labeled identifying easement type, whether it's public or
private, a width dimension, and the recorded instrument with deed book and page number.
11. [32.6.20), 32.7.9.6] Please show that an area of at least five percent of the paved parking and vehicular
circulation area is landscaped with trees or shrubs. As stated above please include the botanical name,
common name, size, and quantity of all existing and proposed landscaping features.
12. [32.7.5.1(c)] The final site plan will not be signed until approval for sewer facilities is received from the
Virginia Department of Health. Please see VDH's comments (attached) for more information.
13. [32.7.8 and 4.17] If any outdoor lighting is proposed, please provide a lighting plan will need to be included
with the final site plan submission that complies with all applicable regulations specified in Section 4.17 of the
Zoning Ordinance. This includes:
a. Provide footcandle measurements within the property and along all property lines. Use a light loss factor
of 1.0 to determine footcandles on site.
b. [4.17.4 (a)] Provide manufacturer cut -sheets for all proposed outdoor luminaires.
c. [4.17.4 (a)] All proposed outdoor luminaries exceeding 3,000lumens must be full -cutoff fixtures. Please
provide documentation from the manufacturers that all fixtures will be full -cutoff.
d. Please state the pole height of all outdoor luminaires.
e. [4.17.4 (b)] Add a note stating "The spillover of lighting from luminaires onto public roads and property
in residential or rural areas zoning districts shall not exceed one-half (%) foot candle."
f. Please add a note to which states "Each outdoor luminaire equipped with a lamp that emits 3,000 or
more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away
from adjoining residential districts and adjacent roads. The spillover of lighting from luminaires onto
public roads and property in residential or rural areas zoning districts shall not exceed one-half
footcandle."

Albemarle County Engineering Services (Engineer) — Matthew Wentland, mwentland&albemarle.org — Requested
changes, see below.
1. A VSMP plan will be required and will need to be approved prior to Final Site Plan approval. Review of the VSMP
plan may generate additional comments on the Final Site Plan. The ESC and SWM was not reviewed in detail on
these plans, however some of the diversions appear to be directing concentrated water to unprotected slopes.
2. A road plan will be required and will need to be approved prior to Final Site Plan approval. Review of the road plan
may generate additional comments on the Final Site Plan.
3. Structures 24 and 25 do not appear to outlet into a defined channel. Provide the flows through these pipes, additional
grading and/or permanent outlet protection may be required.
4. Verify the turning radii in the access aisles meet standards for Fire Rescue equipment. [ 18.4.12.17d]

1. Entrance road, cross section on sheet 23 suggests the road width will have an unobstructed travelway of 24 ft to 30
ft, but on sheet 16, the width for the road is unclear until you get to the parking lot where the unobstructed width
runs 22 ft to 24 ft; Please clarify the entrance road will meet or exceed the required, unobstructed travelway width
of 20 ft.
2. Radii for turns must be no less than 25 ft to accommodate emergency apparatus; the turn radius on the entrance road,
shown on sheet 16, the turn between the # 10 and # 11 hexagons, and the right turn into the parking lot, to the left of
the # 12 hexagon shows only a 15 ft turn radius.
3. Please indicate the required ISO fire flow for any structures to be erected on the site (appears a toilet house will be
built) and if within the ACSWA service area, indicate location of hydrants and fire flow available from the hydrants.
4. Please provide for no parking signs along the entrance road, unless the width will accommodate parling so that the
unobstructed travelway width is not reduced below 20 ft. (example - parking on one side requires a 28 ft wide
travelway per fire code).

Dear Mr. Anhold,
At its meeting on Monday, April 19, 2021, the Albemarle County Architectural Review Board unanimously voted
to forward the following recommendations on the above -noted Initial Site Development Plan to the agent for the
Site Review Committee:
• Regarding requirements to satisfy the design guidelines as per § 18-30.6.4c(2), (3) and (5) and
recommended conditions of initial plan approval:
o Prior to Initial Plan approval the following items shall be resolved to the satisfaction of the ARB:
None. The ARB recommends approval of the Initial Plan without conditions.
• Regarding recommendations on the plan as it relates to the guidelines: None.
• Regarding conditions to be satisfied prior to issuance of a grading permit: None.
• Regarding the final site plan submittal:
A Certificate of Appropriateness is required prior to final site plan approval. The following items and all
items on the ARB Final Site Plan Checklist must be addressed:
1. Provide information on the visibility and appearance of the pipes with end walls and the block
walls at utility poles in the site plan.
2. Include the standard mechanical equipment note on the site plan: 'Visibility of all mechanical
equipment from the Entrance Corridor shall be eliminated."
3. Consider external down lighting for proposed signage.
4. Provide additional trees along the frontage to help integrate the site into the surrounding context.
5. Provide a complete plant schedule with the next submittal.
6. Add the standard landscaping note to the landscape plan: "All site plantings of trees and shrubs
shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited.
Shrubs and trees shall be pruned minimally and only to support the overall health of the plant."
7. Provide details of the entrance walls and utility pole walls in the plan. Indicate material(s) and
color(s). Physical samples may be necessary for review.
8. Show tree protection fencing on the plans.
9. Provide information to confirm that grading is not proposed within the dripline of trees to remain.
10. Provide landscaping between Biofilter #2 and the street to soften the regular, engineered
appearance of the grading in this area.

Dear Mr. McCollum:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as prepared by Anhold Associates, dated 25
February 2021, and offers the following comments:
1. Milling and repaving on Route 20 should extend 2 feet past both ends of the turn lane
construction on Route 20.
2. Show the width of the commercial entrance.
3. Provide the sight distance profiles for the lines shown on Sheet C-200.
4. The entrance walls should be located no closer than 7 feet from the edge of pavement.
5. The curb along the right turn lane should be CG-7 rather than CG-6 due to the higher
speed nature of Route 20.
6. Sheet C-700: Several TTC's cited on this plan sheet (and shown on C-710) are obsolete.
Please correct these to use Revision 2 of the 2011 V WAPM, dated 1 September 2019.
7. Sheet C-700: Correct the allowable work hours to be consistent with the Culpeper
District policy dated 14 April 2015.
8. Contact the VDOT Charlottesville Residency if you intend to pursue Recreational Access
funds.

Department of Health.
