Amelia's comments included, "A site plan will be required for this proposed use. The
applicant may chose to go directly to a final site plan if many of the physical design
details and any waivers have been resolved.
This is different than a site plan waiver and, as I think further on it, a better path
The issues that I identify that ought to be resolved at the SP stage include parking ( CL:i
number of spaces and standards) , the critical slope waiver, the standards for the
entrance, the adequacy of the storm water management facilities as shown and any setback
or buffer standards recommended by the Planning Division.
This approach would result in a thorough SP review and should allow the applicant to
proceed directly to the final site plan, knowing that what are basic feasibility issues
are resolved.

Since they are in a hurry, I don't want them to draw something that won't work as a
prelim. Site plan. If you and the site plan folks will give me what they need, I'll pass
it along. Asking for a plan waiver is pretty common, but I want to make sure that
whatever they submit gets your recommendation for the waiver.

Joan,
Basically, they are asking for a site plan waiver from the commission per section 32.3 .10.
I suggest a meeting with you, me and the other site reviewers to our heads together to
talk about what is needed on the SP concept plan to address all necessary site plan
issues. This would be the time to address any landscaping or buffer issues as well as any
other impacts occasioned by the SP use.
Scott is working on a site plan waiver for Beth Goldstein.

Joan:
I have received the county's letter of August 17, 2007 notifying us of the public
hearings associated with Special Use Permit SP2007-00027, Emmanuel Episcopal Church. I
want to notify you that we would like to defer the Planning Commission meeting and the
Board of Supervisors meeting in order to respond to the comments of the ARB. I would
appreciate if the project is rescheduled at the earliest possible date upon our response
to the ARB comments.
In addition, I am be asking formally that the drawings we submit be considered
preliminary site plans, and that this requirement is waived in the future.
