Keith Woodard, Manager for the property Phone: (434) 971-8860 Fax: (434) 293-2280 infoowoodardproperties.com Request: I have been asked to inspect this property and confirm that it conforms with the requirements for use as an educational facility (Use Group E) in the existing building on this site, which is currently used as a church. The property is in Albemarle County and known as the Cornerstone Church complex located at 2001 Earlysville Road. Background and Proposed Use: The existing church complex is used for church services, primarily on Sundays, and The Education Transformation Centre is interested in using the property for an alternate school on other days. The Special Use Permit (SUP) application being submitted by The Education Transformation Centre requires that compliance with building codes be met and verified for the educational use proposed. Existing Conditions: Building and Use: The 9,957 Square Foot building was constructed in 1980 and 1988 as a 2-story structure with a sanctuary, classrooms, office, and rest rooms for church use. Exits: The exits from the building are 1) from the main level through an entry foyer on grade and an exit door directly to the exterior from the sanctuary, as well as a secondary exit from an intermediate landing door at the east end of the building, and 2) from the lower level via 2 on -grade walk -out exit doors on the rear and front of the building, and from the intermediate landing exit door at the east end of the building., Parking: Three (3) designated handicap parking spaces are provided on site, along with an accessible concrete walkway to connect those spaces to the main entry of the building. Another handicap parking space and access to the lower level needs to be added since there is no elevator in the building. Serving Charlottesville Businesses, Students, and the Community Since 7981. Fire Safety: The building has pull stations at the exit/entrances to sound an alarm. Proposed is to add smoke detectors and an EBU in every classroom and to verify the functionality of the alarm system. Rest Rooms: There are two (2) rest rooms on the main level, a women's room with three (3) toilets, and a men's room with two (2) toilets and one urinal, along with a vanity and sink in each. Each rest room has one accessible and property sized and equipped handicap accessible toilet stall for the time they were built. Proposed and in review is a plan to add two (2) additional handicap accessible restrooms on the lower level, a men's room with toilet, urinal, and sink and a women's room with toilet and sink. The building currently meets the required ADA standards on the upper level and will meet those requirements on the lower level upon the completion of the proposed rest room facilities. Educational Use: Based on my review of the requirements for educational use and of the existing facilities at 2001 Earlysville Road in Albemarle County, I hereby certify that this building meets the exit, parking, life safety, and access requirements for Educational Use (Use Group E) for a facility of up to 40 students provided the lower -level rest rooms are completed, the smoke detectors and EBUs are installed, the alarm system confirmed to a operational, and a handicap parking space and access is provided to the lower level% /I K ith-uVooaar January 11, 2021 To: Albemarle County Board of Zoning Appeals From: Neighbors of church Property at 2001 Earlysville Rd Subject: Support of Special Use Permit Request by Educational Transformation Centre (ETC) Please be advised that after reviewing the operating principles and practices of ETC with its Executive Director Delores Carr, and after reviewing positive comments about successful work with students from parents, advocates and the director of the Yancey Senior Center, we, the neighbors nearest the 2001 Earlysville Rd property, support allowing ETC to move into the facility and carry on its good work there.
