RE: Foothill Crossing Phase V — Final Site Plan & Road Plan Amendment
Dear Mariah and Matt:
Below is a comment response letter for the Glenbrook at Foothills Phase V Final Site plan and Road Plan
Amendment.
Final Site Plan:
Planning:
1. The stream buffer on the project has been updated per the surveyed stream and wetland areas along
the creek. This same stream buffer is being used on the easement plan and subdivision plat. The
location of the stream buffer has been coordinated between all the plans, and the location is based on
field survey information. The field survey information is more accurate than the County GIS.
2. Attached is the letter from Crozet park allowing the connection from our development to the Park.
This was acceptable for the last site plan (which was not approved before we changed the units). I
would assume that this letter from the park allowing the connection is still adequate, as the park is a
community park allowing people access to the park.
3. See comment responses below:
a. The botanical name and common name have been switched back, as requested.
b. The length of Crimson Street was remeasured from the start of the intersection to the start of
the intersection, and the total length of the roadway street frontage is 840'.
c. The total acreage for the site has been updated on the landscaping sheet.
d. The label has been updated to point to the tree.
4. See comment responses below:
a. A typical right of way width measurement has been provided on Sheet 3 for Crimson Street
where the on -street parking is proposed.
b. The cross section detail now matches the plan sheet design for Indigo Road and the onstreet
parking spaces. On -street parking spaces are not governed by section 4.16 of the Albemarle
County code. This section of the code refers to driveways and travelways. For public streets,
VDOT requirements govern on -street parking requirements, which is 8' wide x 20 long
parking spaces. This question has come up on other projects, and this determination has been
approved by Rebecca Ragsdale. It has been confirmed that the Albemarle County code, as
stated in this section, is for travelways and parking areas, and not public streets. Therefore,
the onstreet parking spaces will be 8' wide.
c. Same response as above, the cross section has been updated to match the plan sheet, and the
parking spaces are 8' wide x 20' long.
d. The emergency access label has been updated as requested for the (2) labels.
5. The updated recreational amenities have been incorporated into this plan, as requested.
6. The note on the cover sheet about the managed slopes overlay district has been updated.
7. The typical building footprint square footage has been added to the unit type detail on sheet 3, as
requested.
8. The information on the abutting property TMP56A2-4-A4 has been added and shown on sheet 2.
9. A benchmark is already shown on sheet 2 on the existing sanitary sewer manhole for the project.
10. This comment is acknowledged. The DB/PG information will be added to the plan once the easement
plat is recorded.
Engineering:
1. Acknowledged. A road plan amendment has been submitted for approval.
2. All the proposed easements have been added to the site plan, including the Forest and Open space
easement. The DB/PG information will be added before the site plan is submitted for signatures and
approval.
Fire/Rescue:
No remaining comments
ACSA:
No remaining comments
Building Inspections:
No remaining comments
VDOT:
The road plans have been updated to match this site plan and the road plans have been coordinated with the
site plan
Final Road Plan:
Planning:
1. This comment is acknowledged. The road plans match the final site plan and they have been
coordinated with the same information for review and approval.
2. An offsite letter has been provided with this submission allowing the connection, as noted in the
comment response for the site plan.
3. The comment has been addressed, see comment response #4 in the final site plan comments.
4. The label for the managed steep slope overlay district has been updated on sheet 1.
VDOT:
1. The layering issue on sheet #7 has been corrected.
2. The site plan and the road plan now show and reference the same planting plan.
3. The tree blocking the path to the SWM facility has been shifted over, thanks for catching that.
4. The overland relief path for inlet #12 maps the drainage pathway is the structure was ever blocked
with debris during a storm. It represents the pathway of the drainage and illustrates that the
drainage will not flood the houses at this cul-de-sac. Engineering has reviewed and approved this
alignment. We have also added spot shots along the overland flow route.
5. The street trees along Indigo and Crimson have been moved back from the intersection a
minimum of 30', as requested. The (2) trees along Crimson Street near the intersection and
located outside of the VDOT right of way have been moved to new locations.
6. CD-2 drains have been added to Sheet 5 at structures 20 and 12.
7. A CD-1 cross drain has been added near the entrance to Crimson street, as requested.
8. A comment response letter has been provided, as requested.
Engineering:
1. The labeling has been fixed on Sheet 7.
2. Additional spot shots have been added to the overland relief to ensure water flows around the units
and to the creek if the inlet is clogged.
3. The riprap to the pond from the outfalls of the pipes into the pond have been added to the plan sheet
and profile sheets and labeled accordingly.
