Educational Transformation Centre (ETC) is a non-profit alternative education /Tutoring program. ETC's mission is to help high school students that have been suspended for behavioral issues, and are facing the prospect of long-term expulsion, to get their lives on a positive track. They would use three rooms in the lower level of the facility for 8 hours per day, Monday -Friday when it is largely unused. Individual students are enrolled for six weeks. Key points regarding the use of the facility: • The program's maximum capacity is 24 but it has never operated at this level. • Students are assigned to ETC by their schools and choose ETC vs long term suspension • School systems and social services pay for the program • ETC serves Charlottesville/Albemarle, Green, Nelson, Buckingham, Fluvanna and Louisa. • Students are delivered to and picked up from ETC by their school district • Students are supervised constantly during the day and are never left on their own • Student: teacher ratio is 8:1. • The program is a combination of regular education and counseling based on clinical assessment • The staff includes teachers and a mental health intem that is supervised by a licensed clinician • The approach is for teachers and counselors to build relationships with the students, modeling positive behaviors, demonstrating problem solving skills and constructive conflict resolution. • Their standards are to build relationships based on two-way respect, clear expectations and appropriate treatment. • ETC was operating for a year in Esmont and has never had any incident or problems with neighbors. Their near neighbor has been a senior center with whom they set up an inter - generational lunch creating a positive experience between students and seniors. ETC's alternative education program, is designed to increase academic achievement, reduce dropout rate, prevent negative encounters with the justice system and reduce frequent instances of suspensions and detentions. The ETC therapeutic model reflects evidenced -based practices identified in research conducted by the World Health Organization, reports of the state of youth mental health in America and research results of a meta -analysis of evidence -based practices published in a 2020 Youth & Society Review. Studies indicate that stigma and cultural influences are the number one factors that inhibit adolescents from seeking and utilizing mental health services. Studies also reveal that mental health services for youths in Virginia have various shortcomings. Adequate services that can ameliorate the long-term effects of mental health disorders are needed and ETC's mechanisms for coordination of care can enhance service outcomes. Virginia needs effective integrated "systems of care" models to avoid the costly consequences of school failure, family disruption, justice system involvement, and residential care. Since schools are often the "front door" for children and adolescents with mental health needs, ETC's model can reduce suspension and expulsions that often lead to placement in costly residential treatment centers away from family and other community supports. Mission Statement Our mission is not for participants to be "scared straight", but through education learn decision making techniques and strategies for success. We encourage participants to become stakeholders in their destiny, that will inspire change. We endeavor to create an atmosphere of "relaxed alertness" where there it is a combination of high challenge and high expectations in a low threat learning community; and a state of mind that combines confidence, competence and intrinsic motivation (Caineleaming.com). Education Philosophy Transmission of education: encourages lifestyle transformation for a healthy person, family and community, not just for the current generation but for generations to come. Our unique student -centered curriculum was written exclusively for ETC. The program has a three -fold focus: (1) life skills for conflict resolution, self-control, and anger management; (2) passion identification to identify gifts and to formulate a plan to exercise them; and (3) targeted counseling to explore behavior modification. Suggested use for this program: 1. Alternative Education when removed from base school. 2. Step down program from detention. 3. In lieu of detention for first time offenders. 4. Summer enrichment program. 5. Workplace Readiness Training 6. Work -based Learning 7. The proposed rezone area would be zoned to private school (SP)/TMP 43-31D. The change in land use from rural/assemblies to private school would fit the area that the parcel is located on. This parcel can transition to SP with little to no renovation inside and no renovations outside. The comprehensive plan is consistent with the non- profit status of the current tenant and the meetinglassembly of groups.
