Response Letter
Dear Ms. Langille:
We have reviewed your comments from March 5, 2021 and made the necessary revisions.
Please find our responses to the comments below in bold lettering.
Applicable Comments from Initial Site Plan Action Letter (December 23, 2020)
1. [4.2, 4.2.3, 4.2.5, 33.44] The current design relies on critical slope disturbance
throughout the site. Prior to final site plan approval, the Board of Supervisors shall act
on this special exception to permit the disturbance requested.
a. An Application for a Special Exception will need to be submitted during review of
or with the final site plan application. The Special Exception request will need to
identify how the request is consistent with at least one of the findings identified
in Section 4.2.5 (a)(3).
A Special Exception application will be submitted to the County for critical slopes
disturbance.
First Submittal: Per applicant correspondence, a Special Exception application will be
submitted for review to allow the critical slope disturbance. This application has not yet
been filed as of 03/04/2021.
Per email correspondence with Cameron Langille, this application has been located
per submission on 2/10/2021 and is pending County review.
2. [32.5.2 (d) & 32.5.2 (r)] The existing conditions drawings contain a legend that contains
a symbology type used to identify areas of critical slopes. However, the symbology is not
used in all areas that contain critical slopes, per Albemarle County GIS. The existing
conditions, site layout, grading, and landscaping drawings will all need to identify areas
of critical slopes using symbology and callouts/labels prior to final site plan approval.
Symbology has been corrected to reflect areas of critical slopes on all sheets.
ENGINEERING I DESIGN I TECHNOLOGY
First Submittal: Comment addressed.
3. [32.5.2(e)] Landscape features. Identify the types and sizes of the existing landscape
features as described in Section 32.7.9.4(c).
Existing landscape features have been identified on Sheet 1-3.0.
First Submittal: Comment addressed.
4. [32.5.2(e)] Landscape features. On all plan view sheets provide labels identifying
whether the existing wooded areas are composed of evergreen, deciduous or a mix of
types of trees.
Existing wooded areas have been identified on Sheet 1-1.0.
First Submittal: Comment addressed.
5. [32.5.2(f)] Please indicate whether the site is located within the watershed of a public
water supply reservoir.
Watershed has been listed on Sheet C0.0.
First Submittal: Comment addressed.
6. [32.5.2(i)] Please state the width of Lambs Lane.
The width of Lambs Lane has been labeled at various points. See Sheets C2.1— C2.2.
First Submittal: Comment addressed.
7. [32.5.2(m)] Ingress and egress. Show the distance to the centerline of the nearest
existing street intersection from the propped ingress and egress.
The distance to centerline has been measured and shown on Sheet C4.0.
First Submittal: Comment addressed.
8. [32.5.2(I)] Depict, label, and dimension all utility easements.
Utilities have been located based on survey. No utility easements have been identified on the
subject portion of the property.
First Submittal: Comment addressed.
9. [32.5.2(k)] Please show all proposed water, sewer, drainage, and stormwater easements
on the final site plan and state the easement type and width.
All proposed easements have been shown on Sheets C4.1— C4.2 and C5.0 — C5.1.
a. Prior to final site plan approval, an Easement Plat Application must be
submitted, reviewed and recorded. Once recorded, the final site plan will need
to be updated so that all new easement labels indicate the recorded instrument
number of the plat (deed book and page).
Acknowledged. An easement plat will be provided with a future submission.
First Submittal: Comment stands. Per applicant correspondence, an easement plat
application will be submitted in order to create all new easements. Once the easement
plat is approved and recorded, please update all easement labels so that they state
"existing" and the easement type/width and include the instrument number of the
recorded plat that created the easements.
Acknowledged. Easement plat is currently in process and will be submitted to the
County upon completion.
10. [32.5.2(I)] Provide the location and width of any existing or proposed utilities and utility
easements including telephone, cable, electric and gas. Indicate the deed book and page
reference for all exiting utility easements located on the property.
Existing utilities have been located and shown on all applicable sheets; no existing easements
have been located on the subject portion of the property. Proposed easements and utilities
have been shown on Sheets C4.1— C4.2 and C5.0 — C5.1.

11. [32.5.2(j)] Provide the deed book and page references for all existing water, sewer,
wastewater or storm drainage systems easements that are located on the property.
No existing easements have been located on the subject portion of the property.

12. [32.5.2(n)] Indicate the surface materials of the following improvements:
a. Outdoor courts.
Outdoor courts will be asphalt. See Sheets C4.1— C4.2.

b. Outdoor fields.
The outdoor field will be grass; this has been labeled on Sheet C4.1 as well as L3.1.
First Submittal: Comment addressed.
13. [32.5.2(n)] Provide a construction detail for the proposed dumpster enclosure. The
detail needs to be plan and profile view and indicate the types and dimensions of all
construction materials used for the enclosure.
A detail has been provided on Sheet C3.1.
First Submittal: Comment addressed.
14. [32.5.2(n) and 4.12.19] Please show dimensions for the dumpster pad. Please be aware
that dumpster pads must be concrete, and the pad must extend a minimum of 8'
beyond the front of the dumpster.
The proposed dumpster pad has been sized as required and dimensioned on Sheet C4.2.

15. [32.5.2(n)] Please label the proposed drop off aisle along Lambs Lane.
The drop-off has been labeled on Sheet C4.2.
First Submittal: Comment addressed.
16. [32.6] The final site plan will need to demonstrate compliance with all applicable
requirements of Section 32.6 prior to approval.
Acknowledged.

17. [32.5.2(p), 32.7.2.1] The proposed entrances shall be designed and constructed as
required by the standards of the Virginia Department of Transportation. VDOT approval
of the proposed entrances to the site shall be required prior to final site plan approval.

18. [32.5.2(n)] Any proposed outdoor lighting must be shown on the site plan. A
photometric plan and lighting cut sheets must be provided with the final site plan.
Proposed lighting must comply with requirements of Sections 32.7.8 & Section 4.17 of
the Zoning Ordinance. In addition to meeting all lighting requirements a standard
lighting note will be required.
An outdoor lighting plan has been provided with this submission. See Sheets ES3.0 — ES1.3.

19. [32.7.9] Please provide a landscaping plan that complies with all requirements of
Section 32.7.9 on the final site plan. This includes the following:
a. [32.7.9.4 (c)] Existing landscape features as described in this Code section.
First Submittal: Please provide a completed signed copy of the Conservation Plan
Checklist as an exhibit on the Landscape Plans.
The completed, signed Conservation Plan Checklist has been provided on landscape
sheets.
b. [32.7.9.5] Street trees 50 feet on center along Lambs Lane.
First Submittal: Comment addressed.
c. [32.7.9.5] Shrubs along Lambs Lane in front of the parking area next to the
proposed building.
First Submittal: Comment addressed.
d. [32.7.9.6] Minimum 5% of overall parking area landscaping, including one tree
per every 10 parking spaces proposed. Please provide a calculation on the
landscaping plan identifying the percentage and sq. ft. of required and proposed
parking area landscaping.
First Submittal: Regarding Note #2 under Parking Area Planting Requirements on Sheet
L1.2, switching landscaping species based on budget from what is show on the approval
landscaping plan is not permitted without approval of a site plan amendment, as staff
must verify that all landscaping installed complies with Zoning Ordinance requirements.
Please remove this note and add a note stating "All landscaping and screening shall be
maintained in a healthy condition by the current owner or a property owners'
association and replaced when necessary. Replacement material shall comply with the
approved landscape plan."
The note has been revised as requested.
e. [32.7.9.8] Minimum 10%total landscaping canopy for the site area. Site area is
calculated as described in Section 32.7.9.8 (c). Please provide a calculation the
landscaping plan identifying the percentage and sq. ft. of required and proposed
canopy area.
First Submittal: Regarding Note #1 under Tree Canopy Requirements on Sheet 1-1.2,
switching landscaping species based on budget from what is show on the approved
landscaping plan is not permitted without approval of a site plan amendment, as staff
must verify that all landscaping installed complies with Zoning Ordinance requirements.
Please remove this note and add a note stating "All landscaping and screening shall be
maintained in a healthy condition by the current owner or a property owners'
association and replaced when necessary. Replacement material shall comply with the
approved landscape plan."
The note has been revised as requested.
f. All proposed landscaping must be species identified on the Albemarle County
Approved Plants List.
First Submittal: Comment addressed.
g. Canopy areas for specific tree and shrub species can be obtained from the Plant
Canopy Calculations table.
A landscape plan meeting County Ordinance requirement has been provided. See
Sheets L1.0 — L3.0.
First Submittal: The Master Plant Schedule on Sheet 1-1.2 does not include canopy
figures for all proposed shrubs. Please update the chart so that it includes the canopy SF
column for each species, and the canopy total column for each shrub species.
Additionally, the chart does not include a minimum height at time of installation for
proposed shrubs. Per Section 32.7.9.7 (c), shrubs must be installed at a minimum of 18"
height. The canopy figures provided for canopy trees and understory trees do not
match the figures from the Plan Canopy Calculations Chart. Please update the caliper of
each tree provided and update the individual and total canopy provided for each tree
species.
Shrub canopy calculations and minimum shrub height of 18" has been included. Tree
canopy calculations have been adjusted per caliper.
New Comments Final Site Plan — Cameron Laneille:
20. [4.17] Albemarle County requires a Light Loss Factor (LLF) of 1.0 to be used on
photometric plans. Currently, the luminaire schedule on Sheet ES1.0 uses an LLF of 0.81.
Please recalculate the footcandle output of all outdoor luminaries using 1.0 LLF and
revise the footcandles shown as necessary.
The light loss factor has been revised to 1.0 and lighting levels re -calculated.
21. [4.17] Please revise Sheet ES1.0 so that all outdoor luminaries are labeled with the
acronyms used in the Luminaire Schedule.
Luminaire labeling has been revised.
22. [4.17.4 (b) (1)] Please add a note to the lighting plans stating, "The spillover of lighting
luminaires onto public roads and property in residential or rural areas zoning districts
shall not exceed one-half foot candle."
A note has been added to the plans as requested.
23. [4.17.4 (a)(2)] Please add a note to the lighting plans stating "Each outdoor luminaire
equipped with a lamp that emits 3,000 or more maximum lumens must be a full cutoff
luminaire and must be arranged or shielded to reflect light away from adjoining
residential districts and away from adjacent roads.
A note has been added to the plans as requested.
Albemarle County Architectural Review (ARB) — Margaret Maliszewski:
1. No objections, See attached. This building isn't expected to be visible from the EC, so
ARB review/comment is not needed
Albemarle County Engineering Services (Engineer) —John Anderson:

Albemarle County Information Services (E911) — Elise Kiewra:

Albemarle County Building Inspections— Betty Slough:
No objection, see attached.
1. Add the following note to the general notes page:
a. Retaining walls greater than 3 feet in height require a separate building permit.
Walls exceeding 4 feet in height require a stamped engineered design also. Walls
require inspections as outlined in the USBC.
This note is located on Sheet C3.0 (note #34 under the General Notes heading).
2. Add the following note to the general notes page:
a. Accessible parking spaces, access isles, and accessible route shall be installed in
accordance with ICC ANSI A117.1-09 and the 2015 Virginia Construction Code.
This note is located on Sheet 1.0 (note #29 under the General Notes heading).
3. Add the following note to the general notes page:
a. All water lines, sewer lines, and fire lines from the main to the structure located
on private property MUST have a visual inspection performed by the building
department.
This note is located on Sheet 1.0 (note #16 under the ACSA General Water & Sewer
Conditions heading).
4. Add the following to the general notes page:
a. All roof drains shall discharge in a manner not to cause a public nuisance and not
over sidewalks.
This note is located on Sheet C3.0 (note #35 under the General Notes heading).
Albemarle County of Fire Rescue — Howard Lagomarsino:
Requested Changes, see attached.
1. Please indicate calculated ISO fire flow needed for the structure in a note on the plan.
ISO fire flow needed is provided on Sheet C.1.0.
1. A knox box will be required. Please place a note indicating this requirement on the plan.
The location can be coordinated with the fire marshal's office.
A note regarding the knox box requirement is located on Sheets C4.1— C4.2.
2. Please provide the ISO needed fire flow for the structure.
Per the MEP. the fire flow demand for the structure is 350 GPM.
3. Please provide a recent ACSA available fire flow test.
A fire flow test has been provided on Sheet C3.0.
Albemarle County Service Authority— Richard Nelson:
1. Submit 3 hard copies of plan set and water/sewer data sheets to ACSA.
3 copies of the plan will be sent to ACSA with this submission.
2. Provide fixture counts to confirm meter size.

3. Show ACSA utilities on landscape plans. Ensure a minimum of 10' of separation between
trees and ACSA utilities.
ACSA utilities have been shown on landscape plans as requested, and the required separation
has been satisfied.
4. Existing FHA to be relocated will need to be abandoned at the tee.
A note has been added to Sheets C2.3 and C4.1.
S. Sheet C4.1— Relocate proposed FHA between UGT and curb.
FHA has been relocated as requested. See Sheet C4.1.
6. Sheet C4.1— VDH will need to approve the additional flows to the private lift station.
VDH does not have jurisdiction over the wastewater pump station; it's regulated by DEQ.
However, repair/replacement projects where the capacity and/or function is not changed do
not require a Certificate to Construct from DEQ. This project includes replacement of an
existing wastewater pump station. It was designed in accordance with SCAT Regulations and
meets Class I reliability requirements. The pump station and force main will be privately
owned and maintained by ACPS.
7. Sheet C4.2 — Relocate proposed GVs outside of sidewalk.
Gate valves have been relocated outside of sidewalk. See Sheet C4.2.
8. Sheet C4.2 —Swap fire line and meter location to get more separation between building.
Fire and domestic lines have been swapped as requested. See Sheet C4.2.
9. Sheet C4.2 —Add a blow off assembly on the 6" main.
A blow -off assembly has been added to the 6" main.
10. Sheet C4.2 — Refer to ACSA Construction details for large service meter requirements.
Acknowledged.
11. Sheet C4.2 — Provide 5' min separation between existing water main and DI 206.
Structure 206 has been adjusted to provide 5' minimum separation to the existing water main.
See Sheet C4.2.
