Dear Ms. Gleason:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as prepared by Collins Engineering, dated 5
April 2021, and offers the following comments:
1. In reference to the Applicant's response (dated 5 April 2021) to the Department's first
comment dated 10 December 2020, the Department disagrees that the railroad bridge
makes a left -turn lane untenable. The intersection of Route 786 is closer to the subject
property than the railroad bridge and still provides enough space for a proper 100' taper
and 100' turn lane. Please provide the tum-lane warrants for the Department's evaluation.
If a turn -lane cannot be constructed, the applicant may need to request a design waiver,
which will include an evaluation of mitigation efforts.
2. As mentioned in the Department's Comment 1 in our letter dated 1 April 2020 and
Comment 4 in our letter dated 10 December 2020, the multiple entrances do not conform
to the spacing requirements in Table 2-2 of Appendix F of the Road Design Manual. This
will either have to be resolved, or the Applicant will have to request an Access
Management Exception.
