The response to comments proposes 133 spaces. The Zoning Administrator must approve this number of parking spaces. On August 23, 2007 I noted that the parking spaces and the travel aisles to serve them must be drawn to scale and the surface must be specified in accord with design standards of section 4.12.15 & 4.12.16. It appears that the revised plan meets these standards with 10' x 18' spaces served with 20' aisles. The reviewing engineer must verify that "shot and chip paving" meets design standards. On August 23, 2007 I noted that it appears that the construction of the proposed future structure will disturb critical slopes. The response to comments states that it is likely that critical slopes can be avoided when the facilities are designed. The revised plan shows disturbance of critical slopes near the southwest corner of the parking lot. Again, I recommend that the applicant request a waiver to disturb these slopes now as part of the special permit review and approval process rather than delaying this issue until the site plan approval process. (17-317 B) The revised concept plan shows the stream buffer on the site. The line must be revised to show that the buffer includes the flood plain. (4.17.4.a & 4.17.5) The light fixture shown on Sheet 6 / 7 does not meet the definition of full cut off luminaire. Section 4.17.5 sets forth the procedure to request a modification of this regulation. THIS IS A NEW COMMENT. Please contact me if you have questions.
