Dear Mariah:
Thank you for your comments dated May 26, 2021. Revised plans are hereby submitted
incorporating the following changes in response to the items in your letter:
Planning Comments for Initial site plan approval:
1. Comments on the Unit count, type, and lot layout are addressed as followed:
a. The unit numbers have been adjusted as followed:
i. The plan maps now show a total of 120 lots plus (1) additional
development lot for (2) 12 unit apartment buildings. The total number of
units in the development is 144 units, as noted on the cover sheet.
ii. As discussed during the staff meeting on the project, the total area within
the comprehensive plan that qualifies for bonus density is 7.1 acres. Using
that acreage, a total of 12 units can be achieved with the affordable
housing bonus density, (6) of which need to be affordable units and the
other 6 units are market rate units. These (6) units are noted on the initial
site plan with the striped hatching. Hatching has been added to (1)
additional unit to graphically show the (6) units.
iii. Lots 56-65 and 86-97 have frontage from the private street. The design of
the private street has been updated, as discussed in the meeting. The front
and rear yards have been updated and there is a minimum of 20' open
space between the lots and the public streets adjacent to these lots.
iv. The lot improvements have been moved out of the stream buffers,
including lots 39, 40 and 41.
v. The graphical mapping on the proposed lots have been updated so the
linework does not overlap on the phase I lots, and no residual areas are
created between Phase III lots and Phase I lots. The lot lines of the
proposed lots in phase III no extend the rear lot lines of the lots in Phase I
Glenbrook.
vi. The plan and notes have been updated to indicate (2) 12 unit apartment
buildings as discussed during the meeting. The basement 1 bedroom
rental units will be part of the 12 unit apartment building.
b. The total lot count of 144 units as noted on the cover sheet is correct. All density,
parking and recreational requirements have been updated based on this density
number.
2. All driveways have been checked and updated as necessary to ensure a minimum of 18'
in length. The dimensions have been added/shown on the plans. The on -street parking
spaces have also been graphically shown on the plans.
3. The entire parcel of TMP 56-57B 1 is now shown on the plans with matchlines.
4. The grading is shown across the development area and a minimum of 50 feet outside of
the subject parcel, as requested.
Comment to be addressed with the final site plan
5. This comment is acknowledged. The greenway, as noted on sheet 5, will be platted with
the Phase III development plan/subdivision plat.
6. The specifics of the affordable units will be worked out during the final site plan on the
project, including the time period and pricing.
7. The sport court has been removed and the area labeled as proposed active recreational
area. The area has also been expanded in size, based on the changes to the design. The
final recreational amenities will be determined with the final site plan.
8. The scale has been corrected on sheet 2. The scale is 60 scale.
9. The open space labels have been updated on the plan and cover sheet.
10. The information of the parcels and adjacent parcels has been added to sheet 2.
11. The subdivision plat and final site plan will have all the information on the IF and IS for
the boundary.
12. The additional notes have been added to the cover sheet, as requested.
13. The managed slopes are shown and labeled on sheet 2, as requested.
14. The overall acreages have been updated on the plan.
15. The maximum footprint for each unit has been added to the cover sheet, and the typical
unit footprint will be added to the final site plan.
16. The label for the type of wooded area has been updated on sheet 2 for both tree notes.
17. The cover sheet has been updated to indicate that retaining wall is on the plan sheet as
noted on sheet 5.
18. The note on sheet 2 has been updated to add the source of the survey.
19. The benchmark information have been provided on sheet 2.
20. The labels have been updated for the adjacent owners and the uses of the abutting parcels
will be added with the final site plan.
21. The sheet numbers have been updatd.
22. The detail for the emergency access road will be provided with the final site plan.
23. It is acknowledged that the street trees will be reviewed with the final site plan.
The remaining VDOT, Engineering, ACSA, and Zoning comments will be addressed with the
final site. The VDOT comment on the intersection of alleys and public streets as been addressed
with the modifications to Leeham Street.
