The County of Albemarle Planning Division will grant or recommend approval of the plat referenced above
once the following comments have been addressed: [Each comment is preceded by the applicable reference,
which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
1. [General Comment] Remove note 9 on Sheet V1. Setbacks should not be stated on easement plats.
2. [14-302 (A)(5)] The proposed public access easement on TMP 062GO-00-07-20200 overlaps with an existing 20'
ACSA sanitary sewer easement and cannot be approved as shown. See comment #13a below.
a. The proposed public access easement on TMP 062GO-00-07-21200 overlaps with an existing 20' ACSA
sanitary sewer easement and may not be approved as shown unless confirmation is obtained from ACSA.
See comment #13d below. Has the applicant obtained permission from ACSA for this easement?
b. The proposed public easement on TMP 062GO-00-07-23500 overlaps with an existing 20' ACSA sanitary
sewer easement and may not be approved as shown unless confirmation is obtained from ACSA. See
comment #13g below. Has the applicant obtained permission from ACSA for this easement?
c. The proposed public access easement on TMP 062GO-00-07-24400 overlaps with an existing variable
width private storm drain easement. See comment #13i below. Has the applicant obtained permission
from ACSA for this easement?
3. [14-302 (A)(3)] Please state the instrument that created each public street, private street, and private alley shown
on the plat.
a. Belvedere Boulevard was created by plat of record recorded in DB 5169, pg. 566, per notes on plat in DB
5193, pages 462-471.
b. Farrow Drive was created by plat of record recorded in DB 5169, pg. 566, per notes on plat in DB 5193,
pages 462-471.
c. Winn Alley was created by plat of record recorded in DB 5169, pg. 566, per notes on plat in DB 5193,
pages 462-471.
d. Fowler Street was created by plat of record recorded in DB 5169, pg. 566, per notes on plat in DB 5193,
pages 462-471.
e. Barnett Street was created by two plats of record: plat recorded in DB 4583, pg. 375-390, and plat

4. [14-302 (A)(4)] Please revise the parcel labels for TMP 62G-7-220 and 62G-7-223 on Sheet V4 so that they do not
block view of the easement callout.
5. [14-302 (A)(5)] Please revise the public access easement labels so that state "hereby dedicated to public use" or
reference note #12 on Sheet V1.
6. [14-302 (A)(14)] Approval of a maintenance agreement is needed for the proposed public access easements on
private lots. Additional comments will be forthcoming on this from the County Engineer and County Attorney.
7. [14-302 (A)(14)] Please state the acreage of each proposed public access easement on each private lot that will
be dedicated to the County. Staff suggests adding a set of notes stating "Public access easement on TMP 062G0-
00-07-17700 measures _ acres' for each parcel.
8. [14-302 (B)(1)] Please add a date of last revision.
9. [14-302 (113)(5)] Please revise Note 6 on Sheet V1 so that it states that Lots 230, 235, 236, and 244 are
zoned R4 Standard Level Cluster Development, Refer to Note 5 on plat recorded in DB 5193, pages 462-
471.
10. [14-302 (B)(5)] Revise Note 5 on Sheet V1 so that it does not state the last revision date of the Code of
Development.
11. [14-302 (113)(5)] Please state all overlay zoning districts that apply to each property subject to this plat.
a. According to Albemarle County GIS, TMPs 062G0-00-07-17700, 062G0-00-07-21100, 062G0-00-
07-21200, 062G0-00-07-21500, 062G0-00-07-21600, 062G0-00-07-22100, 062G0-00-07-22200,
062G0-00-07-22500, 062G0-00-07-22600, 062GO-00-07-23000 are located within the (AIA)
Airport Impact Area Overlay Zoning District.
12. [14-303 (B) and 14-303 (F)] Please state the section, block or phase numbers for each parcel.
a. TMP 062GO-00-07-17700 is in Belvedere Block 7, Phase IIA-2 per plat recorded in DB 4583 page
383.
b. TMPs 062G0-00-07-20200, 062G0-00-07-20800, 062G0-00-07-21100, 062G0-00-07-21200,

c. TMPs 062G0-00-07-23000, 062G0-00-07-23500, 062G0-00-07-23600, and 062GO-00-07-24400

13. [14-303 (L)] Please identify the location and dimensions of each public utility, drainage and sight
distance easement outside of a street right-of-way; for each existing easement, include a note stating
the deed book and page number.

14. [General Comment] Please see Engineering Division comments. Sheet V3 shows public access
easements on Lots 208 and 177 but there does not appear to be sidewalks on those parcels. Please
verify where sidewalks are located or explain why easements are requested on those two lots.

Re: SDP-2021-00068- Belvedere Sidewalk Easement Plat
Dear Mr. Langille:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced Belvedere Sidewalk Easement Plat, as submitted by
Roudabush, Gale & Assoc., Inc., dated March 12, 2021 and find it to be generally acceptable.
A VDOT Land Use Permit will be required prior to any work within the right of way. The
owner/developer must contact the Charlottesville Residency land Use Section at (434) 422-9399
for information pertaining to this process.
