Subject: SP 2007-027 Emmanuel Episcopal Church —third zoning comments
I have reviewed the third submittal and find that it is responsive to both prior comments and
to our discussion in the meeting. I hereby approve the proposed parking based on the
information provided.
I recommend that the waiver request to reduce the travelway width be reviewed at this time.
If everyone is comfortable given the level of design review with the special use permit, the
site plan can be administratively approved.
With regards to proposed conditions, please consider the following:
1. Include the extended validity period (to 5 years) for the SP as a condition, to be certain
that it is clearly part of the record;
2. (If recommended) — the site plan may be administratively approved;
3. Health Department approval (if not already received);
4. This approval is limited to a maximum X square footage sanctuary and & square
footage fellowship hall.

Reviews Comments: 11. It still appears as though there are parking areas not captured by stormwater management. The
'proposed stormwater management concept should be revised. Underground stormwater
management should be a last resort for very dense sites in the urban area. It is undesirable because
of the difficulties of monitoring, maintenance, and replacement. The applicant should perform a
preliminary removal rate computation for drainage areas, and provide a concept to meet it.
2. Left and Right turn lanes should be provided on Rt. 250. If the applicant does not wish to provide
these safety improvements, a warrant analysis should be performed using projected traffic at build-out
to establish the minimum requirements.
3. There are many narrow travelways and areas on the plan with dimensions and circulation concerns
which would not meet the Zoning Ordinance requirements of 18-4.12. Curb and gutter and paving are
also required by this section.
4. A critical slope waiver a•sears necessary. (18-4.2)

the right.

3. An entrance could be eliminated on Rt. 250 by a frontage road connecting the religious education
(building to the main site. At the least, a pedestrian connection could be established.

Reviews Comments: We checked the ent to the above site and it has not built the tt id taper. A 150 foot turn lane
and a 100 foot taper a 35 foot radius will be acceptable.

proposed improvements are outside of these areas, but it would be helpful to show the limits of these
areas to ensure that the conceptual plan takes this into account.
