RE: Request for Parking Reduction for Overlook Hotel
Per Sec. 4.12.7 of the Albemarle County Zoning Ordinance, a parking determination by the zoning administrator may be
requested when a conflict exists between possibly applicable schedule requirements. The proposed use of the initial site
plan for the Overlook Hotel relates to the scheduled use of a "hotel/motel," which requires one space per guest room;
additional spaces shall be required for restaurants, assembly rooms, and other separate uses identified herein (Sec. 4.12.6).
Under Sec. 4.12.6, the Overlook Hotel is required to provide 122 parking spaces, as a 122-room hotel. The initial site plan
provides 119 parking spaces; an analysis for a reduction of three spaces from the minimum number of required parking
spaces is as follows:
While the Overlook Hotel relates to a general hotel use, the proposed model of an extended stay hotel has differing
parking needs than that of a traditional hotel. As a business, or extended stay, hotel, the targeted demographic are business
travelers who each may not have a vehicle during their stay in Albemarle County. Not all guests will rent a personal
vehicle to travel around Albemarle and it is likely that guests will take advantage of rideshares and taxi services.
Moreover, extended stay hotels do not typically expect 100% occupancy rates and usually operate at lower thresholds.
Table A provides ITE Trip Generation, I& Edition for a 100% occupancy rate scenario, which accounts for nearly 50
peak how trips in the morning and about 40 trips in the evening. Additionally, a business hotel does not offer the same
amenities as a traditional hotel that may attract non -guests, such as a first -floor restaurant or commercial uses. With the
proposed business hotel model, lower peak hour trips, and the likelihood that not all guests will rent a personal vehicle, a
reduction of three spaces would maintain effective business operations without adverse impacts to adjacent properties.
