Lund Panning August 16,2007 Ms.Amy Ransom Arnold Rural Areas Planner 401 McIntire Road Room 218 Charlottesville,VA 22902 RE:SP-07-27 Dear Mr.Arnold: I received the county's comments regarding the Special Use Permit for Emmanuel Episcopal Church on July 19,2007. The comments received are based on our submission dated May 29,2007. As you requested in the letter,the applicant and myself met with the county to review the plans and comments on August 3,2007. In addition,we have met with the Architectural Review Board. As a result of these two meetings we propose the following changes to the plan. 1. We have eliminated the parking spaces along the front drive (north) of the church 2. The parking lot(east side) has been terraced at the request of the county to incorporate more green space into the parking area,and to take advantage of the sloping topography. 3. The parking lot(east side) has changed from a standard rectangular shape to one with an arc, again responding to the ridgeline topography. 4. As we progress,we will continue to incorporate ways to reduce the number of trees that will be disturbed or removed. To date the plan removes no significant trees,however,we understand the County's concern that the construction actives will cause loss in the future. We will address this as we proceed further with grading and layout plans as required by the site plan submittal process. 5. While we have not shown it on the plan yet,;we are studying eliminating the two way entry drive in front of the church in favor of a one-way drive,reducing the amount of paving and disturbance at the entry. This change has impacts that we have not address with the Vestry of the church and therefore cannot commit formally to yet,however,we are looking at lessening the impacts at the front entry. Please find the revised plan attached. Additionally,specific responses to the county's comments are listed below. Zoning and Current Development 1. We have added labels to existing and proposed improvements. 2. Neither a specific building footprint nor a storm water management system has been designed. It is likely that critical slopes can be avoided'when these facilities are designed. Therefore we will not be requesting a waiver as part of this application. 3. The flood plain is shown. 4. Neither the sanctuary nor the classroom area will be expanded. 5. The Church Vestry has completed a parking study informally. 6. The religious education building may be used a fellowship hall during church services. 7. The tax map and parcel numbers are listed. A site plan will be submitted. 9. The entire cemetery exists to my knowledge.The columbarium is proposed. 10. As mentioned this can be addressed in the site plan submission. Historic Preservation 1. The Department of Historic Resources has been contacted. To date they have expressed approval of the project and the improvements proposed. Design Planning. I i 1. As discussed in our meeting,we will not relocate the parking behind the church,but will adapt the design to the landform. 2. We will provide additional information as;requested regarding specific disturbance to the trees at the time of the site plan submittal. 3. The existing plan shows buildings grouped together. As for the specific design,the future design will respect the integrity of the proposed church. County Engineering 1. A concept has been shown,and will be developed in the future site plan submission 2. Mr.DeNunzio,has indicated that we would ib'e able to proceed with only a VDOT standard residential entrance of 24'and would not need turn lanes. We will confirm this. 3. A connection will be added. County Water Resources 1. The buffers are off the site plan and cannot be shown. VDOT 1. We will accommodate the taper and the radius at the entrance as requested.
