(The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] First Review Comments: 1. [32.5.2 (a)] According to Albemarle County GIS the property is located within the Entrance Corridor and Flood Hazard Overlay Districts. Please add these to the Zoning information on the cover sheet. 2. [32.5.2 (a)] Albemarle County GIS additionally shows the presence of Critical Slopes on the property. Since Critical Slopes are not an Overlay District, we would recommend removing the statement regarding Critical Slopes altogether from the Site Data information on the cover sheet. 3. [32.6.2 (k)] Is any additional lighting being proposed with this plan? If so, please see comment 5 and ARB comments provided below. 4. [32.7.4.11 Prior to approval of the minor amendment, a Water Protection Ordinance (WPO) application must be submitted, reviewed, and approved by the Engineering Division. See Engineering comments for further information. 5. [32.7.8 and 4.17] Please identify the proposed locations and types of any new outdoor lighting that will be installed as part of this project. The minor amendment should demonstrate compliance with all applicable site lighting requirements of the Zoning Ordinance. This may include a lighting/photometric plan that identifies footcandle measurements within the property and along the property lines. a. Provide a schedule of proposed outdoor luminaires that identifies the luminaire type, wattage, lumens, pole heights (if applicable), LLF (use 1.0 for calculations), etc. b. [4.17.4 (b)(1)] The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half ('/z) foot candle. A spillover shall be measured horizontally and vertically at the property line or edge of right-of-way or easement, whichever is closer to the light source. c. [4.17.4 (b)(2)] All outdoor lighting, regardless of the amount of lumens, shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. d. [4.17.4 (a)] All outdoor luminaires emitting 3,000 lumens or greater shall be equipped with a full -cutoff fixture. e. If no new outdoor lighting is proposed (this includes pole lights as well as wall -mounted lights on any structures), then state this in the project narrative on Sheet C0.0. Albemarle County Architectural Review Board —Margaret Maliszewski, mmaliszewski@albemarle.org —See recommendations below (5/4/2021). 1. Provide in the site plan a cut sheet for the wall pack light fixture that shows it is a full cutoff fixture. Include a diagram and/or note on the plan indicating that the level of illumination at the ground emitted by the fixture does not exceed 20 fc and that the light color is in the range of 2000-3000K. 2. Confirm that no lighting other than the wall -pack on the electrical building is proposed. 3. Add the standard lighting note to the plan: Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle." 4. Add the standard plant health note to the plan. "All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant." 5. Show that grading will not impact trees to remain. 6. Include tree protection on the plan. 7. Consider alternating rather than grouping the holly and red cedar trees. 8. Consider an alternate finish for railings to minimize visibility and glare. If this Application has completed clerk of board of supervisors notification outlined in Ch. 16, please notify Engineering. Also, please include relevant dates of board action relative to this application on plan sheet C0.0, if Albemarle County board of supervisors has considered this W WTP improvement proposal prior to this date. 2. Per 16-102, notify the board of supervisors at least (60) days prior to commencing construction of Keswick Wastewater Treatment Plant Improvements. The notice shall include the following: a. The location of the proposed central sewerage system. It may be helpful to reference antecedent Keswick W WTP applications, or approved plans, since this plan proposes: i. (Expansion) improvement of an existing central sewerage system, including: 1. new blower, pipes, restraints, thrust blocks, new 6" influent pump station ductile iron force main, valve vault, gate valve/s, equalization basin, electrical building, generator, and additional miscellaneous items, 2. in order to provide additional capacity for new or expanded Keswick community facilities, or additional connections (Keswick Hall Spa, for example, though precise capacity or facilities served is not readily apparent with this Application). b. The number of connections proposed to be served by the central sewerage system: i. If no new connections beyond currently -served Keswick facilities or buildings will be served with this W WTP improvement project, please state this. ii. If new Keswick community connections are provided or new buildings served, please list /identify buildings, facilities, etc. iii. If expansion improvement increases W WTP capacity by a measurable amount, please report increased W WTP treatment capacity, if equalization basin, electrical building, and appurtenant structures only enhance wastewater treatment, please state this. c. A statement describing the type of proposed central sewerage system (expansion) and explaining the reasons the system or supply is needed. i. Engineering requests brief narrative that addresses items listed at code Sec. 16-102.1-3. d. Please furnish three (3) copies of the preliminary plans for the central sewerage system to the clerk of Albemarle County board of supervisors with cover letter addressing notification items listed at Engineering Review Comments Page 2 of 2 16-102 for SDP202100025, Keswick Wastewater Treatment Plant Improvements, d. 3/22/21, Minor Site Plan Amendment SDP199100097. 3. Engineering Division has received copy of Application as SDP202100025, and is not dependent on transmittal of copy of plans already received to initiate review or consider technical aspects of the proposed WWTP. (Sec. 16-603) 4. Sec. 16-104 requires proposed improvements to Keswick WWTP be placed on the agenda of the board of supervisors for consideration at a regular board meeting. The hearing shall not be conducted until the county engineer has completed a review of the plans submitted by the applicant. Prior to the meeting at which the proposal will be considered, the county engineer shall submit a written recommendation to the board. The applicant shall appear in person (or remotely) when the proposal is considered by the board. 5. Sec. 16-105 states. a. After consideration of a proposal as provided in section 16-104, the board of supervisors may approve or disapprove the proposal. If the board approves the proposal, it shall specify the number of connections that may be made to the central sewerage system. b. The board may condition its approval of a central sewerage system upon the approval of the applicant's final plans by the county engineer, the health department, and the Virginia Department of Environmental Quality, and either approval by or proof of notification to, any other applicable state or federal department or agency. 6. The county engineer anticipates no objection to Matthew R. Miller, PE, WWTP improvements design on a technical basis provided Agencies listed at review item 5.b. have no objection, and applicant furnishes evidence of VDH written acceptance of design without objection as sufficient to meet relevant sewage collection and treatment (SCAT) regulations. Engineering will likely, on agency acceptance basis, recommend to the board of supervisors approval of design intended to meet current or expanded wastewater treatment needs at the Keswick community. 7. Provide evidence of coordination with DEQ/VDH. Provide evidence of design acceptance by VDH. 8. Estimate area of land disturbance associated with SDP202100025. Meet Water Protection Ordinance requirements typically triggered if area of land disturbance is >_ 10,000 square feet.
