Design Focused Engineering May 18, 2021 Tim Padalino County of Albemarle Department of Community Development 401 McIntire Road, North Wing Charlottesville, Virginia 22902 RE: Response Letter #1 for SDP2021-22 Albemarle Business Campus Block 5 — Final Site Plan Dear Tim, Thank you for your review of the final site plan for Albemarle Business Campus. This letter contains responses to Parks and Recreation comments dated April 15, 2021. Our responses are as follows: 1. Please identify the number of bicycle racks to be provided. (Staff acknowledges Detail 3 on Sheet C 15, but the final site plan does not clearly identify the number of "Staple" racks or 'Rambler' racks, or identify the total capacity of all bicycle racks combined for ABC Block 5.) We revised our selection to only specify the "Staple' racks. The required number of "staple' racks has now been specified on the detail on C 15. 2. Please ensure the bicycle racks will be sufficiently illuminated. (It appears that a "Large Deciduous Tree - Ulmus americana" would be planted between the bicycle rack(s) and the proposed Lumark pole -mounted luminaire, which might limit the amount of illumination during summer months when bicycles are likely to be used most frequently.) Note: Parks & Recreation does not recommend eliminating this proposed large deciduous tree, but rather advocates for the incorporation of other supplemental outdoor lighting solutions (as appropriate / if necessary). Bicycle racks location moved, the location has been switched with the Uhnus Americana. Thus, the racks will be sufficiently illuminated. 3. Please consider locating the bicycle racks in a location that would be more directly accessible to bicyclists. (The bicycle racks appear to be located between vehicular parking spaces and one of the sidewalks providing pedestrian access into the site. This location might not be optimal relative to the fact that bicyclists typically follow roads and travelways, and not sidewalks). The small location revision will be more readily accessible for cyclists, because now the striped parking area remaining from the angled parking spaces will allow cyclists to easily approach the racks from the road. Since we anticipate that the only cyclists visit the block 5 building will be to enter the retail tenants 1 and 2, we have kept the bike racks near those entrances. The bike rack is located as it is to remain outside of the ACSA easement around the fire hydrant in that area.
