I have met with the church representatives and they are excited that we seem to be progressing forward and working out details. We are requesting two waivers at this time; one for parking design requirements, and one for critical slopes. We look forward to presenting in front of the Planning Commission in January. Please find our responses to comments attached. Memorandum of December 12,2007 comments: Planning 1. We are asking for a critical slopes waiver in one location on the west side of the proposed future structure to accommodate grading for the building and accessible parking. The east side of the future structure and site wall have been modified to have a 10'minimum offset to provide a working space for grading and equipment 2. The proposed building will be 30'tall to the roof peak at the first floor. The building will be 44' tall from the "walk-out"ground floor. The maximum square footage will be 12,000 gross square feet of which approximately 6,000 s.f. is on the ground floor and 6,000 s.f. is on the first floor. 3. The proposed uses will be: fellowship hall,kitchen,classrooms,and office. 4. An additional drawing has been provided to show phases. 5. DHR correspondence is attached. 6. Much of the work will be within the drip lines of the trees. The church has retained Mr.Michael Abbott,a certified arborist,of Bartlett Tree Experts. For several years,he has been providing assessment and tree care on site. He is familiar with the conditions of the trees. We have consulted with him regarding these plans. To date Mr. Abbott has expressed his opinion that,with proper care before,during and,after construction,the trees should live. The church will continue to retain his services throughout the planning and construction of this project. 7. A pedestrian connection has been shown. 8. The columbarium will be approximately 3'wide, 6'long,and 6'high. 9. The church members believe that this is a memorial marker. The marker and area 10' in diameter around the marker will not be disturbed by grading operations or by site improvements. Maximum Square footage is outlined above. November 12,2007 comments: Engineering 1. Storm water of this parking area will be captured in the area shown. The church does not wish to have the storm water management facilities visible and therefore it is their desire for them to be placed underground. 2. Mr. Denunzio of VDOT is requesting only a 150'turn lane and a 100'taper with a 35'entrance radius. We will adhere to these requirements. Should VDOT request an additional turn lane we will perform a warrant analysis using the projected traffic build out to establish our minimum requirements. It is the desire of the church not to add both right and turn lanes in order to keep the rural feel of the entrance corridor. The church is not seeking to increase capacity of the sanctuary, the limiting factor of the church attendance. 3. Refer to item#2 in the "Zoning" response above. 4. A critical slope waiver is being requested. Memorandum of November 15,2007 comments: Zoning and Current Development 1. Refer to #2 in the "Zoning"response above. 2. Critical slope waiver is being requested. 3. The line has been revised. 4. A new light fixture has been chosen. We realise that this fixture does not meet the absolute letter of the ordinance,as it is a post top mounted fixture and light may reflect off of the top of the post. It does meet the full cut off requirements. It is the church's desire to have an historic looking fixture in keeping with the nature of the church. We are willing to work with staff if they have suggestions for a fixture that meets all the county's criteria and is an historic post top mounted light. Memorandum of November 14,2007 comments: Landscape Planning 1. Contour labels have been added and overlapping lines have been fixed. 2. Contour labels have been added. 3. Additional areas for planting are shown,raising the provided landscape area even further beyond the minimum requirement. b. There are 22 new or existing trees within 5'of parking areas. We are requesting that grading operations to establish the new church fellowship hall and accessible parking be allowed to disturb no more that 2,000 square feet of critical slope to the west of this new structure. We understand the importance of preserving critical slopes,however,given the balance of preservation,scenic quality,and the environment,we feel that the solution presented is balanced. 5.1 In order for the new structure to not be visible from the entrance corridor,the best location was determined to be behind the existing sanctuary. The church desires to have the new fellowship hall on axis with the courtyard centered on the colonnade. The church believes that this location creates the best spatial relationship between the existing structures,while preserving the entrance corridor. It should also be noted that while this area is critical slope, the church has partially created the slope by filling leaves and yard debris in this area for the past ten or more years. 5.2 The hardship is mot generally shared by other properties and civic institutions in this area,as many others are not on the National Historic Registrar,nor are they on the entrance corridor. 5.3 The proposed grading will not be visible from neighbors. Proper erosion and sedimentation measures will be taken during the grading operations,which will not add sediment and run- off to Stockton Creek. Specifically we are requesting waiving of portions of section 4.12 regarding parking design requirements including. a. 18-4.12.15a Surface materials—We are requesting the use of Shot and Chip Paving in lue of standard asphalt. b. 18-4.12.15g Curb and Gutter—We are requesting not to use curb and gutter to keep with the rural character. c. 18-4.12.16c minimum aisle width—We are requesting that this be reduced to 10'in the northwest parking area in order to preserve tree root systems. d. 18-4.12.16e bumper blocks—We are requesting to not use bumper blocks in order to keep rural character. 5.1 The application of zoning ordinance creates an aesthetic that we believe is not in keeping with the historic church or the rural area. The materials that we have chosen to use,or not use is intended to keep the site as close to what is currently existing on this historic site. 5.2 The hardship is not generally shared by other properties,as Emmanuel Episcopal is a National and State Register of Historic Places. It's listing sets the church apart from other civic institutions,and apart from it's neighbors in along this entrance corridor. 5.3 The authorization of this variance will not substantially be a detriment adjacent property. The variances will not place additional storm water into the surrounding area,nor will it require additional structure or materials to implement. In fact we believe that the authorization of such variance will be enhance the local district by maintaining similar visual characteristics, which include: The use of shot and chip paving to appear more like gravel,yet providing a hard travel and parking surface. The use of 4"curb in limited places with no gutter and no curb and gutter in others. This looks very commercial and modern and the vertical face of the curb and the gutter pan offer contrast to the surrounding pavement increasing visibility. These methods of constructions would not have been found in an historic setting. Similarly,bumper blocks have the same visual effect. A standard aisle width would increase disturbance of the trees in the northwest parking area. The letter was pretty self- explanatory as it is dealing with parking in and around the Church. Despite our going to two services for nine months of the year, the Church has become quite popular, and parking and vehicular ingress/egress can be quite congested. A number of years ago, the idea was floated to have a comprehensive parking plan around the Church,and since that time we have hired LPDA as our Site Plan Consultant. Part and parcel with this is the development of a future site for any Church expansion. The Vestry has wanted my involvement in this particular aspect, as well as the parking, for many years, and I am pleased with the plan that I am sharing with you today. There are three main goals that we are trying to achieve: • Protect the historic character of Emmanuel's architectural design. • Protect the landscape, including its significant tree coverage. • Provide a comprehensive parking plan that blends into the landscape. We studied separate ingress/egress road systems,and we concluded that the existing entry is the best location,and are suggesting that it be widened slightly from its original 192os configuration. While we do have parking and drives that circumnavigate the Church and Parish Hall and have a separate spur lane to the West of the Marston LaRue House,the majority of the new parking is being proposed to the East of Marston LaRue in a lower area. You will also notice a number of parking spaces with a hatch mark through them. Those will be overflow parking on permeable grass/crete pavers that are imbedded into the soil.These are especially important along the Northern edge of the parking area where the spaces overlook US Route 25o. It is our intent not to provide any retaining walls or other"modern"types of structures in these locations. You will also note that we have provided a slight drop off area for our parishioners directly in front of the Church's Courtyard,and have located a pair of handicapped spaces immediately around the corner to the East of the Church tower. As you know,.I have a member of Emmanuel Church since 1978,and have been their"Architect in Residence" since 1980. Whenever there has been any Architectural or Site Planning issue, they come to me. Over the course of the past 27 years, I have assisted them in getting the Church on the Virginia and National Registers, provided rehabilitation and interior remodeling to the Parish Hall, upgrading of Mechanical/Electrical systems to the historic Sanctuary, and provided the alterations to the former Rector's House, now the Marston L a Rue House. About twenty years ago,we began to notice a steady increase in the parishioners of Emmanuel Church, and the Vestry approached me with regard to expanding the Sanctuary, At that time, and I am of the same philosophy today,I recommended that the Church go to two services rather than alter the wonderful classically-inspired vernacular architecture that Waddy Wood designed in 1911. Furthermore, about ten years ago, a discussion arose as to a possible expansion of our Parish Hall/Sunday School facilities, and the immediate collective decision was to place any new structure to the rear(South) of the historic Sanctuary and Parish Hall. Luckily,we have a gently sloping terrain immediately behind the South-facing parking area, and it is within this area that we have envisioned a future building. I have no idea when that building may be designed let alone constructed, and it might be a five or ten year out project. Nevertheless, here are the general parameters that i know will be included in the design: • It will be one storey in appearance as viewed from the present parking lot area. • It will he two stories, or possibly a slightly sunken three story, as viewed from the South, as it will be nestled into the hillside. • Its exterior materials will be a harmonious slightly roughened/wire cut brick of the character of the present structure for exterior walls, the roof will be slate, and the woodwork, including windows and doors, will be painted white and of traditional Virginia classical detailing. • Our intent is to have any new building blend in with the historic Waddy Wood Church complex. I have visited the site on many occasions,and have viewed sight lines from Rt. 250,and at this time, especially in light of a one story building, any new structure will not be seen from Rt.250,as the present Sanctuary,Parish Hall,and double arcade will screen it.
