John, Attached please find the Eyt revised WPO 2021-00006 and the In SWPPP to address your
comments dated March 17, 2021. 1 have also included the DEQ Registration Statement and the
Nutrient Credit Completed Agreement/Sale.
FYI I have also uploaded all of these to the County online portal and for ease of reference, I have

CV review comments:
1. Revise plan title to include reference to WP0202100006 and VSMP; this is not just a VESCP plan.
RESPONSE: The plan title has been revised accordingly to include the WPO# and
`VSMP."
2. Sheet 2:
a. Revise steep slopes label/s to critical slopes; steep /critical slopes requirements differ.
RESPONSE: The steep slopes labels have been revised to read "critical' slopes.
b. Identify /provide parcel data for TMP 62-77 on opposite side of Rocky Hollow Road.
RESPONSE: TMP 62-77 has been identified.
3. Sheet 3: Provide bottom of trap, bottom of weir, weir crest, Sed.Trap embankment top elevations.
RESPONSE: A detail has been added on Sheet 3 with the requested elevations
superimposed on the detail, and the plan view has been updated as well.
4. Sheet 4: Provide Stormwater notes that address SWM quality and quantity requirements at 9VAC25-870-65 and -66,
and at county code 17-403. Project is not eligible for Agreement in lieu of a plan (since not a single-family dwelling)
and is not exempt from the VSMP. Please see 17-302, 17-303.
RESPONSE: Stormwater notes that address both SWM quality and quantity
requirements have been added to Sheet 4.
a. Attached, please find example New Development VRRM.xls which indicates 0.42 lb. TP load reduction
required (Soil Group B). Albemarle anticipates nutrient credit purchase, FOS easement, on -site BMP/s, or a
mix of these to meet water quality /phosphorus reduction requirements.
RESPONSE: The owner has purchased 0.42 lb of phosphorus offset credit to fulfill the
water quality requirements. Please refer to attached executed agreement and
attachments. Note the bill of sale has also been added to Sheet 4.
b. Albemarle will accept design based on attached example 0.42 lb./ `B' soils) and recommends submit
VRRM.xls and NRCS Websoil survey report in support of revised application. [Images of VRRM.xls and
wbsoil survey on plan sheet is fine.]
RESPONSE: Images of the VRRM spreadsheet have been added to Sheet 1 and the Web
Soil Survey map has been added to Plan Sheet 2.
c. Complete SWPPP. Use county 12-section template. Link to template:

RESPONSE: A SWPPP has been completed and included with the submission. Please
note the owner -signed copies will be provided with the signature submission.
d. Complete /return updated DEQ VAR10 CGP Registration Statement, Elf l/l/21 (Attached).
RESPONSE: The DEQ VAR10 CGP Registration Statement has been included with the
submission documents. Please note the owner -signed copies will be provided with the
signature submission.
5. Sheet 5: Label 15" DIA HDPE pipe length and slope.
RESPONSE: The 15" diameter HDPE pipe length and slope have been labeled on Sheet
5.
6. Sheet 6:
a. Provide post -developed total to outfall #3, similar as provided for post -developed total to outfall 1.
RESPONSE: Post -developed total Q to outfall #3 has been added to Sheet 6.
b. Provide plan -profile specific detail for level spreaders, outfall 1 and 3:
i. 13 linear ft/cfs; size for 10-vr event.
RESPONSE: The level spreaders have been revised to be designed for the
10-year event. Refer to revised drainage area computations on Sheet 6 and sizing
on Sheet 5.
ii. Provide VA DEQ Stormwater Design Specific No. 2 typical ELS plan /profile details; modified, as
needed.
(Rip -rap stilling basin detail 2' level lip is not specific.)
RESPONSE: Plan and profile of the engineered level spreaders for outfall 1
and 2 sized for the 10-year event have been added to Sheet 5 of the plans. Note the
plan details are based on DEQ Specification No. 2, Figure 2.4.
7. Sheet 7: culvert report lists type as circular concrete; sheet 5 lists HDPE. Revise culvert report consistent with plan
view label. Revise design, if necessary.
RESPONSE: The culvert report has been updated to remove the reference to concrete
and to update the roughness coefficient to n=0.012, suitable for HDPE. No significant changes
to the plan have occurred as a result.
8. VSMP Fee for small construction activity or land clearing that is less than 1 Ac. is $290 with half due with initial plan
submittal. $150 was submitted. $140 is the balance. $59 will be due (to Albemarle) at pre -construction.
RESPONSE: A $59 check will be provided at the pre -construction meeting.
9. Note: Since project will not be registered with DEQ, $81 state -portion of VSMP CGP fee is likely forfeit, not required
to be paid. No promises, but appears likely.'
